Authoritarian Member States In International Organizations, Matt Barg

This thesis investigates under which conditions do authoritarian Member States exist in International Organizations that require democratic governance in their treaty law. The European Union is used as a case study along with two of its Member States that are in the process of transitioning to democracy from previous authoritarian regimes—Hungary and Romania. This thesis employs stealth authoritarian theory to analyze how a democratizing Member State may violate these laws and revert to authoritarian governance. Since 1968, liberation theology has emerged as a prominent feature of religion and politics, particularly in South America. Originally stemming from the writings of Peruvian priest Gustavo Gutiérrez, this at-once theological and overtly political ideology decries the institutionalized violence of the world’s capitalist society on the poor and oppressed, and argues that God is particularly concerned with the plight of the suffering masses. To prevent private interests from distorting the democratic process, most European countries have implemented public funding schemes to guarantee fair competition among political parties. However, very little research has explored the possibility of institutional corruption in conjunction with state political party funding. Katz and Mair’s cartel party thesis argues state support strengthens ties between political parties and the state at the expense of civil society. Oliveira uses organizational theory to point to institutional corruption as a design problem. It is necessary and desirable for Armenia to retain close relations with Russia in both the short and long term. However, recent concessions to Russia for good relations in the short term may have potentially harmful repercussions for Armenia in the future. These concessions have in part resulted in the Russian dominance in the economic sector, over-dependence on Russia for Armenia’s energy needs, and the perpetuation of Armenian submissiveness to Russian interests. Russia’s seamless presidential succession produced no major changes in domestic politics or foreign policy. Ties with Asia remained strong, though several key relationships—with China, Japan, and the Central Asian states—frayed under the impact of Russia’s military action in Georgia. Impressive economic performance in the first half of the year boosted Russian confidence as a great power, but its vulnerability to the global financial crisis together with the heavy-handed operation in the Caucasus undermined Moscow’s standing with both Asia and Europe by the end of the year.

Russia in 2007 moved further away from a constitutional order governed by the rule of law as President Vladimir Putin's second term drew to a close and the country prepared for parliamentary and presidential elections. High oil and gas prices buoyed the economy, but little progress was made in addressing Russia's serious social problems. In foreign policy, confrontation with the West was balanced by excellent relations with most of Asia.

A number of developments over the past decade or so illustrate the increasing salience of environmental problems for Soviet policy makers. In the mid-1960s, controversy over the potential pollution of Lake Baikal appears to have stimulated and legitimized environmental protection as an issue for discussion in the Soviet press. The output of scholarly books and articles by philosophers, economists, biologists, physicists, and sociologists reflects the broad range of organizations concerned with these questions. In discussing the modern movements which threatened democracy, a distinction can be made between those which were anti-revolutionary and those which were counter-revolutionary. In practice, they often blur into one another. Differentiation between the two types does help to distinguish between those backward-looking elements which offered little more than mere negation of the democratic and radical movements of the preceding century, and those which used certain democratic devices against democracy itself.
