This study analyzes the Trafficking in Persons report, an annual report from the United States State Department that ranks each country on its ability to meet “minimum standards” for combating human trafficking. Using Colombia as a case study, this paper heavily critiques the traditional human trafficking discourse by applying a transnational intersectional feminist framework to explore the context and development of human trafficking in Colombia. I will first look at the legal framework for anti-trafficking policy in Colombia with a policy analysis of the laws and legislation that arose after the ratification of the Palermo Protocol in 2000. Dignity: A Journal of Analysis of Exploitation and Violence

Commercial sexual exploitation of children (CSEC) is a form of violence in which children, mainly girls and female adolescents, are reduced to sexual objects for rent. In this study, we argue that the concept of who is an exploiter must be broadened to include everyone who directly or indirectly benefits from CSEC. This paper is based on life stories of 10 female residents from a shelter, which we call Casa Libertad (a fictitious name) in Mexico City, for female victims of violence. The United States is one of the top destination countries for human trafficking, and Florida has the third highest number of reported cases of human trafficking. Despite the severity of this issue, Florida anti-trafficking legislation, reintegration programs, and awareness campaigns tend to contribute to the invisibility of the victims and undermine their recovery and reintegration into society, especially when the victims are immigrants. This project uses a multi-method approach including content analysis of anti-human trafficking campaigns to argue that portrayals of a “perfect victim” only amplify stigmatization and discrimination against immigrant victims. Florida is ranked as one of the United States' top three destination states for human trafficking; many of those victims originate from Mesoamerica--Southern Mexico, Guatemala, Honduras, and El Salvador. Human trafficking is a growing problem which hinders universal human rights for hundreds of new victims in Florida every year. Mesoamericans have a high risk of becoming victims due to the situations in their home countries. The issue of human trafficking has only recently gained the national and state attention of law makers and law enforcement officers.
