Conditional Cash Transfers, Community, And Empowerment Of Women In Colombia, Harlan Downs-Tepper

In 2001, the Colombian government initiated an experiment in poverty alleviation called Familias en Acción. This conditional cash transfer (CCT) program takes a novel approach to poverty reduction by addressing short- and long-term factors contributing to poverty. Though Colombia’s CCT program is just one of a wave of similar initiatives, its unique context and unexpected social effects, beyond the primary intentions of program designers, differentiate it from other such programs. Drawing on 200 interviews and focus group discussions which he conducted with academic experts, program beneficiaries and program administrators in three Colombian cities, the author finds that an unexpected …

In 2002, Colombia had the highest homicide rate of any Latin American country(Berkman, 2007). The origins of this violence, however, are complex and difficult to identify. It would be sensible to argue that it cannot be explained by any one particular factor, but rather an assortment of many factors that wholly represent the social, economic, and political conditions of Colombia. By better understanding the origins of Colombian violence, policy makers can more effectively address and alleviate this prolonged issue. Proxy Citizenship And Transnational Advocacy: Colombian Activists From Putumayo To Washington, Dc, Winifred Tate

Proxy citizenship is the mechanism through which certain rights of citizenship—the ability to make claims for redress to a state—are conferred on activists through relationships with NGOs. Focusing on advocacy from within the policy process, U.S. and Colombian NGOs channeled political legitimacy and rights of access to Colombians, whose claims emerge from the experience of governance as articulated through testimony. This process, and its roots within the shared history of the Putumayo region of Colombia and Washington, DC, reveals emerging practices of citizenship claims and transnational political participation.

Boys and girls as young as thirteen are pulled out of classrooms and thrown into battlefields. Teachers routinely disappear and/or are subjected to extrajudicial executions. Guerillas, paramilitaries, and the Colombian army all utilize school buildings as posts for their combatants. School zones have become littered with landmines. Child displacement and poverty have reached epidemic levels.
