Fourth-branch accountability can be characterized as a constitutional trust-type mandate to provide intrastate nonpartisan accountability with a broad repertoire of institutional capacities. Fourth-branch institutions play a significant role in protecting constitutional democracies, and their role in the system of political accountability becomes especially apparent when political oppositions are unwilling or unable to perform a partisan check. These institutions partly emerge from distrust in the political branches’ ability to ensure accountability in a partisan world. Thus, they are designed to be insulated from partisan pressures and anchored to the core principles of legality and impartiality. However, fourth-branch institutions do not exist …

Abstract

Identifications of recently collected Eucnemidae (Coleoptera: Elateroidea) borrowed from two collections have resulted in the discovery of two new species: Entomophthalmus abbreviatus Otto (Cuba) and Trigonopleurus cordobaalfaroi Otto (Guatemala and Louisiana, United States). Images of the two newly described species along with two New World Entomophthalmus Bonvouloir species for comparative purposes are included.

The Unbelievable Fauna Of American Lamiinae (Coleoptera: Cerambycidae): Description Of Two New Species, Transference, And Notes In Acanthocinini, And A New Record In Calliini, Antonio Santos-Silva, Juan Pablo Botero

Two new species and one new genus of Lamiinae (Coleoptera: Cerambycidae) are described in Acanthocinini: Embera flava new species, new genus, from Panama; and Nealcidion lingafelteri new species from Costa Rica. The species-group name of Nealcidion napoensis Nascimento and McClarin, 2018 is corrected and morphological variations in Leptostylus cristulatus Bates, 1872 are reported. Trypanidius mimicavus Carelli, Monné, and Souza, 2013 is redescribed and transferred to Carphina Bates, 1872, forming the new combination Carphina mimicavus. Colombicallia curta Galileo and Martins, 1992 (Calliini) is recorded from Panama for the first time.

This paper has three objectives. First, we establish that although Spain has attempted to distance itself from its role in the sub-saharan African slave trade and the significance blackness plays within its borders, there exists a significant population of people of African descent from Latin America living in Spain. Second, we show Black people are living what Sadiyah Hartmann refers to as the afterlife of slavery in Latin America. This paper explores the relationship between trade liberalization and deforestation in the Brazilian Amazon from the beginnings of widespread trade liberalization in the 1990s to 2022. This paper, through an analysis of deforestation from soy and beef production, concludes that trade openness and foreign direct investment (FDI) alone cannot fully explain the rapid environmental degradation occurring in the Brazilian Amazon. Despite Brazil’s efforts to integrate into global markets, the levels of trade and FDI are relatively low. Migration presents challenges to receiving communities, as it tests their ability to respond to unexpected expenditures and social stresses. Evaluating the local impact of rapid and substantial migration flows is difficult due to the absence of a validated instrument for assessing community support for migration. Our study adapted and validated a Support for Migration Assessment survey (SMA) based on Social Exchange Theory (SET). The validation of the SMA contributes in two significant ways. Introduction: Since 2015, Colombia has faced a significant humanitarian challenge, receiving 2.9 million displaced Venezuelans. This study examines organizational cooperation in the humanitarian response to this migration crisis, aiming to understand the coordination dynamics among key organizations and actors.

Methods: Our research combined interviews and web scraping to gather data on key actors and their relationships in the humanitarian response. We employed Social Network Analysis (SNA) to examine these relationships and the collaborative strategies among entities, focusing on how they address the migration challenges.

Results: The results indicate that cooperation occurred through mediated channels, where established NGOs collaborated via coordination …

The Dobbs decision has created both opportunities and challenges in the classroom. On one hand, Dobbs animated student interest, increasing awareness of reproduction. On the other hand, media coverage of Dobbs primed students—particularly those who had not been exposed to reproductive justice—to think about abortion access in isolation from other topics and from an exclusively U.S. perspective. In this article, I discuss my experience teaching Politics of Reproduction in Fall 2022. Among other goals, I wanted to expose students to La Marea Verde, or the “Green Wave,” of countries expanding abortion access in Latin America. By teaching Latin American abortion …

Brazilian agriculture is constantly questioned concerning its environmental impacts, particularly greenhouse gas (GHG) emissions. This research study used data from a 34-year field experiment to estimate the life cycle GHG emissions intensity of maize production for grain in farming systems under no-tillage (NT) and conventional tillage (CT) combined with Gramineae (oat) and legume (vetch) cover crops in southern Brazil. We applied the Feedstock Carbon Intensity Calculator for modeling the “field-to-farm gate” emissions with measured annual soil N₂O and CH₄ emissions data. Indigenous communities in Panamá face the same challenge that many Indigenous communities experience around the globe: a lack of recognition of their land rights. Over the last several decades, the Panamanian government has developed policies and ratified international agreements that recognize Indigenous rights. The comarcas that institutionalize these rights have had some success. However, despite a seemingly progressive framework for recognition, Indigenous communities across the country continuously have their rights violated by conservation projects and resource extraction efforts in the name of economic development. Much like movies, research on why women offend had historically focused on men as their stellar. Puerto Rico’s current political status is that of an unincorporated, organized territory of the United States, under the shiny title of ‘Commonwealth.’ Although they have US Citizenship, Puerto Rican residents aren’t protected by the US Constitution. Collaborative governance (CG) has emerged as a tool for addressing increasingly complex societal problems by engaging a diverse of set of cross-sector actors in a deliberative process with the aim of realizing consensus-driven outcomes. Emerson et al.’s (2011) Integrated Framework for Collaborative Governance (IFCG) attempts to improve understanding of these arrangements by articulating causal connections between collaborative drivers and dynamics across different contexts.
