Spillover Effects Of Quota Or Parity Laws: The Case Of Ecuador Women Mayors, Marcos Fabricio Perez, Santiago Basabe-Serrano

Do quota or parity laws designed to improve the representation of women in plurinominal elections have a spillover effect to uninominal elections? We empirically test this theory by analyzing the effects of quota and parity legislations implemented in Ecuador for plurinominal elections on the proportion of women elected as mayors. Through an unpublished database, our results show that after the implementation of such legislation, the probability of a woman being elected as mayor almost doubles (ceteris paribus). We also find evidence that a possible causal chain for the documented spillover effects is the increasing importance of female role models, motivated …

Neoliberalism has been a persistent concern for policymakers, scholars, and the general public in Latin America due to its negative effects on women. This paper examines the relationship between neoliberal economic policies and gender equality from the 1970s to 2003 in the region. I use a mixed-methods approach to test the two major competing theories from the literature that discuss women’s status under neoliberal reform. I find that neoliberal economic policies did not improve the status of women but reduced gender disparity. Neoliberalism led to the worsening of men’s status, which caused the status of women to seem better. Overall, …

Social movements have sprung up in countries after their respective economies experience an economic crisis and the International Monetary Fund places restrictions on a country’s fiscal policy. Argentina’s piquetero movement and Greece’s anti-austerity movement have both mobilized after economic crises to protest the neoliberal shifts to their economics, yet their success at shifting those policies have not been studied sufficiently. The dominant explanation for social movement success involves analyzing political opportunities or seeing the social movement as an actor with limited resources. The conflated pattern between poverty, rurality, and indigeneity in Mexico signifies drastic inequality between populations. Poor, rural communities often do not receive as much public services, infrastructure improvements, and employment opportunities as urban areas, which causes out-migration into the cities. Some of the few jobs available in rural areas are in the agriculture sector, either through small-scale subsistence farming or seasonal employment on a large-scale farm. Historically, certain wealthy states such as Sinaloa, Michoacán, and Sonora received greater support to up-scale into modernized agriculture, which made them into the largest agro-exporters. This panel presents research from the new edited volume Migration and Mortality (edited by Longazel and Hallett, Temple University Press, 2021). Death threatens migrants physically during perilous border crossings between Central and North America, but many also experience legal, social, and economic mortality. Rooted in histories of colonialism and conquest, exclusionary policies and practices deliberately take aim at racialized, dispossessed people in transit. Once in the new land, migrants endure a web of systems across every facet of their world—work, home, healthcare, culture, justice—that strips them of their personhood, denies them resources, and creates additional obstacles that deprive them of …

In late 2019, Evo Morales was forced out of office as the President of Bolivia and charged with sedition and terrorism. Morales had spent more than two decades as an indigenous and cocalero activist, then served as President for nearly fourteen years. During this time, he and the Bolivian Movement Toward Socialism party, the MAS, oversaw a new constitution with the goals of supporting Bolivian sovereignty and democratic ideals. Using the ecological systems theory, this study highlights the significant impact the political climate in the United States (i.e., anti-immigrant sentiments and violence) has on undocumented Latinx parents’ engagement in their children’s education. Drawing from a larger qualitative, interview-based study that explored how undocumented Latinx parents were involved and engaged in their children’s postsecondary access and success (Cuevas, 2019; 2020), this study focuses on undocumented parents’ experiences and processing of the 2016 Presidential Election. What explains variation in legislative effectiveness where party systems are fragmented and not policy-oriented? Why and how are some legislators in these contexts able to move their proposals through the legislative process and into law, while others fail to do so?

Recent literature on legislative effectiveness in the United States highlights several determinants behind lawmakers' ability to advance their policies through the legislative process and into law. The “Women’s Agency in Keeping the Peace, Promoting Security” or “WePeace” is an initiative to capacitate selected community women in the Philippines on gender-responsive peacemaking and peacekeeping. This essay describes how the project has helped form women peacekeeping teams and enabled women’s increased participation in existing peacekeeping mechanisms. The community women are from four different areas in the country facing different conflict lines: tribal wars, clan wars or “rido”, internal displacement, and development aggression.

On 31 October 2000, United Nations Security Council Resolution (UNSCR) 1325, the first Women, Peace, and Security resolution, was adopted by the United Nations Security Council. The resolution mandated UN member states to increase women’s participation in decision-making in matters that relate to peace and security, particularly in conflict prevention, conflict resolution, peacebuilding, and post-conflict reconstruction. This report examines voter registration and participation rates among Latinos in every presidential election since 1992.

Methods:

All data on registration and voting found in this report were derived from the Voting and Registration Tables issued by the U.S. Census Bureau at https://www.census.gov/topics/public-sector/voting/data/tables.html.

Discussion:

Latino voter registration rates reached an all-time high in the 2020 presidential election: 61.1% of all Latino citizens 18 years of age and older, rising from 57.3% in 2016. Latino voting rates (the percentage of Latinos eligible to vote who actually voted) also rose to a historic high of 53.7% in November 2020, increasing from …

This paper investigates the counter-terrorism strategies employed against the Revolutionary Armed Forces of Colombia (FARC) in Colombia and the Shining Path (SL) in Peru and analyzes the effectiveness of those strategies. It begins by exploring the foundation of each organization and its respective goals, organization and tactics. Using this information, it then explores the counter-terrorism strategies employed by the government of each country in which the organizations were operating to determine the effectiveness of those strategies and how the structure of the terrorist organization might change that effectiveness. This research examines the impacts that existing factors can have on the outcome of natural disasters. In order to study this question more thoroughly than previous research, this paper conducts a small n study on the Middle America region through case studies in Mexico, El Salvador, and Haiti. Each of these case studies are evaluated by their outcomes of severe earthquakes and the conditions in which these earthquakes occurred. These conditions being: their economies, governances, and pre-existing natural disaster plans. The analysis of these indicators attempts to understand why certain countries perform better in natural disasters compared to others. In …

The rapid decline of the Peruvian left-wing insurgent organization Sendero Luminoso was not only the result of the arrest of its leader. An analysis of the precipitous weakening of the organization using two social movement theories finds other factors were involved in the demise of the organization as well. These factors—participatory politics, support for the military among the rural population, and alienation of the population by Sendero Luminoso—provide insights to effective counterinsurgency tactics.

This article explores the possibilities of network management to increase the capacity of business foundations to exert influence on the process of agenda-setting in public policies. This case illustrates how three foundations (Éxito Foundation, Alpina Foundation and ALAS Foundation) helped to coordinate one hundred civil society organizations to influence the Colombian National Development Plan (2018-2022). The case shows that business foundations can play an important role in setting the policy agenda by working as articulators of multiple fragmented actors of civil society. This article analyzes how leadership is practiced in social movement organizations (OMS). Drawing on Critical Leadership Studies, and based on qualitative empirical research conducted in the organizations of the Spanish 15M protest movement, we analyze leadership perceptions, tensions and practices in dealing with these challenges. Our findings indicate that leadership practices in the investigated OMSs are autonomous, reflective and rule-based. Emphasizing collective reflection and rules highlights two aspects of leadership in OMSs that have been largely ignored in the discourses. Nevertheless, they turn out to be important means to address the challenges of autonomous leadership.

This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …

In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.
