Introduction: This study examines citizenship, registration, and voting patterns of Latinos during the 2000 presidential elections.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: The participation rates among potential Hispanic voters who were citizens of the U.S. 18 years of age and older were the lowest of any of the major racial/ethnic groups in the nation during the 2000 presidential elections as well as …

Assessing The Third Transition In Latin American Democratization: Representational Regimes And Civil Society In Argentina And Brazil, Elisabeth Jay Friedman, Kathryn Hochstetler

Politics

Recent political and economic transitions in Latin America have shaped a third transition in the nature of civil society and democratic representation. The conceptual territory of democratic representational regimes can be mapped out in four theoretical patterns of state-society relations: adversarial, delegative, deliberative, and cooptive. A comparison of representational regimes in state-society relations in Argentina and Brazil shows a shift in civil society towards organization in nongovernmental organizations, in addition to social movements. Despite this common characteristic, the different emerging representational regimes in these two countries carry different implications for the quality of democracy.

This paper explores the role of USAID-funded projects focused on the root causes of migration in the Northern Triangle as a U.S. immigration prevention strategy. Through analyzing the Empleando Futuros activity in Honduras and the Crime and Violence Prevention Project in El Salvador, I found that the projects followed an overly simplistic approach to migration based off of neoclassical economic theories of migration. When compared to alternate migration theories and empirical evidence from the region, I found that the individualistic and employment-based approaches utilized by these projects do not have the desired effect of majorly decreasing someone’s propensity to migrate …

In this article, we evaluate whether Latin American participation in international arenas reinforces traditional divides between state and society in global politics or transforms state-society relations in ways compatible with the concept of global civil society. We examine the participation and interaction of Latin American nongovernmental organizations and states at three recent United Nations conferences: the 1992 UN Conference on Environment and Development, the 1993 World Conference on Human Rights, and the 1995 Fourth World Conference on Women. This paper examines the role of the state in the implementation and success of sustainable development. It first argues there are certain concepts (capacity building, community participation, and empowerment) inherent in any type of successful development. These concepts need to be realized and addressed by the state in order for sustainable development to be long-term and successful. Monitoring Elections In El Salvador And Nicaragua, Jack Spence

I observed the February 1990 elections in Nicaragua as a member of both the Latin American Studies Association observation team and that of Hemisphere Initiatives, a group with which I have worked. In El Salvador I headed the Hemisphere Initiatives team. I visited Nicaragua five times during the electoral period, and for El Salvador, for once my academic calendar coincided with Salvadoran history. A sabbatical in the last academic year allowed me to be there during the electoral period.
