Protests over resource extraction have increased in Latin America in recent years. However, significant variation exists in the region in terms of citizen’s willingness to protest against resource extraction. We argue that this variation is based on the interaction of factors at both the individual and state levels. Individual-level characteristics, such as social engagement, influence the likelihood of protest activity. State-level characteristics, such as the quality of governance, also present opportunities for engaged individuals to challenge resource extraction. The pandemic is already forcing many individuals, businesses, and governments to rethink much of what they do and how they do it. As such, it presents an opportunity for public administrators to reimagine the criteria they use when designing and implementing programs and policies, and to more actively engage in prevention of identity-based violence. In this contribution, we suggest a new analytical lens to guide public administrators’ decision making, one informed by the theory and practice of mass atrocity prevention. This dissertation examines urban politics, environmental justice, and infrastructure from the vantage point of South-South migration. It focuses on the work of Nicaraguan migrants living in the informal settlement of La Carpio in San José, Costa Rica, as they negotiate rights in the form of urban services. Nicaraguans in La Carpio have organized politically since 1993 to self-install, demand, and negotiate services such as potable water and electricity. In the process, they successfully compel local authorities to allocate these services and grant them an implicit recognition of their right to remain and live a decent life, regardless of their status. …

This article examines the transformation in Mexican politics from a neoliberal state to a one lead by a left wing populist leader and its impacts on environmental policy in the country. Specifically, looking at the election of AMLO in 2018 and prior neoliberal environmental policies (NAFTA and Pena Nieto's energy reform). This article looks at the motivations and outcomes of these policies to better understand environmental impact.

Territorial Inequality In Health Service Delivery: Lessons From Latin America’S Federations, Agustina Giraudy, Jennifer Pribble

Access to quality healthcare varies across the national territory inside Latin American countries, with some subnational units enjoying higher-quality care than others. Such territorial inequality is consequential, as residents of particular regions face shorter life spans and an increased risk of preventable disease. This article analyzes trajectories of territorial healthcare inequality across time in Argentina, Brazil, and Mexico. The data reveal a large decline in Brazil, a moderate decline in Mexico, and low levels of change followed by a moderate decline in Argentina. This dissertation illuminates how the experience of growing up during the Chilean dictatorship (1973–1990) affected the individual's sense of self as citizen and the impact on their sense of democratic agency, civic-mindedness, and political engagement in their country's current democracy. To understand that impact, the researcher chose to study her own generation, the “Pinochet-era” generation (Cummings, 2015) and interviewed those who were part of the Chilean middle class, who despite not being explicit victims of perpetrators, were raised in dictatorship and surrounded by abuse of state power including repression, disappearance, and imprisonment. For years, there has been a lack of representation for indigenous peoples in communities, and most importantly in parliament. This is a very common trait in the South American Andes, which houses the largest number of indigenous groups in the continent. This thesis focuses on Ecuador and Bolivia due to their indigenous population and their history, or lack thereof, with indigenous people in parliament. This dissertation asks: how does intimate labour interact with the mobility and political subjectivities of Haitian migrant women and women of Haitian descent in the Dominican Republic (DR)? It answers this question in three specific ways. First, it explains the relationship between intimate labour and the spatial trajectories of women of Haitian ancestry who work as domestic workers. Second, it examines how the interaction between intimate labour and human mobility plays out in the Dominican border regime. Third, it explains how these subaltern women act politically in the midst of the intersections between borders, mobilities, and intimacy.

This study seeks to examine how the Cuban “brand” and the island’s overall tourism strategy is formulated, circulated, shaped and reshaped by various actors and the public in the changing context of the newly antagonistic bilateral U.S.-Cuba political relationship. This essay analyzes household surveys from the World Bank Global Financial Inclusion Database for the years 2011, 2014, and 2017, as a means to distinguish individual level characteristics of remittance recipients in Venezuela. Remittances are defined as “crossborder, person-to-person payments of relatively low value. The transfers are typically recurrent payments by migrant workers to their relatives in their home countries (World Bank, 2015). Through the use of a linear probability model and probit regressions, I examine the variables age, gender, education level, and income quintile. Results of the analysis find that age has a statistically significant negative effect on the …

Transitional processes have nowhere failed as spectacularly than in the wake of the Arab Spring's "revolutions." Contrary to popular expectations, these revolutions gave way to counter-revolutions rather than transitions to democracy and pluralistic politics. This article argues that, by settling for transitions to mere formal democracies, an opportunity was lost to engage in necessary structural change. While understandable that transitional processes shied away from addressing controversial issues -- including how to translate diversity in religious, gender, sexual, and ideological domains into the foundation of new political communities -- not doing so was a fatal error as it left untouched preexisting …

After the Spanish-American War that ended in 1898, Puerto Rico was given to the United States by Spain as a war booty, becoming a US colony. The first law ever created by the United States to control Puerto Rico was the Foraker Act (also known as the Organic Act of 1900). This established a civilian government in Puerto Rico. It also extended the federal government rulings to the island. My research explores the reasons why three Latin American states (Colombia, Mexico, and Peru) claim the return of cultural heritage objects from holding institutions in the Western World, such as museums and universities. The literature on returns and restitutions, which focuses on questions of ownership and possession of objects, opposes two conceptions of cultural heritage: on the one hand, the internationalists argue that the location of a cultural object must be decided according to the interests of science and education, for the benefit and in the name of humankind; on the other hand, the nationalists consider that cultural heritage is …
