The concept of sustainable communities assumes a process of social and/or economic development that has as a high priority, the needs of the future generation. However, models of social and economic development employed in developing countries, must rely heavily on political, social and psychological empowerment techniques being employed at the community level, in order to warrant any type of sustainability becoming apparent. The above two quotations embody disparate worldviews with regard to the neoliberal project that has enveloped much of Latin America in the past decade. Globalization intensifies the region's integration into the world economy through neoliberal reforms such as market opening, privatizations, and rationalization of production. These reforms are transforming rural societies, raising important questions concerning policies that selectively favor new strategies for capital investment and production oriented toward market expansion, as they marginalize surplus workers and "inefficient" forms of production. Institutions, Developmental Alliances, And Economic Development In Korea And Brazil (1950-1985), Charles Paul Winebarger

This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …

Neoliberalism has provoked profound and diverse consequences for rural Mexico, escalating the agricultural crisis for producers and workers in various sectors. Against this context, recent improvements in the sugar sector raise interesting questions about its relative economic success under the neoliberal paradigm. This article contrasts two cane zones--one that experienced economic recovery and another affected by abandonment of the sugar mill--to argue that in the interstices of modernizing neoliberalism, cane growers and mill workers who were subjected to politics of exclusion struggle to ensure the survival of their culture, community, and economic livelihood.

This study is concerned with cooperative business enterprises of small farmers. The topic has been chosen because peasants' association in supply and marketing cooperatives is considered an essential element in rural development. The author's field experience leads him to agree in principle with this assumption.
