Party Policy And Group Affiliation In The European Parliament, Gail Mcelroy, Kenneth Benoit

Systematic empirical research has yet to explain how national parties join political groups in the European Parliament. This article first demonstrates, using original empirical measures from expert surveys of party positions, that EP party groups consist of national parties sharing similar policy positions. Secondly, using Bayesian/MCMC methods, the paper estimates the policy determinants of group affiliation using a (conditional) multinomial logit model to explain that party group choice is largely driven by policy congruence. Finally, predictions from the model identify national parties not in their ideally congruent EP groups. The findings suggest that the organization of and switching between EP …

Support for the political and economic integration of Europe has formed an increasingly important policy issue for Irish political parties as the European Union has grown in importance at both the domestic and European level. This article examines the political positioning of Irish parties on the issue of European integration, comparing these positions across parties and across time. For data, it draws on expert surveys taken at each election since 1992, a time series of coded manifestos as well as a computerized content analysis of the 2007 party manifestos. How does the EU deal with incoherence and coherence? In this paper we try to answer this research question in order to draw conclusions on the specific nature of the EU as a foreign policy actor. We define coherence and incoherence in EU foreign policy as our dependent variable in a first step. Coherence is understood as a principle guiding foreign policies in the EU as well as other international actors. Effectiveness is crucially linked to the principle of coherence, not only in the EU. The goals pursued by the EU vis-à-vis Belarus through its sanctions policies are unequivocally normative. The EU refers to the ‘violations of international electoral standards’ in the 2006 presidential elections and the ‘crackdown on civil society and democratic opposition’ as the primary reasons for the imposition of sanctions. The EU sanctions strategy against Belarus has followed an incrementalist logic, unfolding in parallel to the evolution of the Belarusian state towards authoritarianism.

Since the signing of the Cotonou Agreement in 2000, the European Union (EU) has suspended development aid towards a number of African Caribbean and Pacific (ACP) countries in response to breaches of Human Rights and democratic principles by activating the so-called Human Rights clause (article 96). The present article analyses the use by the EU of aid suspensions as political tools and their efficacy in achieving the desired policy goals, in an attempt to identify and explain the determinants leading to the success of these measures. As the legislative body of the European Union (EU), the European Parliament (EP) comprises 732 elected representatives from over 150 national political parties from 25 member states. At the EP level, these members are affiliated with seven major party groups representing distinct policy positions. Here we provide precise estimates of these policy positions based on expert surveys, in addition to characterizing the dimensionality of policy competition in the EP. Our results suggest not only that party groups have identifiable and differentiated positions on multiple issues of policy, but also that these positions group broadly into two orthogonal dimensions: one consisting …

The French two-round system of presidential elections forces candidates to choose strategies designed to maximize their votes in two different, potentially conflicting strategic contexts: a first round contest between many candidates, and a second round between (typically) a left- and a right-oriented candidate. Following a constitutional change in 2000, furthermore, presidential elections are synchronized with legislative elections, more tightly linking presidential candidates to the policy platforms of the parties they represent. This article examines the consequences of policy positioning by presidential candidates, measuring, comparing and assessing positioning in the legislative elections and in the first and second presidential election rounds. …

Hungary has a particularly complicated electoral system: a type of mixed system that incorporates three tiers of seat allocation, the use of a proportional allocation formula, and the allocation of a number of seats by a two-round system in single-member constituencies. Examination of the strategic incentives facing parties explains some surprising outcomes, such as the majoritarian impact on the party system and the possibility of the second strongest party in votes becoming the strongest in seats. Despite its complexity and alleged shortcomings, it is unlikely to be abandoned; it serves the interests of the largest parties, and these effectively wield …

United in support for the EU constitution, the Hungarians none the less remember the past dismemberment of their country, as a result of which a significant number of Hungarian minorities live in neighboring countries. Hence, it was not surprising that the Hungarian government’s position at the IGC 2003–4 focused on the protection of minority rights, although institutional balance was also important. The only “exclusive” Hungarian proposal of the “protection of ethnic and national minorities” was supported by both the socialists and the opposition Fidesz–Hungarian Civic Party. The Convention on the Future of Europe that led to the eventual drafting of an EU Constitution involved numerous political actors from many countries. Their negotiations over the constitution generated a huge volume of texts containing substantive information about their preferences for EU institutional and political outcomes. In this paper, we attempt to measure these preferences at the national party level by analysing the Convention texts using the computerized ‘word-scoring’ method for text analysis (Laver et al., 2003). Only a few years ago, the idea that the European Union (EU) could become a significant actor in the nuclear nonproliferation regime would have met with great scepticism. An organisation comprising nuclear weapon states (NWS) along with non-nuclear weapons states (NNWS) - some of who are disarmament-minded - would have been considered incapable of framing any common response to nuclear proliferation. Electoral systems are uniquely distributive political institutions that shape political outcomes, yet are themselves endogenously shaped outcomes of political choices. In Poland, party system development has involved not only parties adapting to electoral institutions in each election, but also parties modifying these institutions prior to every election. We model electoral system change as driven by partisan self-interest in maximizing seat share and test it in five episodes of electoral system change in Poland from 1989 to 2001, comparing parties’ support for electoral law alternatives to their expectations of seat shares from those alternatives. The paper investigates the development of party finance and party finance legislation in Germany and Italy. The main claim of the paper is that the differences between German and Italian party finance reflect differences in the party finance legislation enacted in the two countries, which, in their turn, are a result of how the German and the Italian constitutional principles were translated into practice.

Over the past few years the EU has begun taking some steps against the spread of nuclear weapons within its Common Foreign and Security Policy (CFSP). At the Thessaloniki Summit June 2003, the European Council adopted its first draft Strategy against the proliferation of Weapons of Mass Destruction (WMD). In order to assess the significance of the Strategy, this paper will first present and evaluate the Union’s record in the field, then review the newly released Strategy, and finally make suggestions as to how it can be improved.

On 7 and 21 April 2002, Hungary went to the polls to vote in its fourth competitive election since the transition to a multi-party system in 1989. Voting took place in two rounds, first on 7 April in 176 single-member districts and 20 proportional list districts, and then on 21 April in a run-off in the 131 single-member districts that had not yielded a majority candidate in the first round. The result was a surprise to nearly everyone. First, surpassing all expectations, turnout exceeded 70 per cent of the registered electorate, higher than in any previous election in Hungary. Second, …

Institutions shape political outcomes, yet institutions themselves are endogenously shaped outcomes of political choices. Such choices are especially significant during transitions to democracy, when initial institutional designs fundamentally structure the path of democratic development. Most theories of institutional emergence, however, focus on stable contexts rather than on the conditions of acute uncertainty identified in the standard transitions literature. Our article attempts to bridge the two subfields by outlining and applying a model of institutional choice as the outcome of a struggle between fledgling opposition parties and the authoritarian regime wherein each side struggles to gain the greatest distributive payoff. Duverger's propositions concerning the psychologicaland mechanical consequences of electoral rules have previously beenexamined mainly through the lens of district magnitude,comparing the properties of single-member district pluralityelections with those of multimember proportional representationelections. The empirical consequences of multi-member plurality(MMP) rules, on the other hand, have received scant attention.Theory suggests that the effect of district magnitude on the numberand concentration of parties will differ with regard to whether theallocation rules are plurality-based or proportional. The electoral system adopted by Hungary in 1989 represents a monument to the potential for institutional design through bargaining to produce complex yet stable institutions. The key compromise reached during this bargaining process was the decision to use a mixed-member system, electing a roughly even number of representatives from both majoritarian single-seat districts (SSDs) and from multi-seat, list proportional representation (PR) districts. This decision established Eastern Europe's first mixed-member electoral system, a format that was to become common in post-communist electoral systems.
