Internship Paper: Completed At The Humanitarian Law Center Kosovo, Julia Herzfeld

This paper discusses my experiences while online interning with the Humanitarian Law Center Kosovo, an organization based out of Prishtina and works to support inclusive and victims-centered transitional justice in Kosovo. I worked primarily on two research projects, one on the Transitional Justice Strategy of Bosnia and Herzegovina and the other on the status of criminal complaints filed by the Humanitarian Law Center in Belgrade to the Serbian justice system related to war crimes committed in Kosovo. While the circumstances surrounding my online internship were not ideal due to the Covid-19 pandemic, my experience greatly enhanced my knowledge of the …

Lithuania is internationally recognized as a high-income developed country, but the high standard of living is limited only to a small minority of citizens. While the capital is emerging as a financial center and a hub for information technology, cities in the Western and Central parts of Lithuania are rapidly declining. Formerly industrial regions, Šiauliai, Panevėžys, Alytus, Utena, Tauragė, Telšiai and Marijampolė, now suffer from massive emigration, brain drain, high unemployment rates, and an increased risk of poverty and social exclusion among residents. Current theories of interethnic relations generally posit assimilation, integration and marginalization as possible outcomes between minority and dominant groups in Eastern Europe. However, there may be cases that are not adequately described by any of these existing interethnic relations paradigms. This dissertation explores one alternative, dubbed parallelism, which can be described as institutionally-driven self-isolation and detachment leading to communities living side by side on parallel trajectories and not interacting. Using the Hungarian ethnonational minority community in Serbia's autonomous northern province of Vojvodina as a case study, the author examines the institutional factors that have led to parallelism. OBJECTIVES: The aim of this paper is to analyse Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. METHODS: The aim is to analyse the content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Concludes by noting that differences between the U.S. and its allies and conflicts within the U.S. Government may limit the ability of the U.S. to effectively respond to events in these disputed regions.

Constructing And Destructing The Peace: Models Of International Engagement In Post-Conflict States, Colin Churchill

Variance in the stability of post-conflict states presents an interesting predicament. What causes this variance in states two or three decades removed from civil conflict? In this paper, I argue that the type of engagement that international actors take towards post-conflict states explains differences in stability. I draw out four distinct models of international engagement from three case studies of Lebanon, Bosnia and Herzegovina, and Northern Ireland that present the different ways that international actors have constructively and destructively engaged in these states. Furthering this analysis is an examination of the transition or possible transition between models in the cases.

Black Lives Matter (BLM) is a chapter-based and member-led organization created out of grief by three queer black women. This thesis examines the international impact of BLM. I conducted telephone interviews with activists and advocacy organizations who have organized activist networks and/or won struggles against institutional racism outside of the United States. These activists are located in Kenya, South Africa, Brazil, Australia, India, Spain, The Netherlands, Sweden, and Paris. I conclude that BLM has inspired the creation and supported the continued development of organizations advocating for national and transnational social and racial justice on a global scale. How does the extent to which rebel organizations are embedded into local conflict contexts - i.e. the extent to which they "fit in" or "stand out" from local populations - affect their behavior on and off the battlefield during civil war? This dissertation examines why rebel group propensities to engage in governance and violence during war vary at the macro and microlevels of analysis and uses as its point of departure the presence of foreign fighters in the ranks of rebel groups engaged in civil war. Bosnia-Herzegovina, a country recently torn apart by ethnic violence in the 1990s, remains standing yet has struggled for the past two decades to materialize dynamic reform from political corruption and has failed to progress to a more stabilized society. Matters of ethnic divisions, political corruption, and economic underdevelopment all contribute to a deadlocked society vulnerable to further destabilization. The Dayton Peace Agreement produced an environment fit to maintain political corruption with elite entrenchment and governmental deadlock that continues to freeze the county in 1995 and inhibits true ethnic reconciliation. In 2015, alone, almost a million refugees sought to reach Northwestern Europe by traveling from Turkey, through Greece and Macedonia, and then across Serbia, Hungary, or Croatia, following what became known as the Balkan route. Despite the numerous problems associated with this route, it remained functional until March 8, 2016, when the EU member states reached a deal with Turkey that has put a stop to this particular migrants’ itinerary.

This study sought to determine best practices for policy advocates who promote press freedom, freedom of expression, and democracy in Azerbaijan to influence policymakers in the United States of America. Results from other studies, the literature on the topics of Azerbaijan and policy advocacy, and expert interviews were used for this study. Its goal is to increase the amount of influence the average policy advocate has in the US by analyzing current advocates' experiences and synthesizing concrete suggestions for actions to effectively enact desired policy changes. Western donors have dominated third sector developments in contemporary Eastern Europe in efforts to replicate their own institutional models as a way of reconstructing the region’s post-totalitarian civil society. These efforts resulted in limited success, frustrating the donor community and puzzling scholars. Civil society in the region has long been labeled as weak based on a general lack of citizen participation in formal organizations. This dissertation argues that such assessment of civil society fails to recognize the role of below-the-radar civic engagement in contexts where informal practices permeate economic, political and social spheres.
