This study sought to determine best practices for policy advocates who promote press freedom, freedom of expression, and democracy in Azerbaijan to influence policymakers in the United States of America. Results from other studies, the literature on the topics of Azerbaijan and policy advocacy, and expert interviews were used for this study. Its goal is to increase the amount of influence the average policy advocate has in the US by analyzing current advocates' experiences and synthesizing concrete suggestions for actions to effectively enact desired policy changes. With the entry of several Eastern European nations into the European Union (EU), a “third” space has developed in the discourse for nations perceived as not fully integrated “inside” the EU system. This article investigates the construction of this “third space” in the resultant “moral panic” about undesired immigration from other EU countries and its potential drain on the social services of the United Kingdom and links it to Euroskeptic discourse in British media. This thesis examines the methods used by the Ministerium für Staatssicherheit (MfS), more commonly known as the Stasi, or East German secret police, for extraction of information from citizens of the German Democratic Republic for the purpose of espionage and covert operations inside East Germany, as it pertains to the deliberate brainwashing of East German citizens. As one of the most efficient intelligence agencies to ever exist, the Stasi’s main purpose was to monitor the population, gather intelligence, and collect or turn informants. Western donors have dominated third sector developments in contemporary Eastern Europe in efforts to replicate their own institutional models as a way of reconstructing the region’s post-totalitarian civil society. These efforts resulted in limited success, frustrating the donor community and puzzling scholars. Civil society in the region has long been labeled as weak based on a general lack of citizen participation in formal organizations. This dissertation argues that such assessment of civil society fails to recognize the role of below-the-radar civic engagement in contexts where informal practices permeate economic, political and social spheres.

Estonia’s integration policy vis-à-vis its Russian-speaking residents was developed and reformed several times since the dissolution of the Soviet Union in 1991. While comparative data from the international community certainly indicates that Estonia has progressed in the realm of social, political and societal integration, the ‘success’ for each individual policy is now increasingly measured—and contested— within broader considerations of geopolitical security and minority rights. This study seeks to determine the impetus behind varying levels of post-communist democratization in central and eastern Europe. It explores the different theories of democratization. The work takes a regional approach to examining the states. This approach isolates less traditional factors that contribute to democratic quality: history, culture and geography. Qualitative studies of each help explain why the countries of the region have such a varying level of rights and freedoms.

This paper presents the results of an indirect assessment of the personality of Vladimir Putin, president of the Russian Federation, from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data regarding President Putin were extracted from open-source intelligence and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM-IV.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals. Putin’s primary personality patterns were found …

This article examines Scandinavian donor practices in Bosnia-Herzegovina (BiH) with regards to post-conflict justice activities. BiH has been a laboratory of reconstruction, peace-building and transitional justice processes since the end of the war in 1995. While issues related to rebuilding and developing war-torn societies and their economies have attracted extensive scholarly attention, the question of international aid practices in transitional justice contexts remains widely understudied. Communist-successor parties are impacted by six social and political factors: party reimaging, coalition building, corruption and scandal, party leadership, EU accession, and social indicators. This project explores how the descendants of the totalitarian communist parties in the Czech Republic and Romania are influenced by each factor by analyzing election result data against these indicators. Party reimaging and coalition building are the most influential in determining voter turnout, while the other four work in conjunction to influence election results. The Former Yugoslav Republic of Macedonia (“FYROM”) experienced four major changes to its electoral system in the eight parliamentary elections held between 1990 and 2014. The Macedonian 1990 and 1994 parliamentary elections were held under a majority system, in which 120 members of the Parliament were elected from 120 constituencies, one member per constituency. A mixed-majority/proportional representation (“PR”) system was adopted for the 1998 elections, in which eighty-five seats were elected under the majority system from the constituencies, and thirty-five seats were elected proportionally from a nation-wide electoral district. The purpose of this article is to take stock of the European integration literature in reference to Eastern Europe in order to better understand how international forces affect minority rights. The article will focus on the status of the Albanian minority in the case of the Republic of Macedonia and attempt to illustrate how European integration has contributed to or hindered ethnic reconciliation between the ethnic Albanian minority and Macedonian majority through a historical-sociological analysis. Additionally, by linking the protection of minority rights to democratic consolidation, this article will show how the former is largely dependent on the latter.

The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.

Many cynics of the universality of international human rights point to persistent large-scale human-rights abusing regimes, such as the Democratic Republic of North Korea, as proof that there is nothing at all universal about human rights. This essay is an attempt to root out the implications of internal national policies on the suitability of international human rights whilst reinforcing their universality. The author of this essay, a military lawyer, reaches the conclusion that the pump of universal human rights don't work within the North Korea cause the vandals took the handle.

The UN treaty body system is an imperative component in the enforcement of international human rights law, but it currently does not have the mechanisms sufficient for the effective internalization of international human rights law standards. Japan has long been criticized for its failure to address the issue of international child abduction. In response to international pressure, Japan adopted the Hague Convention on the Civil Aspects of International Parental Abduction in April 2014. Despite its ratification of the treaty, great concern remains whether Japan is willing to comply with the legal obligations imposed by the Convention. This paper aims to outline the existing policies aimed at providing protection for sexual abuse survivors in the Democratic Republic of the Congo. In an attempt to provide justice for the survivors of sexual abuse, an analysis of the 1992-1995 Bosnia and Herzegovina post-conflict reconstruction is included. In particular, prosecution of sexual violence and rape as a weapon of war will be provided in order to weigh the benefits and weaknesses of international criminal law.
