Improving The Effectiveness Of Sanctions: A Checklist For The Eu, Anthonius W. De Vries, Clara Portela, Borja Guijarro-Usobiaga

The increasingly frequent imposition of sanctions by the EU over the past decade has notbeen accompanied by a thorough pre-assessment and contingency planning stage, which hasled to the formulation of suboptimal sanctions regimes. This paper argues for establishing apre-assessment and contingency planning of sanctions, departing from the ‘ad hoc-ism’ ofcurrent decision-making on sanctions. To this end, it proposes the development of a‘checklist’ composed of key questions that need to be tackled to optimise the design ofsanctions. These questions include the identification of resources linked to the objectionablepolicies; the leverage of the EU; the costs to the EU; the legality of …

Working Towards A Globalized Minority: Regional German-Kurdish Cultural Organizations And Transnational Networks, Drew A. Hoffman

German-Kurdish cultural organizations and the Kurdish Diaspora they represent offer an example of a new type of actor in defining globalization. This paper examines how such organizations act as the lynchpin in transnational networks and how such organizations give a voice to Berliner-Kurds. These relationships are explored at the national, regional, and organizational level, in order to paint a comprehensive perspective. It argues that despite experiencing discrimination, the convergence of a global diaspora and local actors has contributed to the reinvention of the German-Kurdish community as a globalized minority. This paper tells the true story of a Hungarian refugee who's family fled the communist regime there in 1971. Gabriella Bercze's story reflects on what it was like to live in Hungary under communist rule, and her family's experience in escaping the country, and fleeing to Italy, where they lived in a refugee camp for months before immigrating to the United States in the early 70s.

This thesis explains and discusses the conspiracies reported against the Hungarian noblewoman, Countess Elizabeth Bathory, regarding her confinement and the arrest of her accomplices in December 1610. The conspiracies state that the Countess was unjustly targeted and charged not because she was guilty of the deaths of several dozen girls from torture, but because she represented a threat to the Hapsburg Empire due to her wealth, her political influence, and her widowhood. I would like to propose here is precisely the invention of a relation to history and the public sphere of sociality that deconstructs the trauma/nostalgia opposition. The theoretical goal is to separate concrete narrative forms from actual political contents. It follows from the previous point that it might be possible to conceive of historical moments or concrete rhetorical situations in which we need to rely on nostalgic rather than traumatic narratives in order to imagine progressive political change. Europe’S Little Tiger?: Reassessing Economic Transition In Slovakia Under The Mečiar Government 1993-1998, David A. Wemer

Vladimir Mečiar, the first Prime Minister of independent Slovakia, is often criticized for his suppression of free media, political repression, and the widespread corruption of his government from 1993-1998. Mečiar has also been attacked for his economic policies, which critics suggest slowed down privatization and left Slovakia in a huge debt crisis. A closer look at macroeconomic data, however, demonstrates an impressive economic record for Mečiar, who oversaw several years of strong GDP growth, and relatively low levels of unemployment and inflation. This article compares samples in commercial and epistolary guides, which provide a discursive framework to 'real' business partnership contracts and correspondence, dispersed in merchant archives that contextualize (and humanize) the dry contractual language. The guides offered pragmatism and standardization of economic behavior, envisioning commerce not only as a tool for achieving wealth but also a broader activity in the service of social progress and national prosperity. Contracts provide insights into everyday business practices, such as local economic reconfigurations, multiethnic regional cooperation, long-distance trade, and intergenerational communication. It has been a long-standing topic of discussion within the field of political science on the extent to which the establishment of democratic regime characteristics influences the development of human rights. While there is considerable research in the areas of democracy and human rights, what the literature lacks is research towards the growth of democratic regime characteristics being causal to the development of human rights practices. Widely found throughout the archaeological and artistic records in capacities ranging from burial contexts to early evidence of artistic expression, red ochre has been studied in archaeological and art conservationist communities for decades. Despite this, literature discussing binders is disparate and often absent from accessible arenas. Red ochre is important historically because its use can be used to help further the understanding of early humans, their predecessors, and their cognitive capabilities. It is necessary and desirable for Armenia to retain close relations with Russia in both the short and long term. However, recent concessions to Russia for good relations in the short term may have potentially harmful repercussions for Armenia in the future. These concessions have in part resulted in the Russian dominance in the economic sector, over-dependence on Russia for Armenia’s energy needs, and the perpetuation of Armenian submissiveness to Russian interests. Armenia should, therefore, maintain good relations with Russia while simultaneously securing long-term paths that focus on actual strategic partnership and not dependence. The Roma are an interconnected ethnic and cultural group that migrated out of India more than ten centuries ago. In the Czech Republic, they may have been present since the 15th century. Although relations within Czech lands began honorably, they quickly disintegrated into enmity and within a century Czechs could kill the Roma with impunity. Legislation restricting Roma movement came about in 1927 with Law 117: the “Law on Wandering Gypsies,” which stated that the Roma were now required to seek permission to stay overnight in any given location. During this time period the migrant groups of Bulgars and Varangians settled into those regions and began to create homogenous states that still stand to this day. This thesis explores briefly two experimental cases, Czechoslovakia and Poland, where between 1919 and 1938, efforts were made to solve the “minority problem." At first glance, the events of World War I seemed to be a triumphant vindication of the spirit of 1848. It was the leading democratic great powers - Britain, France, and the United States - who had emerged the victors. In the political reconstruction of Europe, republics had replaces many monarchies. In the first year of war, while Poland succumbed to German armored columns, on the western front the contestants were stalemated. Then, in the spring of 1940, Germany struck through the neutral Netherlands and Belgium and overran France. Norway and Denmark were also captured. Scenting carrion, Mussolini acted the jackal and brought Italy into the war on Germany's side at what he confidently expected was the moment of victory.
