This paper aims at analysing the role of the transnational Tidjani pilgrimage to Fez in shaping a sense of belonging among West African adepts and their identification with Morocco. It is based on the assumption that the Tidjani pilgrimage has contributed to the shaping of a religious ‘imagined community’ (Anderson, 1996) encompassing West Africa and Morocco and to the reinforcement of the position of Fez as its ‘socio-cultural centre’ (Cohen, 1992). Why The U.S. Government Failed To Anticipate The Rwandan Genocide Of 1994: Lessons For Early Warning And Prevention, Matthew Levinger

Genocide Studies and Prevention: An International Journal

During the months leading up to the Rwandan genocide of 1994, cognitive biases obstructed the capacity of U.S. government analysts and policymakers to anticipate mass violence against the country’s Tutsi minority. Drawing on recently declassified U.S. government documents and on interviews with key current and former officials, this essay shows that most U.S. government reporting on Rwanda before April 1994 utilized a faulty cognitive frame that failed to differentiate between threats of civil war and genocide. Because U.S. officials framed the crisis in Rwanda as a potential civil war, they underestimated the virulence of the threat to Tutsi civilians and …

Law forms one of the major structural contexts within which family lives play out, yet the precise dynamics connecting these two foundational institutions are still poorly understood. This article attempts to help bridge this gap by applying sociolegal concepts to empirical findings about state law's role in family, and especially in marriage, drawn from across several decades and disciplines of South Africanist scholarly research. I sketch the broad outlines of a nuanced theoretical approach for analysing the law-family relationship, which insists that the relationship entails a contingent and dynamic interplay between relatively powerful regulating institutions and relatively powerless regulated populations. …

This article considers the nexus between education and economic growth in Nigeria. Education here is seen as portraying one of the major components of human capital formation. Investment in the quantity of education, and more significantly in its quality is pivotal to achieving sustainable economic growth. Time-series data were collected from different sources for the period 1980-2015. Cointegration technique and error correction methodology were employed for the estimation of the chosen model. The empirical results reveal that educational investment impacts on economic growth in Nigeria in a direct and significant manner. Causality Between Government Revenue And Expenditure: Empirical Evidence From Zambia, Mutinta Champita

We establish the causality between government revenue and government expenditure using Granger causality tests within the Vector Auto-Regressive (VAR) framework. The estimated VAR model includes gross domestic product, exchange rate and Treasury Bill rates. Granger causality tests found unidirectional causality running from government expenditure to revenue. This work is founded in economic theory of public choice and the underlying causality of budget deficits. Knowledge of the revenue spending nexus will shed more light on the nature of the intertemporal relationship between government revenue and government spending and help shape the political economy of fiscal policies.

In response to climate change, new technologies resilient to climatic variability have been promoted among smallholder farmers. Conservation Agriculture (CA) has been promoted since the 1990s in sub-Saharan Africa. However, as with any new technology, various factors affect adoption and ultimately the impact of the technology. Gender is one such factor. Both female and male smallholder farmers are faced with numerous constraints to accessing productive resources. Female farmers face more problems in adopting new technology than do male farmers, resulting in few of them adopting them. From the early 1960s, and throughout the 1970s, southern African liberation movements successfully waged wars of national liberation, forcing white minority regimes to negotiate independence under black majority rule. This success partly stemmed from extensive diplomatic, military, and material support extended to various liberation movements by regional alliances such as the frontline states and transnational state actors and solidarity movements. This article examines salient aspects of Zambia’s contribution as a prominent regional actor to the liberation wars in southern Africa. Throughout the twentieth century, colonial authorities believed in the power of sport as a tool for moulding submissive labour. Belgian and British colonialists, industrialists and Christian missionaries introduced football to the Katangese and Rhodesian Copperbelts respectively towards the end of the nineteenth century and at the beginning of the twentieth century and attempted to use it as a tool for controlling, and ‘civilising’ colonised Africans. This paper argues that Africans found alternative ways of eluding colonial and capitalist exploitation in the mining towns, appropriated football, used it to build urban networks and sometimes even to express aspirations for independence. As both the national staple food and primary smallholder crop, maize occupies a central position in Zambia’s agricultural political economy. Despite the government’s large subsidies, maize productivity levels remain way below global averages, maize commercialisation in the smallholder sector remains highly concentrated, maize meal prices are highly volatile, and rural poverty remains high. Zambia continues to suffer from a regime of ineffectual subsidies and insufficient social protection. Despite evidence showing how the country’s signature farming input and output subsidy programmes, i.e. the Farmer Input Support Programme (FISP) and the Food Reserve Agency (FRA) respectively, have failed to spur agricultural diversification, address low agricultural productivity, food security, and stubbornly high rural poverty rates, the country has continued to allocate significant resources towards their implementation. Although there have been calls to ramp up efforts to design and implement a fertiliser programme that recognises the spatial variability of soil fertility and climatic conditions in the country, Zambia like most countries in Africa, continues to rely heavily on outdated general fertiliser recommendations, which are uniform across geographic locations and crops. In this article we discuss the role that fathers and paternal families play in acknowledging and caring for children born outside of a recognised union in two southern African communities – Nyanga East, South Africa and Mokhotlong, Lesotho. While these communities are geographically and culturally close, there are important differences in the responses to the care of children born outside of a recognised union. What barriers remain in the progress towards achieving Universal Primary Education (UPE), and how does the UPE agenda affect out-of-school children? Through a mixture of historical, quantitative and qualitative methods of analysis, this study examines these questions using the developing context of Sierra Leone as a case study.

Findings from over 100 interviews show that first of all, the most salient barrier that prevents children from participating in primary school is the fact that school is not free de facto in spite of the national abolishment of primary school fees in 2004. This study finds that by prioritizing universal development programmes instead of employing a conflict-sensitive approach rooted in attending to the specific inequities present in Sierra Leone, the current education system is ignoring the needs and desires of certain subpopulations of youth. Specifically, although the state has been very successful in increasing overall access to basic education for both boys and girls in rural Sierra Leone, the current focus on improving the quality of academic education has sidelined the growth of technical and vocational education that many youth desire. Export is one of the most important business activities that play a significant role for economic development of nations. Hence, this study aimed to investigate the export barriers and export competitiveness of the Ethiopian Leather Footwear manufacturing firms in particular and the industry in general. Purposively, 100 respondents were selected from 15 exporting firms in the leather industry. In addition, interview was held with some top managers and owners to collect more detail information.
