Assessment GEMS

The Southern and Eastern Africa Consortium for Monitoring Educational Quality (SACMEQ) carries out large-scale cross-national research studies in member countries in the Southern and Eastern Africa region. It aims to assess the conditions of schooling and performance levels of learners and teachers in the areas of literacy and numeracy. SACMEQ has completed three cross-national educational research projects so far at five- to six-year intervals (SACMEQ I, 1995-1999, SACMEQ II, 1998-2004 and SACMEQ III, 2005-2010). It is currently implementing the fourth project.

Freedom Of Association And Ngo Law: The Constitutionality Of The 2009 Zambian Ngo Law, Muna Ndulo

Southern African Journal of Policy and Development

Freedom of Association is entrenched in the Zambian Constitution and in several International Law instruments to which Zambia is a party. By hindering the independent and effective operations of NGOs, the Non-Governmental Organizations (NGO) Act of 2009 unjustifiably curtails this freedom. This paper examines the NGO Act and documents the various instances in which it imposes an unconstitutional, unjustifiable and disproportionate hindrance on the ability of NGOs to operate effectively. It argues that the Act threatens to roll back the enormous gains that NGOs have made and continue to make in fermenting accountable, democratic and effective governance in Zambia.

Bamboo is a renewable resource that has been advocated as a means to alleviate poverty and foster rural development throughout the world. Ethiopia holds 67% of continental Africa’s bamboo coverage and is gaining interest by international markets. Despite great speculation about Ethiopia’s bamboo market potential, foundational information regarding household utilization and income reliance is lacking. To understand how bamboo contributes to rural Ethiopian households, a quantitative household assessment was undertaken in this study. A questionnaire census collected data from 371 households. A quantitative assessment of household incomes and assets evaluated what factors influence bamboo harvesting.

Among the many debates surrounding land in Africa, one that has endured through both colonization and independence is the argument over the merits of preserving customary land law. Human rights based approaches to property rights in Sub-Saharan Africa note women’s secondary or derivative rights to land under customary law, correctly identifying inequalities in rules and practice. Communitarian approaches, on the other hand, address the adaptability and accessibility of land regimes defined by customary law. Care is socially constructed, shaped by expectations embedded within particular relationships and the culturally-specific understandings of what it means to work, love and suffer. In this dissertation, I conceptualize care as a fundamental component of everyday life in which individuals are oriented towards the needs of others. Drawing on ethnographic fieldwork in a rural Konkomba community in northern Ghana, I explore the geographies of care shaping the everyday experiences of women engaged in intergenerational relationships as they encounter emerging dependencies associated with ageing. This study evaluated the effectiveness of two distinct approaches to ecosystem conservation in Rwanda’s Nyungwe National Park: cookstove technology adoption and market-based policy instruments. A June 2014 survey of 250 households revealed that use of improved cookstove technology dramatically decreased fuelwood consumption for households in rural Rwanda, but that design, engineering and conflicting policy issues can hamper the widespread use of energy-efficient cooking technology. In recent years, women have been selected as leaders of African judiciaries. This article identifies where and when women have become chief justices and presidents of constitutional courts from 1990 to 2014. We profile women from three civil-law and three common-law countries and find that the women selected meet or exceed the requirements for holding the highest position in the judiciary. We then explore why some African countries, but not others, have had female judicial leaders. This study investigates perceptions of the Liberian Truth and Reconciliation Commission (TRC), particularly focusing on understandings of, and the links between, truth, justice, and reconciliation. Forty-five semi-structured interviews were conducted at three research sites in Liberia. Findings indicate that although most Liberians agreed with the TRC in principle, most of those who followed its proceedings saw major problems in its implementation, harming perceptions of reconciliation. Participants expressed concerns that the Commission had failed to discover the full truth of wartime abuses, that the truth that was discovered was not told in the right way, and that there had been problems …

Current approaches to vulnerability assessment for disaster-risk reduction (DRR) commonly apply generalised, a priori determinants of vulnerability to particular hazards in particular places. Although they may allow for policy-level legibility at high levels of spatial scale, these approaches suffer from attribution problems that become more acute as the level of analysis is localised and the population under investigation experiences greater vulnerability. Ghana is considered an oasis of peace despite having the same mix of ethno-political competitions for state power and resources; north-south horizontal inequalities; ethno-regional concentrations of Christians and Muslims; highly ethnicised elections; a natural resource dependent economy; and a politically polarized public sphere, among others, that have plunged other countries in Africa into violent and often protracted national conflicts. Use of the conflict paradigm to explain Africa's conflicts glosses over positive deviance cases such as Ghana. This Thesis examines the Internet public relations content of Mali's Tuareg rebel group, the Mouvement National de la Liberation de L'Azawad (MNLA). Content analysis grounded in speech act securitization theory is applied to the 259 posts on the MNLA's primary French language website in order to determine if MNLA website posts correlate with the events occurring in the northern Mali conflict. The data reveals that various characteristics of MNLA statements do correlate with events in the conflict. What the MNLA says provides important insight into the organization and the conflict itself. Small and medium-sized enterprises (SMEs) are the main drivers of economic growth and employment. African SMEs are constrained by a lack of access to finance. In line with the pecking order theory, capital-constrained SMEs are expected to seek external finance. However, due to credit rationing, African SMEs have limited success raising finance. Factoring could enable African SMEs to gain access to finance, as underwriters mainly place the risk on the receivables as opposed to the firm itself. This dissertation investigated how the Gikuyu people of central Kenya understood justice, forgiveness and trauma healing or their absence during a decade of intra-group reciprocal violence. This qualitative research study employed the narrative research method utilizing the "Williams Model" (Riessman, 2008). Field interviews were guided by a primary research question: What do the narratives of perpetrators and victims in reciprocal violence reveal about their understanding of justice, forgiveness and trauma healing or their absence? This work reads Feed A Child’s 2014 South African fund raising campaign advertisement (http://goo.gl/cRboV7) through Stuart Hall’s Encoding/Decoding model of communication. Utilizing concepts from Stuart Hall’s model this paper draws attention to racial questions raised by the commercial. Edge effects can alter ecological processes and impact the function of forest edge ecosystems.
