The Rural Development Politics Under Prime Minister K.A. Busia Of Ghana, 1969-1972, Kwame Adum-Kyeremeh
Journal of African Policy Studies
This article discusses rural development under the Second Republican government of Ghana. While not directly engaging with the claims of Busia’s unrivalled rural development agenda, this article provides some perspectives as to why the assertions of unqualified success remain popular. Drawing on newspapers and published sources, it discusses the Busia government’s rural development programme and accomplishments, and finds that plans to develop rural Ghana date to several years before the Busia government. By adopting rural development as its flagship programme, Busia directed the government and citizens’ attention towards rapid rural development in the early 1970s. Women And The Policy Process: Minimum Marriageable Age Policy Adoption In Nigeria, Ene Ekpebe

Nigeria has the eleventh highest incidence of early marriage – marriage before the age of 18 – in the world. This is problematic because early marriage has been shown to have significant health and socioeconomic disadvantages for girls. In 2003, the Child Rights Act (CRA) was adopted by the federal government of Nigeria. One of its provisions was a prohibition of early marriage. As of 2022, 25 of Nigeria’s 36 states had adopted the CRA. However, only 23 have adopted its minimum marriageable age provision without exception. This qualitative study uses a phenomenological approach to understand the experiences of thirteen Ghanaian head-teachers in suburban and rural areas of the Komenda Edina Eguafo Abrem district during the COVID-19 pandemic. Our findings revealed that these leaders faced numerous challenges related to pivoting to remote learning for the first time combined with the lack of access to technology. Other challenges pertained to the absence of infrastructure and resources such as books. Despite these challenges, these Ghanaian head-teachers were able to adapt to the crisis and alter their leadership style to educate the children they served. Currently, there is a limited …

Archives In Cameroon In Public Development Policies: From Five-Year Plans To The National Development Strategy 2020–2030, Esther Olembe

This article examines the role of archives in Cameroon’s public development policies, from post-independence five-year plans to the National Development Strategy 2020–2030 (SND2020–2030). After gaining independence, African countries sought to formulate endogenous development policies, often influenced by international cooperation models. However, archives have paradoxically remained relatively marginal in these development processes, despite being crucial for continuity and transparency in public actions, as demonstrated in the reviewed literature. The article highlights the challenges of integrating archive management systems into development strategies, despite being essential for the planning, management, and evaluation of public policies. Since 2015, there has been renewed agitation for the creation of the Republic of Biafra. This article focuses on one of the two organizations involved in that struggle: The Indigenous People of Biafra (IPOB, the second being the Movement for the Actualization of the Sovereign State of Biafra, MASSOB). The Federation of Nigeria, inaugurated on 1 October 1954 under the Lyttelton Constitution, which became operational on that date, has been assailed by a plethora of centrifugal pulls and secession threats since 1950. Disclosure Of Positive Serostatus Among People Living With Hiv In Terna, Ghana: Decisions And Outcomes, Ethel O. Sakitey, Ami R. Moore, Foster K. Amey

Disclosure of a positive HIV serostatus is a complex and multidimensional phenomenon. This study uses a mixed methods approach to examine disclosure and outcome related issues among a randomly selected group of people living with HIV/AIDS (PLH) in Terna, Ghana. Overall, disclosure was relatively high among the PLH. The qualitative data showed that PLH first assessed people in their lives to whom they could potentially disclose and only disclose to those they believed would accept them, provide them support, and/or keep disclosure secret. However, some PLH inaccurately predicted the reactions of people to whom they disclosed their serostatus. Also, an …

This study examines the nature of Nigeria's contributory retirement pension system. It shows that the government took monthly payroll deductions from the incomes of retirees and deposited in said retirement funds. Prior to retirement, retirees would receive a severance package of a lump-sum payment of a few months to a few years' earnings. They were assured that their regularly scheduled monthly disbursement would be remitted to their designated bank accounts. But due to the cumbersome bureaucratic procedures, many pension claimants were unsuccessful in receiving their benefits before death. Constitutions are the bedrock of democratic governance in the contemporary world and any state claiming democratic credentials needs to base its claims on a good constitution and positive constitutionalism. In the period from 2009 to 2013, Zimbabwe was ruled by a negotiated Government of National Unity (GNU). This paper is based on research which investigated the availability of social protection structures and institutions among pastoralists in northern Kenya. Social protection, which consists of policies and programs designed to reduce poverty and vulnerability by promoting efficient labor markets, diminishing people's exposure to risks, and enhancing their capacity to protect themselves against hazards and interruption/loss of income is something that northern Kenya needs. The paper faults Vision 2030 and suggests mechanisms and ways in which pastoralists can be incorporated in Kenya's development more meaningfully. On 24 September 1973, the former Portuguese colony of West Africa, Guinea Bissau, under the leadership of Amilcar Cabral and the PAIGC (African Party for the Independence of Guinea and the Cape Verde Islands), declared its independence after fighting a national liberation war against their Portuguese colonialists. This was the first and the only war for independence in West Africa, with the complete defeat of a European colonial army. During and after the Guinea Bissau Liberation war; 1963-1974, many social scientists, particularly those using the Marxist framework analyzed this African nationalist struggle as a successful Marxist revolution in West Africa. …

This study examines the lack of access to quality healthcare delivery for the broad majority of Nigerians using Primary Healthcare Centers (PHC) in Rivers State as a case study. The paper argues that corruption and mismanagement are the linchpins for the lack of access and the provision of quality healthcare delivery for the citizens of Nigeria. Africa's Economic Growth And Development Dilemma: Dysfunctional Leadership, Oluwole Owoye, Olugbenga A. Onafowora

This paper examines the impact of leadership on economic growth and development in all African countries. The historical records of leadership changes in African countries since independence show a dichotomous pattern. In 23 countries, the changes in leadership occurred more frequently, which indicated a "scramble" for leadership. In 30 countries, the changes in leadership were infrequent, which fit the "strongman-sit-tight" leadership syndrome. Based on the historical data of leadership changes, we construct the ideal leadership bounds for each country and compute the indices of dysfunctional leadership. We find that the index is positive in countries with more frequent leadership changes …

Namibia's accession to independence in 1990 culminated in the holding of elections in November 1989. What was called the "independence elections" was supervised by the United Nations (UN) and occurred in an "expectant" and almost carnival-like atmosphere. The outcome of the 1989 elections was accepted by all contending parties. In the aftermath of independence, an electoral commission established in 1992 had the primary purpose of managing elections in Namibia. During the first decade of independence, the Electoral Commission of Namibia (ECN) was successful in arranging National Assembly elections in both 1994 and 1999. Congo (Brazzaville) has experienced a succession of periods of civil violence that has included an outbreak of ethno-political killing in 1993-1994, two full scale civil wars in 1997 and 1998-1999, and another round of regional rebellion in 2002-2003. Since 2003, the Pool region, site of the last round of serious fighting, has often been the scene of continuing episodes of banditry and corollary government crackdowns. While there has been a long tradition in development studies on analyzing types of participation and their effectiveness, the idea that participation is not stationary, but that it can evolve with variegated experiences, is relatively unexplored. This paper takes up the challenge of showing how participation in development planning can change, the role of underlying institutions, and the implications of evolutionary participatory development for policy making. It uses a critical postcolonial approach and zooms in on the role of the youth in development planning in Ghana.
