Uluguru, a small mountain range in eastern Tanzania and one of the rainiest places in East Africa, serves as the principal water catchment for Tanzania’s largest city, Dar es Salaam, and for commercial farms along the country’s central coast. Home to smallholder farmers who cultivate a variety of crops on mostly rain-fed farms, the catchment has been a site of struggle over water and nature since the nineteenth century. As one of the busiest trade and travel hubs in the world, Singapore quickly became the worst affected of all countries by COVID-19 in the very early stages of the pandemic. When Running For Office Runs In The Family: Horizontal Dynasties, Policy And Development In The Philippines, Dean C. Dulay, Laurence Go

Political dynasties exist in practically every variant of democracy, but take different forms in different places. Yet the types of dynastic structures have remained unexplored. We argue that horizontal dynasties—multiple members from the same political family holding different political offices concurrently— affect policymaking by replacing potential political rivals, who may oppose an incumbent’s policy choices, with a member of the family. But in developing countries, the policy change that accrues from dynastic status may not lead to higher levels of economic development. We test this argument’s implications in the Philippines. The inadequate supply of electricity in Pakistan disrupts everyday life and hampers industry and business; in this it is an emblematic indicator of the poor quality of urban governance pervasive in much of the Global South. We focus on the governance of Karachi’s electricity distribution system, and its spatial unevenness across this sprawling metropolis of 15 million residents which encompasses huge informal settlements alongside upscale housing and commercial plazas. Using a dataset with granular, neighborhood-level electricity data, we apply spatial and statistical modeling techniques to understand how transmission and distribution losses, i.e., the utility’s ability to bill for the electricity …

Singapore has completed its catch-up growth phase and needs to find a new growth engine. Entrepreneurship can contribute to a nation’s productivity growth. The purpose of this chapter is twofold. First, a theoretical framework is presented, along with empirical evidence, to understand government interventions aimed at boosting entrepreneurship. Second, using the framework, the chapter discusses whether Singapore’s current policies are suitable for helping entrepreneurship. The theory demonstrates four reasons why government intervention is needed: (1) resource misallocation, (2) positive externality, (3) entrepreneurial human capital, and (4) tax and default policies. Traditional platform businesses generally fall into one of two categories: Ecosystems, such as Apple’s App Store, which offer limited resources to a wide array of independently-run firms; and Corporate Venture Capital (CVC) companies, such as Intel Capital, which invest heavily into a small number of ventures that promise either financial or strategic returns. IPR interviewed 27 senior communications executives who work for Asian-headquartered companies, specifically in mainland China, Hong Kong SAR, Japan, South Korea, Thailand, Singapore and India, through February 2020. Interviews were transcribed and a thematic analysis was conducted. In light of the COVID-19 pandemic, IPR conducted follow-up focus groups with nearly 20 senior communications leaders in Asia in November and December 2020 to better understand the long-term impact of the pandemic on communications in the region. These sessions were conducted according to Chatham House rules, so the participants’ identifiers have been removed.

This article investigates the contribution made by indigenous employees to the work of the Hong Kong Observatory from its inception and into the early twentieth century. As has so often been the case in Western histories of science, the significance of indigenous workers and of women in the Hong Kong Observatory has been obscured by the stories of the government officials and observatory director(s). An influential hypothesis states that export pioneers are too few relative to social optimum because the first exporter's action creates an informational public good for all subsequent exporters. The hypothesis has been invoked to justify certain types of government interventions. We note, however, that such market failure requires two inequalities to hold simultaneously: the discovery cost is neither too low nor too high. Neither has to hold in the data. We propose a structural estimation framework to evaluate the hypothesis, and estimate the parameters based on the customs data of Chinese electronics exports. Embracing a constitutive view of communication, this study explores how organizations in Hong Kong make sense of and negotiate their corporate societal commitment. It does that by examining how the considered organizations construct their engagement in society and talk of their aspirations on identified society-oriented doings by cultural discourse analysis. Findings show that the studied Hong Kong companies constructed their engagement by communicationally relating to other societal actors, establishing we-ness in community engagement actions, incorporating elements of the local cultures (languages and places) and in their reasoning and disclosing emotion-rich considerations. The “IPR Future of Communications in Asia” research report investigates key changes that will impact the future of the communications function. The analysis is based on interviews with 30 senior communications executives based in Asia in a variety of industries from 2019 to 2020, and three focus groups with nearly 20 senior communication leaders in late 2020.

This chapter analyses the participation of Singapore in the global value chains (GVC): how much of its gross exports are GVC-related trade; how downstream it is; and which countries are its key upstream and downstream trade partners. The analysis is carried out both at the country aggregate level and at the sector level. New formulas are proposed in the gross export decomposition framework of Koopman, Wang and Wei (2014) and Borin and Mancini (2017), to characterise a country/industry’s downstreamness in the GVC and the importance of each trade partner in its backward/forward linkages.
