Her Ladyship Chief Justice: The Rise Of Female Leaders In The Judiciary In Africa, Josephine Dawuni, Alice J. Kang

In recent years, women have been selected as leaders of African judiciaries. This article identifies where and when women have become chief justices and presidents of constitutional courts from 1990 to 2014. We profile women from three civil-law and three common-law countries and find that the women selected meet or exceed the requirements for holding the highest position in the judiciary. We then explore why some African countries, but not others, have had female judicial leaders. To prevent private interests from distorting the democratic process, most European countries have implemented public funding schemes to guarantee fair competition among political parties. However, very little research has explored the possibility of institutional corruption in conjunction with state political party funding. Katz and Mair’s cartel party thesis argues state support strengthens ties between political parties and the state at the expense of civil society. This research examines the funding practices of international non-governmental organizations supporting grassroots women's groups in Nicaragua. Specifically, it explores the disconnect between the theoretical ideals and organizational practices of foreign donor agencies and the "on the ground" perspectives of grassroots women's organizations regarding the best use of international development resources in promoting women's rights and empowerment in Nicaragua. South Korea has experienced a sharp demographic transition from a high birthrate of 4.5 children per woman in the 1970s to a low birthrate of around 1.19 in 2013. A low birthrate can lead to big problems for South Korean society.

In response to such a low birthrate, the South Korean government introduced policies to increase the birthrate, such as providing subsidies for daycare costs and the supply of daycare facilities. The Paradox Of Power-Sharing: Stability And Fragility In Postwar Lebanon, Amanda Rizkallah

This article examines the consequences of civil war and power-sharing settlements for the development of sectarian networks of mobilization. While power-sharing presents a viable mechanism for ending civil war, it allows the participating militias-turned-parties access to state resources and leaves their population networks and organizations intact. This continuity reduces the militias-turned-parties’ start-up costs for violent mobilization in the future, enabling them to mobilize more effectively than new parties with no combat experience. I exploit rich variation in the wartime legacies and settlement status of the major postwar parties in Lebanon to explain whether and how parties mobilized during the clashes …

This study investigates perceptions of the Liberian Truth and Reconciliation Commission (TRC), particularly focusing on understandings of, and the links between, truth, justice, and reconciliation. Forty-five semi-structured interviews were conducted at three research sites in Liberia. Findings indicate that although most Liberians agreed with the TRC in principle, most of those who followed its proceedings saw major problems in its implementation, harming perceptions of reconciliation. Participants expressed concerns that the Commission had failed to discover the full truth of wartime abuses, that the truth that was discovered was not told in the right way, and that there had been problems …

Affirmation of the demands of international law has been a key feature of various foreign policy statements. This is unsurprising. Korea Fair Trade Commission (KFTC) is in charge of competition and consumer protection policies in South Korea. Of these policies, the cartel leniency program is the most powerful enforcement tool to regulate cartel activities which expropriate consumer surplus and create social welfare deadweight loss. The cartel leniency program grants exemptions or reductions in penalties to firms involved in the cartel activities when they cooperate with the cartel investigation of a competition authority. The Korea cartel leniency program was first adopted in 1997 and considerably revised in 2004.

In 2012, Singapore’s venerable Evidence Act (EA), which is based on Stephen’s Indian Evidence Act of 1872, underwent major amendments for only the third time in 120 years. Previously, conflicting case law had created long-standing confusion as to whether the Singapore courts possessed any discretion to exclude evidence even when was found relevant under the EA. The main reason driving this jurisprudential inconsistency was that while the relevancy provisions in the EA were meant to provide exhaustive definitions of admissibility, Stephen’s then-revolutionary ‘inclusionary’ approach to relevance was simply at odds with modern conceptions of relevance and modern litigation practice. China is a major maritime nation with 18,ooo km of mainland coastline.1 The marine environment is of fundamental importance for China's economic development and environmental protection. According to the National Report on Social and Economic Development, in 2010, China imported 239.31 million tonnes of crude oil and 36.88 million tonnes of refined oil.2 Approximately 95 percent of oil imports are carried by maritime transportation. Ghana is considered an oasis of peace despite having the same mix of ethno-political competitions for state power and resources; north-south horizontal inequalities; ethno-regional concentrations of Christians and Muslims; highly ethnicised elections; a natural resource dependent economy; and a politically polarized public sphere, among others, that have plunged other countries in Africa into violent and often protracted national conflicts. Use of the conflict paradigm to explain Africa's conflicts glosses over positive deviance cases such as Ghana. Trust in government is essential to democratic practice. This article analyzed the factors shaping trust in the federal government using a survey of 260 Mexican immigrants living in rural Illinois and in-depth interviews with 32 participants. To analyze these data, we drew a distinction between support for the regime (system of government that is relatively stable in a political system) and support for authorities (those who temporarily occupy positions of power) to test whether regime or authorities’ considerations shaped respondents’ political trust. Adults with an opiate addiction have a higher rate of noncompliance with treatment, which limits its effectiveness and increases the burden of care for society. Effective treatment decreases emergency room visits, and overdoses. The tristate area of Kentucky, West Virginia, and Ohio has experienced increased opiate-related arrests and deaths. This study sought to measure the extent to which treatment type (medical treatment (MS) or faith-based component of service (FBS)) predicts compliance when measured by number of clean urine drug screens (UDSs) and number of kept pill count, over and above dual diagnosis, college education, and income. Small and medium-sized enterprises (SMEs) are the main drivers of economic growth and employment. African SMEs are constrained by a lack of access to finance. In line with the pecking order theory, capital-constrained SMEs are expected to seek external finance. However, due to credit rationing, African SMEs have limited success raising finance. Factoring could enable African SMEs to gain access to finance, as underwriters mainly place the risk on the receivables as opposed to the firm itself. Specters Of Kurdish Nationalism: Governmentality And Counterinsurgent Translation In Turkey, Nicholas S. Glastonbury

This essay examines translations of the Kurdish epic poem Mem û Zîn into Turkish, tracing the logics behind these state-sponsored translations and examining how acts of translation are also efforts to regulate, translate, and erase Kurdish subjectivities. I argue that the state instrumentalizes Mem û Zîn’s potent nationalist currency in order to disarm present and future claims of Kurdish national autonomy. Using translation as a counterinsurgent governmental tool, the state attempts to domesticate Kurdish nationalist discourses even as it reproduces them, thereby transforming Kurdish nationalism into a specter of itself. Attending to this specter, however, allows us to see how …

This paper critically revisits the A-bomb victims' plea for cosmopolitan commemoration that takes humanity, rather than nationality, as a primary frame of reference. To this end, I first elaborate the nature of cosmopolitan commemoration espoused by A-bomb victims in Hiroshima and Nagasaki in comparison with another form of cosmopolitan commemoration pertaining to the Holocaust victims. I then analyze limitations in these cosmopolitan commemorations and explore how they can be transcended. This work reads Feed A Child’s 2014 South African fund raising campaign advertisement (http://goo.gl/cRboV7) through Stuart Hall’s Encoding/Decoding model of communication. Utilizing concepts from Stuart Hall’s model this paper draws attention to racial questions raised by the commercial. Even though the commercial’s stated purpose is to raise awareness of unequal social conditions in South Africa, its visual elements are racially offensive. This article argues that the Singapore GLC Model is so closely intertwined with Singapore’s idiosyncratic history and unique regulatory culture that, although the model has been extremely successful within Singapore, transplanting it to China could be difficult.
