China and Africa have had contacts since time immemorial. It is, however, in the last two decades that China vastly increased its engagement with Africa, following the first Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) that took place in 2000 and the Beijing Summit held in 2006. China has skillfully utilized its international strategy of multipolarity and non-interference to champion its economic interests as well as its hegemonic quest. It is undeniable that China has heavily invested in Africa through Foreign Direct Investments (FDI), and infrastructure development. Civil-Military Relations And The African Standby Forces' Multidimensionism, Francis Onditi, Pontian G. Okoth

Journal of African Conflicts and Peace Studies

The feasibility of a multidimensional African Standby Force (ASF) and the African Capacity for Immediate Response to Crises (ACIRC) is uncertain. This is despite the existence of a policy framework initiating the ASF and regional mechanisms (RMs). The policy was adopted and adapted to assume a multidimensional configuration, in May 2003 and in 2004 respectively. More than ten years after its establishment, there exist an unconcluded debate on whether the ASF and the regional mechanisms have achieved the multidimensional status-military, civilians and police components. Should Children Work? Dilemmas Of Children’S Educational Rights In The Global South, Conrad John Masabo

The realisation of Children’s Rights and the right to education, in particular, have for quite long left the children of the Global South at a crossroads. The ideal of a childhood free from work has in itself become a barrier to access this social good. As such, due to their country’s minimal or non-existent educational funding and family abject poverty, some children in the Global South have realised that adopting a pragmatic strategy of combining school and work is the only feasible solution. This study, therefore, examines the interface between children’s work and schooling in the Global South.

what extent are non-governmental organizations (NGOs) an effective tool in primary educational development in Central America? To address this concern, this project addressed the results of several months of research in Nicaragua, Guatemala, and at the U.S. NGO headquarters, where interviews with educators, NGO workers, and citizens were conducted regarding the role of NGOs in addressing educational concerns effectively. Interviewees included: Pueblo a Pueblo, Serving Orphans Worldwide, U.S. Agency for International Development, Let Girl’s Learn Program, and varied individuals connected with education or non-profit work in that region. “Give A Man A Fish: Reflections On The New Politics Of Distribution”, By James Ferguson [Book Review], Daniela Atanasova

Development policy and discourse have long shied away from the idea of giving money directly to the poor. In his latest book, anthropologist James Ferguson argues that this reluctance is slowly giving way. He documents a veritable ‘cash transfer revolution’ taking place in the Global South, with countries such as South Africa, Brazil and Namibia in the vanguard. Drawing on a rich empirical and ethnographic literature on cash transfers and the livelihoods of the poor, with a focus on southern Africa, Ferguson delivers a thought-provoking analysis of the genesis, limitations and radical potential of these programmes. University ranking has high public visibility, the ranking business has flourished, and institutions of higher education have not been able to ignore it. This study of university ranking presents general considerations of ranking and institutional responses to it, particularly considering reactions to ranking, ranking as a self-fulfilling prophecy, and ranking as a means of transforming qualities into quantities. The authors present a conceptual framework of university ranking based on three propositions and carry out a descriptive statistical analysis of U.S. and international ranking data to evaluate those propositions. This article explores how ideas of patriarchy have shaped the nature and effect of rape law. It argues that rape law reinforces patriarchy, and because of the inherent inconsistencies between the male roles of aggressor and protector, it has remained ineffective. Taking Kenya as its springboard, it analyses how ideas of sexual relations within and outside marriage are transplanted through colonialism; and how they morph and merge with analogous indigenous conceptions to entrench and formalise the continued subjugation of the female body. Financial Reporting Quality Of Chinese Reverse Merger Firms: The Reverse Merger Effect Or The China Effect?, Kun-Chih Chen, Qiang Cheng, Ying Chou Lin, Yu-Chen Lin, Xing Xiao

In this paper, we examine why Chinese reverse merger (RM) firms have lower financial reporting quality than U.S. IPO firms. We find that the financial reporting quality of U.S. RM firms is similar to that of matched U.S. IPO firms, but Chinese RM firms exhibit lower financial reporting quality than Chinese ADR firms. We also find that Chinese RM firms exhibit lower financial reporting quality than U.S. RM firms. These results indicate that the use of the RM process is associated with poor financial reporting quality only in firms from China, where legal enforcement and investor protection are weak. In …

Under what conditions does economic growth benefit the poor? One way to answer this question is to identify and compare positive and negative outlier areas, those that experience greater and lesser poverty reduction, respectively, compared to what was anticipated given their levels of economic growth. The more similar these areas, the more leverage there is to unearth the factors that allow the poor to benefit from growth. In this paper, we employ an inductive approach to glean possible pathways out of poverty from two highly similar underdeveloped neighboring provinces in northeastern Thailand. The establishment of the Singapore International Commercial Court (“SICC”) marks a significant development in Singapore’s private international law. This note leverages on the Singapore High Court decision of IM Skaugen SE v MAN Diesel & Turbo SE [2016] SGHCR 6 to discuss two key issues raised by the SICC: the relationship between the Singapore High Court’s and the SICC’s jurisdictional rules, and the applicable test for the exercise of the SICC’s jurisdiction. This article considers the dilemma that constitutional judicial review presents to the most well-meaning of judges — that of navigating the narrow and difficult road between parliamentary supremacy and judicial oligarchy. It examines the Singapore Court of Appeal’s delineation of legal and extra-legal considerations in view of Ronald Dworkin’s theory of adjudication in determining the constitutionality of section 377A of the Penal Code in Lim Meng Suang v. Attorney General. It proposes an alternative natural law approach to constitutional judicial review based on Radbruch’s formula, which helps courts to avoid the pitfalls of judicial idiosyncrasies and usurpation of legislative mandate …
