The discrete legal issue to be decided by the Court was whether the continued stay in office by the Vice President, Cabinet Ministers, Provisional Ministers and Deputy Ministers – after the dissolution of Parliament on 11th May, 2016, and after the enactment of the Constitution of Zambia Amendment Act No. 2 of 2016, was ultra vires the constitution and therefore unconstitutional. If unconstitutional, a follow up issue was whether the salaries, allowances, and emoluments drawn by the above officials during their unlawful stay in office should be repaid. Freedom of the press is a hallmark of liberal democracy. Denying this civil liberty emboldens a government to exert an undue degree of influence over its citizens. By comparing the media discourse in a democratic country to the media discourse in an authoritarian country, one could reasonably expect to identify unique language markers, which shed light on their divergent political climates. This study specifically sourced articles from the Venezuelan publication El Universal and the Costa Rican publication The Tico Times. "The new religious registration law is a step in the wrong direction because individual and collective religious freedom is a central pillar of any free and democratic society and should not be compromised by arbitrary discrimination. Muslims and other religious groups with fewer members who are prevented from registering cannot fully exercise their religious freedom (the “forum externum” aspect), a fact that should not leave indifferent democratically-minded people of all faiths and none. Toxic ‘haze’ from fires, often burning over dry peatland in Indonesia, has affected millions across Indonesia, Singapore and Malaysia, as well as parts of the Philippines and Thailand. For Singapore in particular, this slash-and-burn method of clearing land in Indonesia to cultivate crops such as oil palm has been an annual problem since 1972. However, 2015 stands out as the year Singapore experienced one of its worst episodes of haze pollution. Air quality based on the Pollutant Standards Index (PSI) plummeted to the ‘very unhealthy’ and ‘hazardous ranges’ for close to 50 days. Singapore suffered an estimated SGD $700 million …

Educators consider the video learning approach an effective method to deliver educational content as compared to the traditional method of books and written materials. This paper presents a project that involves student-generated videos to learn internal control in an undergraduate accounting information systems course. We believe that this video learning approach is an engaging way for students to be self-directed learners in learning internal control and complements the written materials in the textbook. The survey results show that most of the respondents viewed the learning experience of the video project positively. The results also indicate that the video project was …

This work attempts to provide a discussion of the current waves of violence present in the northern border of Mexico. The country became a neoliberal state during the late 1980s and the early 1990s. The external debt and the historical corruption of the Mexican government placed Mexico in a vulnerable stage leaving its sovereignty with a fissure before the eyes of international circles of power. This is review of Kurt Mills' most recent book, International Responses to Mass Atrocities in Africa: Responsibility to Protect, Prosecute, and Palliate. In this book Mills looks at international responses to instances of mass atrocities in Africa. Mills utilizes a three part framework encompassing protection, prosecution and palliation to provide holistic account of international responses. By detailing the different types of responses side by side in four case studies Mills is able to show how each type of response both helps and hinders the effectiveness of other responses.

Why Do Publicly Listed Firms Evade Taxes: Evidence From China, Travis Chow, Bin Ke, Hongqi Yuan, Yao Zhang

Taking advantage of the mandatory disclosure of detected corporate tax evasions in China, we examine why publicly listed firms evade taxes. Different from most prior studies that focus on corporate income tax avoidance, we consider tax evasions related to both income taxes and non-income taxes. We also use a bivariate probit model to account for the partial observability of corporate tax evasion. Many of our regression results using the bivariate probit model are different from the results using the reduced form probit model that ignores the partial observability of tax evasion. In 2011 South Africa led the UN Human Rights Council to adopt the first-ever UN resolution on sexual orientation. In 2014, South Africa was the only African state to support the follow-up to the 2011 resolution. These actions create the impression that South Africa is strongly committed to the international advancement of sexual orientation rights. However, this article scrutinises South Africa’s actions on sexual orientation rights at the UN for the period 1995–2015 and will demonstrate South Africa’s inconsistency, its frequent failures to support sexual orientation rights internationally, and its various actions against the advancement of these rights. Why does a state build institutional capacity in certain sectors rather than others? Despite having gained leverage explaining the emergence of institutions in the developmental states of East Asia, we have comparatively weak accounts for sub‐national variation in institutional strength, a much more common phenomenon. Investigating the surprising achievements of the Philippines’ National Irrigation Administration, this article advances a theory of sectoral success in the face of a generally poor developmental record. The author demonstrates that executives will only construct institutional capacity when facing strong political pressure combined with resource scarcity. This paper examines how learning has been treated, generally, in policy network theories and what questions have been posed, and answered, about this phenomenon to date. We examine to what extent network characteristics and especially the presence of various types of brokers impede or facilitate policy learning. Next, a case study of the policy network surrounding the sustainability of palm oil biodiesel in Indonesia over the past two decades is presented using social network analysis. Alejandro García Caturla was a Modernist Cuban composer of the early 20th Century. In his compositions and orchestrations, Caturla predominantly featured woodwind, brass, and percussion instruments (and incorporated Afro-Cuban percussion instruments). Caturla’s musical vernacular is a hybridization of styles, not just of the colloquial idioms of Cuba and the music of the European avant-garde, but of the unification of the island’s musical cultures. One of Caturla’s earliest, international successes was his orchestral work Tres danzas cubanas written in 1929. The objective of the study is to identify various factors responsible for women's workforce attrition in Indian IT/ITES sector. Thematic analysis was used to generate the factors affecting women's workforce attrition. For the purpose of the study, semi-structured in depth interviews were conducted with some of the women employees of different IT companies. Interviews can be broadly classified into four sections. In the past four years, there has been a significant increase in apprehensions of unaccompanied minors from El Salvador, Guatemala, and Honduras at the Southwest Border of the United States: an estimated 207,000 since 2013. This paper researches the sexual and physical abuse the minors (aged 5 to 17) are subjected to while in their home country, on their journey north and upon arrival at the United States border. Data was collected through a literature review of federal investigations of human trafficking in Central America, Mexico, and Texas, along with federal publications on border apprehensions and unaccompanied minors. The purpose of this paper is to present evidence that the United States is entering a "Utility Death Spiral" - a dramatic shift away from the utility based model of electricity supply to consumers. It also explores how U.S utilities can reposition themselves to best mitigate the economic losses associated with a Death Spiral. Urban centers in Latin America are experiencing rapid growth and a host of intertwined environment and development problems related to climate change. In response, cities have started implementing sustainability initiatives and climate action plans. These plans generally target key sectors, ranging from transportation to water and sanitation, and focus on infrastructure improvements. Often, the objectives of sustainability plans are not met and tend to be mitigation-centric, despite explicit calls to address urban poverty. This paper looks at the structure of discrimination and marginalization of refugees and asylum-seekers. The paper investigates a new form of housing –– floatels –– which was seen in Sweden in 2016. This paper explores the relevant literature on identity, biopower, and spatial segregation, to make the case that floatels are contemporary forms of encampment. Floatels are clear examples of the State’s use of biopower to spatially segregate certain undesirable populations. This report provides a detailed experience of my internship with CDM Smith during the summer of 2016. This was a formal 12-week internship that was extended an additional two weeks due to my success in the first few weeks. My title was listed as a GIS Specialist Intern. My responsibilities included applying GIS technologies to construction, water, and energy projects, digitizing various locations for cities and private clients, FEMA projects, and street light audits in two different towns in New England.

This is a mid-term evaluation for FONHDAD’s REFERANS project in the communes of Ganthier and Croix-des-Bouquets, Haiti. The process of this collaboration with FONHDAD is outlined in a reflection which begins this report. The evaluation is based on a review of project documents including performance indicator reference sheets, indicator performance tracking tables, attendance records, work plans, activity reports, and numerous other project documents. Recommendations for better data management practices and the thoughtful inclusion of women in all project activities are included.
