Global university rankings constructed mainly by Western commercial media outlets,like this week’s Quacquarelli Symonds (QS) Asia University Rankings, seem to be a perennial sourceof interest in Singapore.Yet, rankings have well-known limitations.The Ministry of Education (MOE) and university leaders frequently deny that they motivate policy orare a basis for institutional evaluation. Transshipment hub selection becomes increasingly important to the global logistics community. From the perspectives of shippers and freight forwarders, a selection must align with cost control strategy and sustain service reliability across cooperative service providers. This paper assesses the selection with the options of both sea and air transports, and from the influence of country of origin of the company. Critical factors of transshipment hub selection, both qualitative and quantitative, are identified through focus group discussions. From Protest Song To Social Song: Music And Politics In Colombia, 1966-2016, Joshua Katz-Rosene

Based on archival and ethnographic fieldwork in the cities of Bogotá and Medellín, this dissertation documents the development of canción protesta (protest song) in Colombia in the 1960s, and tracks its evolution in subsequent decades. At the turn of the 1970s, songwriters affiliated with a grassroots canción protesta movement in Bogotá used music as a vehicle for disseminating leftist political ideology and extolling the revolutionary guerrilla groups that had formed in the Colombian countryside in the preceding years. The Use Of The Autobiographical Graphic Novel By Iranian Authors As A Means Of Forging Nationalist And Feminist Identity, Max M. Funk

In this essay I explore the increasing use of autobiographical graphic novels by Iranian writers as a means of forging identity and reacting to political events in Iran. I analyze the ways in which the intersecting roles of autobiographical and graphic components (namely the use of framing) of novels such as Persepolis, An Iranian Metamorphosis, and Zahra’s Paradise create a particularly subjective narrative. I argue that this subjectivity gives weight to the nationalist and often feminist focus of the novels in a way that makes readers more likely to accept these sentiments. Forced migration has become commonplace in the international political landscape. In 2015, 60 million people were displaced by violence, more than ever before recorded (UNHCR, 2015). While we know that violence leads to displacement, we know little about return migration after conflict – who comes back and where they settle. This article seeks to engage and supplement the literature on return migration after conflict, advocating for a broader understanding of the security choices made by displaced people. Since 2015, France has experienced a particularly high number of terrorist attacks. This paper examines the French state response to such events and analyzes its effect on the relationship between civil liberties and national security. The activation of the state of emergency – as an exceptional measure that suspends warranted searches and certain freedoms – highlights a potential impediment to reconciling France’s national values such as liberté with the urgent need to mitigate terrorist activity. The Roma are Europe’s most discriminated and vulnerable minority, yet little is really known about them. This paper will shed light on the situation of Romani women through interviews done through NGOs and publications released through the European Union. As the gaps between the Roma and the general population are still so big, the author cannot offer any concrete solutions, but it is hoped that this will bring to light the shortcomings of the institutions of the European Union and its member states in helping the Roma.

Total fertility rates throughout the European Union have fallen and are now below the replacement rate of 2.1 births per woman. Maintaining a sustainable population size is crucial for the future of the EU, and this concerns both politicians and scholars. This paper will examine three countries to represent the broader EU and discern causal factors in this fertility crisis. Italy and Spain are two southern states experiencing sharp fertility decline, while Sweden is a northern nation with a more modest change. This paper will attempt to reinterpret the early Cold War moment in Euro-American relations that gave rise to and ultimately destroyed George Kennan’s plan to reunify and neutralize Germany—the so-called “Program A” of 1948–49. Kennan envisioned his Program as the first and decisive step towards creating a “free European community” capable of acting as a non-aligned “third force,” thus ending the Cold War on the Continent. Estonia’s integration policy vis-à-vis its Russian-speaking residents was developed and reformed several times since the dissolution of the Soviet Union in 1991. While comparative data from the international community certainly indicates that Estonia has progressed in the realm of social, political and societal integration, the ‘success’ for each individual policy is now increasingly measured—and contested— within broader considerations of geopolitical security and minority rights. Since 2015, an unexpected number of migrants have rushed to the European Union in hopes of improving their lives. Contrary to their expectations, asylum-seekers realized that the EU is neither prepared nor willing to host them. This paper follows the progression of the EU’s asylum policies, beginning with the 1951 Geneva Convention and the principle of non-refoulement. Many Southeast Asian countries like the Philippines have been dealing with rabies for a long time. In the Philippines alone, there are about 200 human deaths reported annually. The vast majority of which are caused by dog bites (Deray, 2015). Domestic dogs have been reported as the source of infection of more than 95% of human rabies cases worldwide (Cleaveland, et al., 2006). It is therefore a good strategy to focus on the source in order to eliminate rabies. Singapore adopted the Westminster Parliamentary system of government from the United Kingdom. Under this system, the head of state and head of government are distinct roles that are held by different people. The head of state of Singapore is the President, and in the United Kingdom it is the monarch who holds that responsibility. The head of government in both countries is the Prime Minister. Before 1991, the President was “elected” (essentially appointed) by Parliament. The role of the President was entirely ceremonial.
