The roots of the recent Abu Ghraib prisoner-abuse scandal lie in CIA torture techniques that have metastasized inside the U.S. intelligence community for the past fifty years. A contradictory U.S. foreign policy marked by both public opposition to torture and secret propagation of its practice has influenced American response to UN treaties, shaped federal anti-torture statutes, and produced a succession of domestic political scandals. After a crash research effort in the 1950s, the CIA developed a revolutionary new paradigm of psychological torture and then, for the next thirty years, disseminated it to allies worldwide. The primary problem in reaching a peaceful arrangement between the Israelis and the Palestinians is that a significant number of people on both sides reject dividing the land between the Mediterranean and Jordan (the two-state solution), and neither local government (not the Israelis nor the Palestinians) can control their own rejectionists. As long as any "solution" assumes that the local governments will be able to confront these rejectionists, that plan will fail. The only way around this is with the use of an international coalition composed, at least, of the United States, the EU, the UN, and Arab countries. The …

The Importance Of Education-Occupation Matching In Migration Decisions, Michael A. Quinn, Stephen D. Rubb

In this article, we present and test a model that incorporates education-occupation matching into the migration decision. The literature on education-occupation matching shows that earnings are affected by how individuals' education matches that required by their occupation. Accordingly, individuals with more schooling than required by their occupation have an additional incentive to migrate: the increase in earnings that occurs with a more beneficial education-occupation match. Using data from Mexico, we found statistical support for the importance of education-occupation matching in migration decisions. One of the most controversial episodes in the history of the western Canadian cattle industry occurred during the years 1942-48 when the Canadian government imposed an embargo on Canadian cattle entering the United States. This unprecedented measure was a reaction to the extraordinary demands of the national war effort, and was accepted conditionally by the cattle industry as a necessary patriotic gesture. Although it seemed at the time that the destruction of a U-2 reconnaissance aircraft over Soviet territory, slightly over two weeks prior to the Four-Power May 1960 Paris Conference had ended the summit, more deeply rooted historical differences ensured the meeting's failure. While President Dwight Eisenhower sought to ensure a national policy of defense sufficiency via his New Look strategy, he faced many internal and external critics who over-stepped or underutilized their positions. This increase of African immigrants offers an historic opportunity for sustained reconstruction of ancestral relationships with Black America. China's entry into the Korean War in October 1950 took both its friends and foes by surprise and quickly escalated that conflict into the first major hot war since the start of the Cold War. This thesis analyzes the Chinese decision making process and the factors that led China into the Korean conflict. Official documents, statements, and speeches of American and Chinese Communist leaders between 1945 and 1950 indicate that historical mistrust and animosity, geopolitical considerations, and a breakdown of communications all contributed to the tragic showdown that caused millions of casualties.
