As with many regions of the world, human rights are an issue of enduring concern for Latin America. The essays and bibliographies in this digest chart the recent history of human rights issues in this region, beginning, in most cases, with the wave of military coups that began in the 1970s, highlighting their lasting effects on the governments, civil societies, and economies of the region today. The cases of Argentina, Chile, Colombia, Cuba, El Salvador, Guatemala, Honduras, and Peru are given here; the Organization of American States (OAS) is also covered.

One definition of democratic participation is a process whereby citizens influence or control those who make major decisions affecting them. Throughout Venezuela’s history, citizens have suffered under governments that aimed to limit their participation in the state. This research argues that the current Chávez regime, though seeking to concentrate power for itself in the executive branch, has also forged a space for democratic participation through its Barrio Adentro program.

Inter-American Indemnity: Internal Security And The Mutual Security Program For Latin America (1951-1961), Robert George Baker

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In 1956 the National Security Council determined that internal security was a vital goal of the military aid program for Latin America. It is the purpose of this study to trace in part Hull's role as implementer of the Good Neighbor policy particularly in the Western Hemisphere. Hull was an internationalist. His ultimate goal was to lead the way to a better world order that is built upon cooperation and mutual respect. This was the original meaning of the Good Neighbor policy as stated in Mr. Roosevelt's first inaugural address. It was the mood of good will and cooperation that was to characterize America's foreign relations.
