What Does It Mean, "Promoting Democratization"?, Sheila Carapico

Political speeches and even policy analysis from Washington, Ottawa, and the capitals of Europe in the past two decades about promoting democratization tend towards generalities and platitudes. This research asks what Western and international agencies actually do, on the ground in the Middle East, by way of fomenting democracy. Taking my inspiration from the sociologist Albert Hirschman who decades ago observed that projects are “privileged particles”[i] of socio-economic development assistance, I’ve collected well over twelve hundred examples.[ii] This summary table illustrates the aggregate finding that most projects cluster around electoral representation, legal or judicial development, and support for …

Unintended Consequences Of Repression: Alliance Formation In South Korea's Democracy Movement (1970-1979), Paul Y. Chang

Research Collection School of Social Sciences

Research regarding the impact of repression on social movements has yielded conflicting findings; some argue that repression decreases the total quantity of protest events while others argue that it motivates protest. To move beyond this impasse, various scholars have suggested exploring how repression influences the quality of social movements. This study assesses the impact repression had on the information of alliances between different social groups participating in South Korea's democracy movement. Results from negative binomial regression analyses show that repression facilitated the formation of alliances between movement actors at a time when the overall number of protest events decreased. Does the middle class in China think and act democratically and hence serve as the harbinger of democratic development in that country? Little empirical work has been done to systematically address this crucial question. The primary goals of this dissertation are to explore the level of attitudinal support for democracy among Chinese middle class individuals, examine their behavioral orientations toward politics, and provide a comprehensive assessment of the role of the Chinese middle class in the evolution of the Chinese political system. Democratization in post-conflict, post-Dayton Bosnia has been characterized by many scholars as a “noble experiment”: the West’s guinea pig for internationally initiated post-communist democratization. In a state so wearied by war and dictatorship, democracy would be expected to take root quickly and flourish. However, due to various cultural and political influences, what the Dayton Peace Agreement originally intended to quickly lead to Bosnia’s self-governance has instead resulted in the state’s crippling dependence on external actors. The articles in this section of this bibliography explore the myriad influences (primarily under the umbrella of ethnicity) on the process.

This essay looks at the Catholic Church and political mediation in the Dominican Republic during the 1980's and 1990's. It opens with a review of the Latin American context regarding the transition to democracy, the debt crisis, and the church's response to the new political reality. It draws some comparisons from Bolivia, Nicaragua, El Salvador, and Guatemala, where the church played an important role mediating political conflicts. What is the status of a right to vote in the Indian legal system? Is the right a constitutional/fundamental right? Or is it simply a statutory right? Contrary to the decisions of the Supreme Court in the last five decades, this paper argues that the right to vote is a constitutional right: its textual foundation may be located in Article 326. And, in this sense, the Supreme Court has erred in construing the right to vote as a statutory right under the Representation of Peoples Act, 1951. Incumbent national leaders invite foreign election monitors only when it is in their interest to do so. Rarely is significant financial assistance "conditional" on holding elections, although it does improve a regime's image abroad to do so. For governments being observed, the trick is to orchestrate the process enough to win, but not enough to arouse observers' suspicions.

The end of the Cold War brought with it a temporary euphoria about prospects for a worldwide "third wave" of democratization to sweep the globe. If civil society had triumphed in the former Soviet bloc, perhaps political liberalism would spread elsewhere.
