Choosing Sides: Military Behavior In Severely Polarized Democracies, Timothy W. Ford

Why does severe polarization result in military intervention in some cases but not others? I argue that the organizational culture unique to a particular military plays a critical role in influencing behavioral outcomes in severely polarized democracies. When faced with sovereign power disputes that arise as a result of severe polarization, military organizations are most likely to develop new strategies of action from the dominant practices, norms, and ideas of military leaders. Severe polarization presents a unique threat to civil-military relations and provides the type of unsettled social periods in which cultural ideologies express an observable influence on military behavior. …

Survival Politics: Regime Security And Alliance Institutionalization, Inwook Kim, Jackson Woods

What determines states’ willingness to institutionalize alliances? Contrary to conventional emphasis on system-level conditions, we argue that states pay close attention to the domestic political consequences of institutionalizing alliances. This is particularly true for unequal allies. Client regimes are disproportionately sensitive to alliance design, as it affects patron allies’ ability to influence their military, distribute finance and arms, and legitimate preferred political groups. Two factors—power consolidation and political compatibility—determine whether the client views alliance institutionalization as complementary or conflictual with regime survival. If conflict onset leads to increases in human rights abuse, how can these abuses be curbed once conflicts have ended? To answer this question, researchers have traditionally focused on a country’s regime type and leaders’ incentive structures. This is insufficient, I argue, because many regimes with obvious incentives to curb repression (especially democracies) fail to do so. In addition to regime-type, therefore, the answer depends on whether a given regime can count on the cooperation of its military and law enforcement institutions, which I refer to collectively as the security apparatus. Thailand's military has recently reclaimed its role as the central pillar of Thai politics. This raises an enduring question in civil-military relations: why do people with guns choose to obey those without guns? One of the most prominent theories in both academic and policy circles is Samuel Huntington's argument that professional militaries do not become involved in politics. We engage this premise in the Thai context. This paper examines the history of civil military relations in Mexico and Argentina in an attempt to understand why Mexico was able to subordinate its military following the fall of the Porfírian military regime, while Argentina experienced decades of military intervention into the civilian sphere. It argues that strong governmental and political institutions in Mexico were the key to subordinating the Mexican military to civilian control, while patterns of populist political movements in Argentina hampered the formation of strong governmental institutions that would have enabled the subordination of the military to civilian control.

The haredim in Israel are an ultra-Orthodox Jewish religious group who uphold the most conservative of Jewish laws. Instead of serving in the Israel Defense Forces (IDF) as all other Israelis do, the haredim are exempted from the IDF's policy of universal conscription. This thesis proposes three hypotheses to determine why Israel's haredim do not serve in the IDF. First, the haredim do not serve in the IDF because they do not want to; second, the haredim do not serve because they hold pacifistic political opinions; and third, the haredim do not serve because Jewish religious tradition forbids military service. …

In 1986 Guatemala experienced a transition from authoritarian rule. Many issues affected the democratization process, but I argue that an essential aspect was civil- military relations. Thus, the principal question answered in this thesis is: How have civil-military relations determined the extent and nature of transition towards democracy in Guatemala from 1986-1990?

Adopting Alfred Stepan’s model to examine civil-military relations, the prerogatives and contestation of the Guatemalan military were examined. Prerogatives exist when the military assumes the right to control an issue, while contestation involves open articulated conflict with civilian government.
