Old Ally Versus New Friend : China's Economic Relations With The Two Koreas, Brian Bridges

CAPS Working Paper Series

This paper examines the nature of China’s economic relationship with the two Koreas, discussing the motivations behind China’s policy changes in the 1990s and assessing recent trends in trade, investment and economic cooperation. The prospects of the Tumen river development programme, which brings together all three countries in a multilateral cooperative venture, will also be analysed. The paper ends with some assessments of the future course of China’s relations with the two Koreas, especially with the uncertain internal situation in the North making the prospect of reunification loom larger.

This article examines the implications of the political transition of Hong Kong onUS-China relations in strategic, political and economic dimensions. It evaluates the impactof Hong Kong's changing status in the context of the engagement-containment debate onChina policy in the US. It suggests that US concerns over questions such as democracy andhuman rights and China's rejection of foreign interference' in Hong Kong would turn theterritory into a source of political conflict between the US and China. This thesis studies current developments in Russia's China policy and their effect on the Korean Peninsula. This thesis asks these questions: how has the Russia's China policy changed since Gorbachev era, what are the determinants of Russia's current China policy, what is the effect of this policy on the Korean Peninsula, and what is the prospect for Russo-Chinese relations? Russia's China policy has been profoundly influenced by a series of domestic Russian institutional changes. China's entry into the Korean War in October 1950 took both its friends and foes by surprise and quickly escalated that conflict into the first major hot war since the start of the Cold War. This thesis analyzes the Chinese decision making process and the factors that led China into the Korean conflict. Official documents, statements, and speeches of American and Chinese Communist leaders between 1945 and 1950 indicate that historical mistrust and animosity, geopolitical considerations, and a breakdown of communications all contributed to the tragic showdown that caused millions of casualties. Most of the former planned economies are in the midst of major economic transitions. In these economies the questions being addressed no longer deal with whether or not they should reform--their very economic survival and future development rest on how to proceed with reform. In the former Soviet Union and eastern Europe, the questions are down to nuts and bolts: how to privatize and encourage market behavior quickly before chaos clouds the situation further. In China, the leadership is attempting to improve efficiency via small scale private ownership and markets while improving the state sector.

This thesis discusses the role the Japanese aid has played in accommodating the structural change of Sino-Japanese economic relations and in dealing with the economic and political crisis that has jeopardized their bilateral relations and Japan's own national interest. Japan's early resumption of economic aid to China after Tiananmen reflects how aid philosophy differs from that of most of the other Western aid donors. The conclusions are that Japan's large loan to China has played a vital role in maintaining and strengthening Sino-Japanese economic relations, that the aid has made the interdependent relations between the two countries an asymmetric one, …

Under the most current constitution, written in 1982, the citizens of the PRC are guaranteed freedom of the press, speech, assembly, association, procession, and demonstration; furthermore, all citizens enjoy the rights and assume the responsibilities prescribed by the constitution and the law. In 1989, following the student democracy demonstrations in the PRC, the government circulated a draft of the law concerning assemblies, processions, and demonstrations for public comment.
