The purpose of this cross-sectional study was to examine the relationship between Nigerian local government administrative leadership and organizational outcome and between perceived leadership effectiveness and transformational leadership factors, based on Bass's full range leadership theory (FRLT). Data were collected through the Multifactor Leadership Questionnaires administered to a randomly selected sample of 240 department heads in 30 local governments in Osun State, Nigeria. Economic growth in Sub-Saharan Africa has been characterized by deindustrialization. Conventional economists argue that this is due to a bad environment for business decision making. This paper provides a classical explanation for deindustrialization, the failure to solve the food problem. That is, food staple prices have risen rapidly resulting in labor becoming costly, although physically abundant. This has prevented the evolution of a comparative advantage in labor intensive manufacturing. Although wildlife crime has exploded in Africa over the past decade —“commercial poaching” now kills an estimated eight percent of the continent’s elephant population each year—some governments have proven more successful than others at protecting wildlife and preserving habitats. To explain this variation, this study examines how the policies of three states (Kenya, Tanzania, and Botswana) have enhanced or undermined the resilience of the continent’s elephant ecosystem. Using the social-ecological system framework, the study illustrates how each state’s changing practices have either exacerbated the stresses wrought by wildlife crime or successfully protected local populations from poaching.
