The use of technology in policing seeks to improve the efficiency and effectiveness of the daily duties police officers may encounter. However, there is mixed empirical data on the use of technology and if it is really contributing to the institutional goals of the security sector, or, if it is contributing to other factors. This report provides an exploratory approach to understanding what information technology is being used in Mexico at the state level, in order to compare where broader application of information technology could make impactful contributions to the security situation in the country.

This study discusses the types and functions of illocutionary speech acts contained in the text of the Palestinian Declaration of Independence. The text of the Palestinian Declaration of Independence was written by a Palestinian poet, Mahmoud Darwish and then read by the First President of Palestine Yasser Arafat in Algeria on November 15, 1988. This research was analyzed using qualitative descriptive methods and Searle's (1979) speech act theory. In the text of the Palestinian Declaration of Independence, the researcher found 14 utterances containing illocutionary speech acts with different functions. Heritage experts working in Qatar contend that international museum standards do not allow them to engage with local understandings of history and heritage, thereby acknowledging the disconnect between museums and Qatari collective memory. This article posits that due to the relative absence of relatable representations in international-facing museums, Qataris, building upon a local tradition of private folk museums, are collecting and sharing their heritage materials via social media in forms known in the field of archival studies as “community archiving.” In reviewing examples of Qatari online community archives, it notes correspondences to the characteristics of community archives that have been …

"In this essay, I foreground the experiences of Black Amerasians in the Philippines. Drawing upon interviews from a larger ethnographic study, I explore how analysis of this community’s lived experiences unsettles singular conceptualizations of Filipinx American identity and reveals the transnational dimensions of anti-Blackness. Through this analysis, we can begin to explore the possibilities for cross-disciplinary dialogue between Black studies—namely, the indispensable insights of Black feminist theory—and Filipinx American studies, forging new political alliances as we consider timely issues that are relevant to both fields. Abstract: Donald Trump’s promise to lead an “America first” foreign policy captured the attention of both American and international legal scholars. This paper aims to join that debate by examining the international legal challenges of Trump administration’s policy towards Iran. It does so by examining two main approaches of the administration: the exercise of unilateral sanctions towards Iran and the negotiation strategy deployed by Donald Trump personally. In examining the former, the paper relies on doctrinal legal research. In December 2021, the World Health Assembly (“WHA”) convened to develop a pandemic response treaty for future pandemics. Unfortunately, as presently envisioned, the resulting pandemic response framework will suffer from many of the same inadequacies that prevented existing frameworks from responding effectively to COVID-19. The threat of new pandemics emerging in the future—and new variants developing in the present—call for a more integrated, robust, comprehensive solution.

Recently, the Philippines has been demonstrating its interest in using nuclear energy, including addressing issues and gaps in its nuclear energy preparations, several of which fall under nuclear security, nuclear emergency preparedness and response, and regulatory capacity. This article argues that the ASEAN member states’ growing regional cooperation in nuclear safety and security, spearheaded by the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), can have a strong positive impact on the Philippines’ nuclear energy preparations. This scorecard summarises the results of the CSISG 2022 satisfaction scores at the national, sector, sub-sector, and company levels. CSISG scores are generated based on the econometric modelling of survey data collected from end-users after the consumption of products and services. Company scores (in black) are weighted based on a separate incidence study. This incidence study helps determine each company’s sample profile and the local-tourist weights. Sub-sector scores (in blue) are derived as a weighted average of company scores, in proportion to the local and tourist incidence interactions with the constituent companies. Over the past two decades, Asia has witnessed increasing regional trade integration with the rapid increase of free trade agreements (FTAs), constituting almost half of global trade pacts. Such a phenomenon has been said to give rise to “new Asian regionalism”, which is defined as a fundamental change in the multilateral trading system. It is a novel and normative integration process which focuses on ASEAN, and in particular the ASEAN Plus Six framework underlying Asia’s increasing economic power.

Jostling For Space In Africa’S Business Periphery: A Review Of The Growing Competition Between Indigenous And Chinese-Owned Enterprises, Steve Kayizzi-Mugerwa

This paper reviews recent research and related studies on the ongoing competition between Chinese and local entrepreneurs in the lower rungs of Africa’s business sector. Several studies have noted that since entry, Chinese firms have been able to undercut African entrepreneurs, thanks to superior networks and better financing. However, other findings portray more positive impacts of Chinese presence, including higher employment and tax revenues, and better supply of goods and services. It is possible to surmise that this jostling for space in Africa’s business periphery will not last. Ultimately, it must yield to changes in the host countries’ political economy …

The wave of coronavirus pandemic that hit the world coincides with Nigeria’s struggles with her newly attained position as the poverty capital of the world. This paper argues that prevalent poverty is a pandemic that the world has learnt to live with, and that Nigeria is struggling to overcome. The agony of poverty in the country coupled with the coronavirus pandemic subjects the country to a quandary of a dual-pandemic scourge.
