When Running For Office Runs In The Family: Horizontal Dynasties, Policy And Development In The Philippines, Dean C. Dulay, Laurence Go

Political dynasties exist in practically every variant of democracy, but take different forms in different places. Yet the types of dynastic structures have remained unexplored. We argue that horizontal dynasties—multiple members from the same political family holding different political offices concurrently— affect policymaking by replacing potential political rivals, who may oppose an incumbent’s policy choices, with a member of the family. But in developing countries, the policy change that accrues from dynastic status may not lead to higher levels of economic development. We test this argument’s implications in the Philippines. The inadequate supply of electricity in Pakistan disrupts everyday life and hampers industry and business; in this it is an emblematic indicator of the poor quality of urban governance pervasive in much of the Global South. We focus on the governance of Karachi’s electricity distribution system, and its spatial unevenness across this sprawling metropolis of 15 million residents which encompasses huge informal settlements alongside upscale housing and commercial plazas. Using a dataset with granular, neighborhood-level electricity data, we apply spatial and statistical modeling techniques to understand how transmission and distribution losses, i.e., the utility’s ability to bill for the electricity …

Singapore has completed its catch-up growth phase and needs to find a new growth engine. Entrepreneurship can contribute to a nation’s productivity growth. The purpose of this chapter is twofold. First, a theoretical framework is presented, along with empirical evidence, to understand government interventions aimed at boosting entrepreneurship. Second, using the framework, the chapter discusses whether Singapore’s current policies are suitable for helping entrepreneurship. The theory demonstrates four reasons why government intervention is needed: (1) resource misallocation, (2) positive externality, (3) entrepreneurial human capital, and (4) tax and default policies. Traditional platform businesses generally fall into one of two categories: Ecosystems, such as Apple’s App Store, which offer limited resources to a wide array of independently-run firms; and Corporate Venture Capital (CVC) companies, such as Intel Capital, which invest heavily into a small number of ventures that promise either financial or strategic returns. IPR interviewed 27 senior communications executives who work for Asian-headquartered companies, specifically in mainland China, Hong Kong SAR, Japan, South Korea, Thailand, Singapore and India, through February 2020. Interviews were transcribed and a thematic analysis was conducted. In light of the COVID-19 pandemic, IPR conducted follow-up focus groups with nearly 20 senior communications leaders in Asia in November and December 2020 to better understand the long-term impact of the pandemic on communications in the region. These sessions were conducted according to Chatham House rules, so the participants’ identifiers have been removed.

This article investigates the contribution made by indigenous employees to the work of the Hong Kong Observatory from its inception and into the early twentieth century. As has so often been the case in Western histories of science, the significance of indigenous workers and of women in the Hong Kong Observatory has been obscured by the stories of the government officials and observatory director(s). Yet without the employees, the service could not have functioned or grown. An influential hypothesis states that export pioneers are too few relative to social optimum because the first exporter's action creates an informational public good for all subsequent exporters. The hypothesis has been invoked to justify certain types of government interventions. We note, however, that such market failure requires two inequalities to hold simultaneously: the discovery cost is neither too low nor too high. Neither has to hold in the data. We propose a structural estimation framework to evaluate the hypothesis, and estimate the parameters based on the customs data of Chinese electronics exports. Embracing a constitutive view of communication, this study explores how organizations in Hong Kong make sense of and negotiate their corporate societal commitment. It does that by examining how the considered organizations construct their engagement in society and talk of their aspirations on identified society-oriented doings by cultural discourse analysis. Findings show that the studied Hong Kong companies constructed their engagement by communicationally relating to other societal actors, establishing we-ness in community engagement actions, incorporating elements of the local cultures (languages and places) and in their reasoning and disclosing emotion-rich considerations. The communication function within Asian-headquartered organizations is undergoing significant growth and changes that will be pivotal for its future success, according to a new Institute for Public Relations (IPR) research report. The “IPR Future of Communications in Asia” research report investigates key changes that will impact the future of the communications function. The analysis is based on interviews with 30 senior communications executives based in Asia in a variety of industries from 2019 to 2020, and three focus groups with nearly 20 senior communication leaders in late 2020.

This chapter analyses the participation of Singapore in the global value chains (GVC): how much of its gross exports are GVC-related trade; how downstream it is; and which countries are its key upstream and downstream trade partners. The analysis is carried out both at the country aggregate level and at the sector level. New formulas are proposed in the gross export decomposition framework of Koopman, Wang and Wei (2014) and Borin and Mancini (2017), to characterise a country/industry’s downstreamness in the GVC and the importance of each trade partner in its backward/forward linkages. Yet, women still face the lion’s share of the burden of childcare despite major progress in their education and earnings capacity. This is particularly salient in many Asian countries. This chapter proposes a synthesis of the state of knowledge on childcare and discusses policy-relevant issues applicable to the Singapore context. This study investigates Poland’s politics of Holocaust memory from the contentious Jedwabne debate in the early 2000s through the present and shows how the history of the Holocaust has been both distorted and exploited in contemporary Polish politics and culture. It pays special attention to the most recent period of Law and Justice Party rule (2015-2020) and considers the varying ways that the government has constructed its approach to the past by asserting a “policy on history” (polityka historyczna) in state-sponsored research, the educational system, legislation, museum narratives, and more. This project explores the implementation of reforms to the prison system in the Dominican Republic, with an emphasis on how incarcerated people perceive their conditions and daily life in confinement. In 2003, the Dominican Republic established a New Prison Management Model, focused on international human rights standards and rehabilitation. This model now manages over half of the prison facilities and a third of the incarcerated population, while the previous, “traditional” model continues to operate in tandem. The “new” and reformed facilities (Centers for Correction and Rehabilitation) feature new buildings, programs, and correctional officer staff with multi-disciplinary training. In contrast, the …

Israel began constructing a separation barrier in 2003 in response to increasing terrorism and suicide bombings by the Palestinians during the Second Intifada (Dowty, 2005, p. 171). The separation barrier is an elaborate 400-mile security system of concrete walls, fences, barricades and checkpoints built to protect Israeli citizens (Vick & Arik, 2010). The wall portion of the barrier was constructed of thick reinforced concrete, stands approximately 25 feet tall, and separates the West Bank and Israel boundaries. Statelessness is a reproductive justice issue. When states explicitly or implicitly regulate or restrict reproduction, it results in children being born into statelessness. When there is a risk that a child will be born into statelessness, it both impacts the parents’ ability to parent with dignity and can have a chilling effect on the parents’ decision to have a child in the first place. In this way, statelessness results both in and from violations of reproductive autonomy.
