Open government has become a goal for countries all over the world, but it remains an elusive concept. Despite innovative methodologies to assess open government policies, action plans, and interventions in different countries, scholarly research and practical decisions are hindered by the lack of a precise concept and an operationalization. In this paper, we make two contributions to this discussion. First, we argue that the discussions about open government would benefit from taking the grammatical structure of the concept seriously (open is an adjective, government a noun). On August 21, 2017, President Trump addressed the nation laying out his Afghan strategy. He did not offer much that was new, but he did say that the United States would continue the war in Afghanistan for an indefinite period of time, that he would send in a few thousand more troops, and loosen some of the restrictions President Obama had placed on military action in Afghanistan. This would allow American troops to engage in actual combat instead of functioning as advisors and trainers. In the sixteenth century, at a time of Ottoman rule and production in modern-day Turkey, qibla indicators were ubiquitous objects, used to assist faithful Muslims in finding the direction to Mecca. A particularly well-preserved qibla indicator in the British Museum allows for an inquiry into how these objects were used, bridging the gap between folk astronomy and scientific geography. Applying contemporary theories of belongingness to the composition and function of the qibla indicator reveals the psychological effect this object may have had on members of the Islamic community. Seabirds are indicator species for the marine environment. Their populations are simultaneously affected by access to food resources and anthropogenic pressures including direct disturbance and habitat degradation associated with industrial development (Parsons et al. 2007). Therefore, using seabird distribution as a policy-relevant indicator for the Arctic marine environment supports an ecosystem based management approach aimed at protecting sensitive habitats from increased offshore oil and gas development.

The purpose of this study is to describe the knowledge shared by youth development staff in an NGO in Cape Town about the impact of violence on youth development work. Through five open ended interviews and review of organizational materials, the study uses a narrative and feminist intersectionality analytic to asks how Educo has and could use the critical race theory method of counter-storytelling to subvert the normalization and perpetuation of interpersonal and structural violence. Neoliberal globalization, which has guided the economic system of the world for the last forty years, claims to offer opportunities for equality and wealth for all citizens. However, I argue that the structural violence inherent in the neoliberal system and its drive for maximizing profits leads to cycles of abuse and discrimination, as well as a transfer of wealth and power toward elites and away from average citizens. This research illuminates the partnership of a particular civil society actor, Benedictine monasteries, in achieving developmental goals and delivery outcomes for education and health in Tanzania. Faith based organizations (FBOs) like these Benedictine monasteries quietly persevered with their work. These monasteries without governmental support were able to achieve similar results in areas of Tanzania deprived of infrastructure and consistent governmental administrative attention.

Public commitments by political leaders to fast-track economic integration in the Southern African Development Community (SADC) have been at variance with the extremely slow pace of domesticating the 2009 SADC Central Bank Model Law. This paper identifies specific legislative gaps in the national central bank laws that member states need to address in order to enhance institutional uniformity and promote central bank independence in the SADC region. Countries with recent amendments have made adjustments for more compliance, while others have not done so. Are worker cooperatives and the solidarity economy viable tools for revolutionary change in a neoliberal, capitalist system? I approach this question by considering the arguments of utopian socialists, scientific socialists, and anarchists from the Industrial Revolution and the influence of these on the theory of the solidarity economy today. These theoretical perspectives are compared to the reality of members of worker cooperatives in the solidarity economy in Barcelona. The experiences of worker cooperative members are elucidated through focus group discussions and participant produced drawings.
