This study examines why Japan and Switzerland have chosen to keep the vocabulary of Article 9 and neutrality, respectively, and to reinterpret their definitions to suit their needs (policy reinterpretation), instead of simply abandoning the original policy and replacing it with a new, more suitably worded policy that clarifies the changing policy position of the government (policy abandonment). By analyzing the legal history of the overseas capabilities of the Japanese Self-Defense Forces and the Swiss Armed Forces, as well as the actions and influences of the government, political parties, and the public, this study finds the following trends. Occasional Papers on Religion in Eastern Europe

This article addresses the role of the ecumenical organization, the World Alliance for Promoting International Friendship through the Churches, in the complicated process of religious and political rapprochement between Bulgaria and Yugoslavia in the 1920s and 1930s. It argues that the Bulgarian and Yugoslav National Committees of the World Alliance formed a diplomatic channel for tackling the problems between the two countries, predominantly the question of Macedonia, but ultimately the rapprochement process between the two countries failed due to the outbreak of World War II.

South Asian same-sex attracted women in the United States experience discrimination and marginalization that puts them at an increased risk for mental health issues. Research shows their rates of counseling and psychotherapy use are low due to perceptions of stigma, lack of knowledge, and concerns about culturally insensitive treatment plans. Mental health providers lack the literature needed to inform culturally sensitive treatment plans to address these concerning gaps in services, and an extensive literature review found no studies on the lived experiences of this population. While 95% of Indian SME leaders have not adopted an e-commerce platform, the few SME leaders having adopted such platforms reported 64% higher sales and 65% higher profits. The purpose of this multi-case study, guided by the diffusion of innovation (DOI) theory, was to explore the strategies that Indian SME leaders used to adopt e-commerce platforms to expand their businesses. Data for this study emerged from conducting face-to-face, semistructured interviews with 3 SME leaders who operated in the manufacturing industry in western India. Militancy inspired by Islamists is escalating globally, and government action is necessary to protect vulnerable populations. Security professionals generally agree that governance may complement the use of force to defeat militants; however, current doctrine does not address the concurrent integration of governance in a comprehensive strategy. This interpretive case study explored Pakistan's application of governance during the 2009 Khyber operation in Swat Valley, code-named Operation Rah-e-Rast. The central research question focused on how governance activities were integrated with military operations to subdue militancy. Immigrants lose their unique psychosocial context when their experiences are subsumed under pan ethnic labels such as Hispanics, Latina/o, Asians or Africans. The stress from navigating different cultural contexts becomes problematic when immigrants operate within mainstream cultural norms that are in conflict with their traditional values. The number of Kenyan immigrants to the United States has steadily increased since the 1980s. Building Participatory Organizations For Common Pool Resource Management: Water User Group Promotion In Indonesia, Jacob I. Ricks

States are increasingly striving to create participatory local organizations for joint management of common pool resources. What local conditions determine success of such state efforts? What effect do these efforts have? Drawing on controlled comparisons between three districts in Indonesia and an original survey of 92 water user groups, I demonstrate that local political contexts condition the effectiveness of participatory irrigation policies. When irrigation is politically salient, local politicians pressure bureaucrats to better engage with farmers. The data also show that training programs are not as effective at increasing water user organization activity as frequent contact between bureaucrats and farmers.

Debates over the Fukushima Daiichi Nuclear Disaster pointed to a set of institutional and organizational failures in Japan’s nuclear regulation as a primary cause of the disaster. While the Japanese government has implemented reforms to strengthen nuclear regulation, I argue that these reforms have largely left out the education system as a key institution that produces and distributes expertise necessary for nuclear regulation. First, the Japanese education system has traditionally produced only a small number of experts in the fields related to nuclear regulation, aligned top-ranked experts with the pro-nuclear government, and weakened the civil society’s capacity to mobilize counter-experts. …

This paper maps a cartography of struggle to document the dynamic, living legacy of Menominee leader Ingrid Washinawatok El-Issa and her contribution to the decolonial possibilities of transnational Indigenous feminism. I propose that mapping a cartography of struggle is a useful way for movements to consider how the past informs the present and future possibilities of resistance and decoloniality.

Despite public programs to promote healthy eating among populations in developed and developing countries, the increase in obesity as a result of poor dietary patterns continues to persist. As food advertising has been implicated for contributing to this global health challenge, this study aims to provide empirical evidence on food advertising in a broader global context, across economically and culturally different nations. Given the role renewable energy is likely to play in the context of sustainable development, it is important to understand the relationship between renewable energy and economic growth. Therefore, this paper examines the relationship between renewable energy consumption and economic growth in a panel of sub-Saharan Africa countries from 1990-2011. Using a production function framework, the dependent variable is real GDP while the independent variables include renewable energy consumption, capital, and labor. The panel cointegration and Fully-Modified Ordinary Least Squares (FMOLS) results indicate the existence of a long-run and statistically significant relationship between real GDP and the independent variables. This article aims to investigate the Thai novel entitled Chungking Sexpress by Anusorn Tipayanon in terms of its themes, the devices employed to present these themes and the role of the novel as a forum in which memories of the Second World War are presented. The transition from socialism to state capitalism in the Lao PDR's socio-economic development has not as yet entirely resulted in the abandonment of the Suffi ciency Economy Philosophy (SEP)-like "ethically-based" development policies but today these policies struggle to gain traction alongside the confl icting conventional development polices of the very infl uential Lao PDR development partners.
