This thesis analyzes the US response to the 1994 Rwandan genocide. It argues that in 1994, the US was retooling its stance on humanitarian intervention because of the disastrous US-led Operation Gothic Serpent in Somalia in 1993. Therefore, the American response to the genocide in Rwanda became a casualty of Washington’s reassessment of its humanitarian intervention policy in the 1990s. The reason behind the US adoption of a more muscular humanitarian intervention policy was due in part to the end of the Cold War in 1991. Sharing and exchange are common practices for minimizing food insecurity in rural populations. The advent of markets and monetization in egalitarian indigenous populations presents an alternative means of managing risk, with the potential impact of eroding traditional networks. We test whether market involvement buffers several types of risk and reduces traditional sharing behavior among Tsimane Amerindians of the Bolivian Amazon. Results vary based on type of market integration and scale of analysis (household vs. village), consistent with the notion that local culture and ecology shape risk management strategies. Diamonds in the Rough explores the lives of African laborers on Angola’s diamond mines from the commencement of operations in 1917 to the colony’s independence from Portugal in 1975. The mines were owned and operated by the Diamond Company of Angola, or Diamang, which enjoyed exclusive mining and labor concessions granted by the colonial government. Through these monopolies, the company became the most profitable enterprise in Portugal’s African empire. After a tumultuous initial period, the company’s mines and mining encampments experienced a remarkable degree of stability, in striking contrast to the labor unrest and ethnic conflicts that flared in other …

Calling All Actors: A Holistic Framework For Tackling Supply-Side Proliferation, Christopher Hobbs, Elisabeth Young

International Journal of Nuclear Security

This article proposes a new holistic framework for tackling supply-side proliferation, based on a mix of punishments, incentives, and new normative standards (PIN) that could be taken by industry. After outlining a brief history of illicit nuclear trade, highlighting the increasingly sophisticated strategies adopted by proliferators, we explore in detail the PIN framework. We argue that to meet this challenge, industry must adopt behavior that goes beyond compliance with current regulations, particularly in the area of due diligence and information sharing.

The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.

The 2014 public health crisis in Guinea, Liberia, and Sierra Leone has brought Ebola Viral Disease (EVD) to everyone’s attention. Discovered in 1976, this deadly disease infrequently struck in remote areas of Africa. This article will critically review the literature and describe the pathobiology, transmission, signs and symptoms, diagnosis, treatment, and prevention of EVDwhich, was predicted by the Centers for Disease Control to potentially infect 1.4 million persons in Liberia and Sierra Leone by January 2015 (“Questions and Answers”, 2014). Determinants Of Farm And Non-Farm Family-Controlled Child Labor, Kofi Acheampong

International Journal of African Development

Ninety five percent of the child labor in Africa takes place in private households where children are controlled by their relatives. While this is a major problem, the literature provides little discussion on the determinants of this form of child labor. To fill this gap, I examine the determinants of farm and non-farm family-controlled child labor using data from the 2009 Ghana Time Use Survey. The findings indicate that school networks, the education level of the head of household, and religion play important roles in determining children’s activities in both farm and non-farm work.

Despite a myriad of challenges including the slow pace of rising to the top and the low compositional diversity in most university leadership, women of color are becoming increasingly visible in higher education leadership. This paper investigates the phenomena of the growing numbers of women of color in top positions, with the aim of debunking the myth of the invisibility of black women in leadership positions in higher education. This article brings together trade records left by Dutch and English East India Company merchants, chronicles in Arabic, and a published French travel narrative to shed light on an overlooked phenomenon, that of early modern medical diplomacy to Qasimi Yemen during the early eighteenth century. In this era, foreign merchants flocked to the southern Arabian Peninsula, many with the interest of procuring coffee, a commodity that was then still difficult to purchase elsewhere. Along with them came doctors and ships’ surgeons, who were called upon to treat Yemen’s imam al-Mahdi Muhammad (d. 1718), who suffered from many ailments in the …

This paper is based on the findings from fieldwork conducted in Cambodia, Laos, Myanmar and Vietnam (CLMV) in 2013 and 2014, and argues that the movement of new Chinese migration is an integral part of Chinas capital flow of investment, trade and economic aid. These four Mekong countries are ideally placed to receive Chinese migrants, because capital flow from China has steadily increased in line with the strengthening of ties between China and the CLMV countries, where new Chinese migrants can access the existing social networks created by the local ethnic Chinese.
