The Trouble With Truth-Telling: Preliminary Reflections On Truth And Justice In Post-War Liberia, Gabriel Twose Ph.D., Caitlin O. Mahoney Ph.D.

Peace and Conflict Studies

This study investigates perceptions of the Liberian Truth and Reconciliation Commission (TRC), particularly focusing on understandings of, and the links between, truth, justice, and reconciliation. Forty-five semi-structured interviews were conducted at three research sites in Liberia. Findings indicate that although most Liberians agreed with the TRC in principle, most of those who followed its proceedings saw major problems in its implementation, harming perceptions of reconciliation. Participants expressed concerns that the Commission had failed to discover the full truth of wartime abuses, that the truth that was discovered was not told in the right way, and that there had been problems …

Adherence to and observance of international law in Singapore foreign policy is well-known. Affirmation of the demands of international law has been a key feature of various foreign policy statements. This is unsurprising. Small states, in particular, benefit from a rule-based and rule of law-based international order. A trading nation like Singapore, in particular, thrives on a relatively predictable global environment. International legal rules help to foster such an environment.

Examining Industrial Interdependence Between Japan And South Korea: A Favar Approach, David D. Selover, Takeshi Yagihashi

This paper investigates the economic relationship between Japan and South Korea by incorporating disaggregated output measures. Using a factor-augmented vector autoregression (FAVAR) model, we conduct several experiments to test the nature of the interdependence, both in the aggregate and by sector. We find that South Korean output shocks affect the Japanese economy in a significant manner, whereas Japanese output shocks have a limited effect on South Korea. By further examining the transmission mechanism of sectoral output shocks and comparing them with the direction of sectoral trade, we find evidence of cross-border production sharing, which explains the asymmetric results seen in …

In this book we introduce a new procedure called αDiscounting Method for Multi-Criteria Decision Making (α-D MCDM), which is as an alternative and extension of Saaty’s Analytical Hierarchy Process (AHP). It works for any number of preferences that can be transformed into a system of homogeneous linear equations. A degree of consistency (and implicitly a degree of inconsistency) of a decision-making problem are defined. α-D MCDM is afterwards generalized to a set of preferences that can be transformed into a system of linear and/or non-linear homogeneous and/or nonhomogeneous equations and/or inequalities. Korea Fair Trade Commission (KFTC) is in charge of competition and consumer protection policies in South Korea. Of these policies, the cartel leniency program is the most powerful enforcement tool to regulate cartel activities which expropriate consumer surplus and create social welfare deadweight loss. The cartel leniency program grants exemptions or reductions in penalties to firms involved in the cartel activities when they cooperate with the cartel investigation of a competition authority. The Korea cartel leniency program was first adopted in 1997 and considerably revised in 2004.

Short-term water demand forecasts inform decisions regarding budgeting, rate design, water supply system operations, and effective implementation of conservation policies. This study develops a Linear Transfer Function (LTF) forecasting model for El Paso, Texas, a growing city located in the desert Southwest region of the United States. The model is used to generate monthly-frequency out-of-sample simulations of water demand for periods when actual demand is known. To measure the accuracy of the LTF projections against viable alternatives, a set of benchmark forecasts is also developed. Current approaches to vulnerability assessment for disaster-risk reduction (DRR) commonly apply generalised, a priori determinants of vulnerability to particular hazards in particular places. Although they may allow for policy-level legibility at high levels of spatial scale, these approaches suffer from attribution problems that become more acute as the level of analysis is localised and the population under investigation experiences greater vulnerability. Ghana is considered an oasis of peace despite having the same mix of ethno-political competitions for state power and resources; north-south horizontal inequalities; ethno-regional concentrations of Christians and Muslims; highly ethnicised elections; a natural resource dependent economy; and a politically polarized public sphere, among others, that have plunged other countries in Africa into violent and often protracted national conflicts. Use of the conflict paradigm to explain Africa's conflicts glosses over positive deviance cases such as Ghana. This Thesis examines the Internet public relations content of Mali's Tuareg rebel group, the Mouvement National de la Liberation de L'Azawad (MNLA). Content analysis grounded in speech act securitization theory is applied to the 259 posts on the MNLA's primary French language website in order to determine if MNLA website posts correlate with the events occurring in the northern Mali conflict. The data reveals that various characteristics of MNLA statements do correlate with events in the conflict. What the MNLA says provides important insight into the organization and the conflict itself. After the uprising that took place in Madera, Chihuahua on September 23, 1965, the first armed challenge to the state since the Mexican Revolution, the north became a region of historical significance for understanding the subsequent "Dirty War" that spanned from the late 1960s to the early 1980s. Ciudad Juárez was a key locale in which a wide variety of revolutionary groups conducted both open and clandestine activities. Trust in government is essential to democratic practice. This article analyzed the factors shaping trust in the federal government using a survey of 260 Mexican immigrants living in rural Illinois and in-depth interviews with 32 participants. To analyze these data, we drew a distinction between support for the regime (system of government that is relatively stable in a political system) and support for authorities (those who temporarily occupy positions of power) to test whether regime or authorities’ considerations shaped respondents’ political trust. Adults with an opiate addiction have a higher rate of noncompliance with treatment, which limits its effectiveness and increases the burden of care for society. Effective treatment decreases emergency room visits, and overdoses. The tristate area of Kentucky, West Virginia, and Ohio has experienced increased opiate-related arrests and deaths. In line with the pecking order theory, capital-constrained SMEs are expected to seek external finance. However, due to credit rationing, African SMEs have limited success raising finance. This essay examines translations of the Kurdish epic poem Mem û Zîn into Turkish, tracing the logics behind these state-sponsored translations and examining how acts of translation are also efforts to regulate, translate, and erase Kurdish subjectivities. I argue that the state instrumentalizes Mem û Zîn’s potent nationalist currency in order to disarm present and future claims of Kurdish national autonomy. Using translation as a counterinsurgent governmental tool, the state attempts to domesticate Kurdish nationalist discourses even as it reproduces them, thereby transforming Kurdish nationalism into a specter of itself. This thesis is a review of U.S. foreign policy in Pakistan through a realist lens. It critiques the current state of U.S. policy and recommends that the United States prioritize national security interests, particularly with regards to counterterrorism, over building Pakistani democracy and running civilian aid programs. It then further recommends ways for the United States government to account for ground level dynamics in Pakistani politics in crafting foreign policy aimed at bringing Pakistan into line with U.S. counterterrorism priorities.
