This thematic cluster of essays, titled “Gendered Violence: Continuities and Transformation in the Aftermath of Conflict in Africa,” focuses on the continuities between regimes of violence during organized political conflict and persisting violence against women in the postconflict era of democratic governance. The genesis for this collection evolved out of an international symposium organized by the first author of this introduction, in August 2011. This thesis examines gender violence in Argentina in the context of the historic continuum of gender inequality, with a more in-depth analysis of gender violence during the 1976-1983 dictatorship. I argue that gender violence is perpetuated and normalized by its lack of recognition as a political issue with ramifications extending to daily life. I use the construction of a collective memory of the Dictatorship as a framework for making the intricacies of gender violence more visible and provide a detailed analysis of two laws against gender violence to demonstrate its systematic nature. An estimated 130,000 Mexicans have been murdered since 2006, with another 27,000 having been officially "disappeared;" approximately 2-3% of the adult Mexican population has been forced to leave their homes due to this violence, many of whom have entered the United States seeking refuge (Molloy, 2013; Olivares, 2012). Reconstruction and development in poor, fragile countries present a double challenge: tackling the issues of poverty and underdevelopment as well as the constraints posed by instability, poor governance, and weak capacity. This context generates a range of problems that include: insecurity, insufficient planning, inadequate implementation capacity, poor financial management, misprocurement, corruption, a volatile fiscal environment, ineffective donor coordination, and negative environmental and social impacts. Kafkaesque, Orwellian, eerie, surreal, bizarre, grotesque, alien, wacky, fascinating, dystopian, illusive, theatrical, antic, haunting, apocalyptic: these are just a few of the vaguely science-fictional adjectives that are now associated with North Korea. At the same time, North Korea has become an oddly convenient trope for a certain aesthetic – an uncanny opacity; an ominous mystique – that many writers and artists have exploited to generate striking science-fictional effects in texts with little or no connection to North Korean reality. Most current research on forced migration focuses on explaining patterns of displacement during armed conflicts and the role that social networks play in pulling people away from conflict torn areas. But what happens to displaced persons after a conflict ends? While many of these individuals are able to resettle in the place to which they fled during conflict, some individuals return to their places of origin while others remain in limbo. This article presents the results of an analysis of reported interlocutors in Spanish in a group of heritage speakers (HS), in three communities of the US Midwest. Participants were college-aged bilinguals developing their own personal and professional networks outside the direct influence of their parents. Responses are compared with those from two control groups: college-aged native speakers (NS) and college-aged second-language learners (L2). Seventy-seven per cent of HS reported speaking primarily in Spanish with 4–5 interlocutors on the week of the study. HS and NS reported more interactions in Spanish with older relatives, and more interactions with peers outside their …

Historically, African Americans, Latinos, and people of Caribbean descent have underutilized mental health services and have therefore been underrepresented in such statistics. Investigation into depression among Haitian men, from a Western or a non-Western cultural perspective, has been sparse in the literature. This paper analyzes the theoretical underpinnings and strategic goals of US security strategy with respect to China. It argues that the language used in statements and publications of US strategy demonstrate the development of a strategy of cooperative security. This strategy is dependent on the security environment the United States cultivates with allies and partners in the region. This paper examines the capabilities, values, and constraints of young mothers participating in a youth entrepreneurship program in Tanzania and Uganda. Entrepreneurship education is an increasingly popular development strategy for vulnerable and out-of-school youth. The ultimate value of these programs rests in the ability of these youth to convert the knowledge and skills they acquire into valued livelihood opportunities. It is therefore important to understand the characteristics, experiences, and needs of the participants, as well as the socio-economic conditions that shape their abilities to apply their newly acquired knowledge and skills. Some bioethicists and political philosophers argue that rich states should restrict the immigration of health workers from poor countries in order to prevent harm to people in these countries. In this essay, I argue that restrictions on the immigration of health workers are unjust, even if this immigration results in bad health outcomes for people in poor countries. I contend that negative duties to refrain from interfering with the occupational liberties of health workers outweighs rich states’ positive duties to prevent harm to people in sending countries. This thesis examines the evolution of Los Carabineros de Chile, Chile's national police force, from their origins under Carlos Ibáñez in 1927 until their involvement in the 1973 military coup against President Salvador Allende. Various presidencies primarily used this corps during this period as a weapon against popular mobilization and thus influenced the development of the Carabineros' institutional identity. To explore how this identity evolved, this thesis examines primary sources, mostly in the form of newspapers found in the National Archives in Santiago, Chile, that illuminate the Carabineros' relations with the public. India has a parliamentary system. But articled in India’s Constitution is a provision that authorizes the President to occasionally enact legislation without involving Parliament. Such presidential legislation are called ordinances, not Acts; and rather than enact, the President promulgates them. Textually, ordinances are bounded by several ‘controls’. They are limited to circumstances when at least one House of Parliament is not in session, and the President is satisfied that the circumstances are such that immediate action is necessary. A reason justifying the exclusionary rule against prior negotiations in the interpretation of contracts is its longevity. Yet, the authorities commonly cited in support of the exclusionary rule are mostly traceable to Lord Wilberforce’s speech in the relatively recent case of Prenn v Simmonds. This article suggests that the law took a wrong turn in that case and caused later courts to support the exclusionary rule by recourse to policy-oriented justifications, instead of principle-based ones. The emphasis on policy-oriented justifications, and the recantation of Prenn v Simmonds as reason enough for the exclusionary rule, support an independent rule against prior …
