[Excerpt] “President Barack Obama triggered a War Powers Resolution (WPR) controversy with his military response to the anti-government rebellion and civil war in Libya in 2011. Members of Congress seized upon the WPR, questioning whether the Obama administration had complied with the WPR’s requirements when the United States launched the initial Libyan Operation Odyssey Dawn (OOD) and subsequently participated in the North Atlantic Treaty Organization (NATO) Operation Unified Protector (OUP). Many legislators charged that President Obama had violated the WPR. Concerns centered on such issues as presidential reliance on the United Nations (U.N.) Fields Of Individuals And Neoliberal Logics: Japanese Soccer Ideals And The 1990s Economic Crisis, Elise M. Edwards

This article explores the relationship between popular representations of soccer and the rise of neoliberal discourse celebrating a new individualism in Japan at the turn of the millennium, a time when the country experienced sharp economic decline and consequent economic restructuring. Examining dominant vocabularies and practices present in coaching discourse, on soccer fields, and in media portrayals of Japanese men’s and women’s professional leagues, the author argues that rather than a coincidental, coeval mirroring between two seemingly unrelated realms—sports and economic transformations—these relationships point to the positioning of soccer over the past 20 years in Japan as a site to …

Strategic Deployments Of ‘Sisterhood’ And Questions Of Solidarity At A Women’S Development Project In Janakpur, Nepal, Coralynn V. Davis

Linguistic uses of ‘sisterhood’ provide a window into disparate understandings of relationality among virtual and actual interlocutors in women’s development across vectors of caste, class, ethnicity and nationality. In this essay, I examine the trope of ‘sisterhood’ as it was employed at a women’s development project in Janakpur, Nepal, in the 1990s. I demonstrate that the use of this common signifier of kinship with culturally disparate ‘signifieds’ created a confusion of meaning, and differential readings of the politics of relationality. In my view, ‘sister,’ as used at this project, was a multivalent, strategically deployed, and divergently interpreted term. In particular, …

The happiness movement represents a new paradigm where social, economic, and environmental systems are structured to encourage human well-being in a sustainable environment. Bhutan has adopted Gross National Happiness (GNH) as a way of determining its society’s success in contrast to purely economic goals and the singular use of the gross domestic product indicator. Bhutanese policy promulgation includes use of a GNH screening tool. Rocket festivals are found in many countries in Asia, including Thailand and Japan. This study examines the similarities and differences between the Yoshida Ryusei festival in Japan and Pa-Aw Bang-fai rocket festival in Thailand. The theoretical framework of this study is drawn from Tsuneo Sogawa's "Culture Complex of Sport" which focuses on three aspects, namely socio-cultural, technologicalcultural and spiritual-cultural. This paper examines the role of ASEAN in the resolution of territorial conflicts between its member states. It studies the border dispute cases of Vietnam-Cambodia and Indonesia-Malaysia, before turning its focus to the Thai-Cambodian conflict over Preah Vihear (Phra Wihan). The domestic political contexts in both countries provided important reasons for the weak role ASEAN has been able to play. But the association's struggle to find a meaningful place in dispute settlement is not limited to Preah Vihear, and it will likely continue as long as member states are unwilling to make use of the mechanisms they once created. Customary law is an alternative legal framework to statute or public law. In the past the existence of customary law was viewed as problematic due to the uncertainty which accompanies legal pluralism. Increasingly, scholars are recognizing legal pluralism as simply a reality to be negotiated, rather than a problem. One frequently proposed solution to the difficulties posed by the existence of customary law is to write it down, or ascertain it, in order to provide for legal certainty. This chapter juxtaposes these seemingly two quite different storylines - one about Yemeni aspirations for social justice and better governance and the other about American and Saudi operations undertaken in the name of combating terrorism. A community recovering from war or ethnic conflict has to find ways of reweaving the fabric of economic and social life with new patterns of interaction and changed demographics.2 In post-­‐‑conflict settings customary law has a particular attraction because of the moral authority it brings to the establishment of order. The paper uses the framework of the nutrition transition as presented by Barry Popkin to trace consumption patterns and changes in dietary habits in the region. These changes have culminated in drug cartels becoming involved in the market for human smuggling as service providers. The Dissertation uses border theory to craft a comparative study that explores the promotion of the white jí­baro in Puerto Rico throughout the twentieth century and the challenges to that racialized identity that emerged simultaneously. Through a biographical approach that examines the lives of José Julio Henna (1848-1924), Arturo Alfonso Schomburg (1874-1938), Muna Lee (1895-1965), Juano Hernández (1896-1970), Ruby Black (1896-1957), Luis Muñoz Marí­n (1898-1980), Pura Belpré (1899-1982), Inés Mendoza (1908-1990), and Roberto Clemente (1934-1972) as symbols of Puerto Ricanness and contributors to its definition, the Dissertation analyzes the racial and gendered inequalities that persisted during twentieth century Puerto Rico. …

As an indisputable central element of Argentine popular culture, the tango constitutes much more than an artistic expression or a recreational activity. It is the manifestation of a collective ideology and idiosyncrasy. Many indigenous languages have suffered irreparable damage or even extinction due to the violence of colonization and the violences that continue to be perpetrated by its successor institutions of neo-liberalism and global “development” projects. This thesis focuses on the attempts of two groups of indigenous people, the Imazighen (or Berbers) of Algeria and Morocco and the Runa (or Quechua) of Peru and Bolivia, to break these cycles of repression and revitalize their languages.
