The Chinese internet is a wonderfully raucous and interesting place. It has greatly expanded the scope of public discourse and activity, despite the party-state’s extensive censorship regime. Not surprisingly, the world’s largest cyber-community exhibits tremendous depth and diversity: progressive cyber-activists and professional agitators; navel-gazing starlets and steam-venting gamers; mundane infotainment and the banal waxing of quotidian life; and, sadly, dark corners of fear, hatred and paranoia. In the wake of Bo Xilai’s sudden downfall, shortly after what could be called an online carnival among China watchers—probably more in celebration of a rare, real-life political drama than anything else—international media is changing its tune and beginning to paint a more sympathetic image of Bo than previously reported, by focusing on Chinese people’s love of him. It reflects new scholarship on Chiang Kai-shek in the Chinese-speaking world and showcases the approaches that historians in the PRC adopt in handling challenges that their Western colleagues do not encounter. While Chinese historians have enormous audiences, they do not share the academic freedom enjoyed by their colleagues in the West and Taiwan. State-Induced Famine And Penal Starvation In North Korea, Rhoda E. Howard-Hassmann

This article discusses North Korea as a case of state-induced famine, or faminogenesis. A famine from 1994 to 2000 killed 3–5% of North Korea’s population, and mass hunger reappeared in 2010–2012, despite reforms meant to address the shortage of food. In addition, a prison population of about 200,000 people is systematically deprived of food; this might be considered penal starvation. There seems little recourse under international law to punish the perpetrators of state-induced famine and penal starvation. State-induced famine does, however, fit some of the criteria of genocide in the United Nations Convention against Genocide, and could also be considered …

Over the past several decades, Japan’s energy strategy had positioned it as the world’s leader in clean and efficient electricity production and usage. This strategy, heavily dependent on nuclear energy, was essentially destroyed by one of history’s largest earthquakes, followed by a tsunami which overwhelmed five nuclear reactors on March 11, 2011. As of April 2012, all of Japan’s 54 nuclear reactors have been shut down and it is uncertain when and how many may be restarted. In 2010, a cluster of suicides at the electronics manufacturing giant Foxconn Technology Group sparked worldwide outcry about working conditions at its factories in China. Within a few short months, 14 young migrant workers jumped to their deaths from buildings on the Foxconn campus, an all-encompassing compound where they had worked, eaten, and slept. Even though the language of workplace dignity was invoked in official responses from Foxconn and its business partner Apple, neither of these parties directly examined workers’ dignity in their ensuing audits. The Baltic Sea is one of the world’s busiest waterways. An estimated 9 % of the world’s trade and 11 % of the world’s oil transportation passes through Baltic waters. It is estimated that this will increase by 64 % between 2003 and 2020. For example, the oil transportation has increased by 133 % between 1997 and 2008 and is now over 250 million tonnes per year. Plenty of shallows and narrow passages make parts of the Baltic Sea difficult to navigate. There are around 130 accidents each year, with 10 of these leading to pollution, mostly of oil. The …

To conclude my Chinese history lecture course at the University of Kentucky, I introduce my undergraduates to the concept of “soft power” and suggest that Confucius Institutes are emblematic of China’s cultural diplomacy, which aims to project a peaceful image abroad. Confucius Institutes are centers for teaching Chinese language and culture overseas; they are organized by an office known as Hanban in the Ministry of Education, though their funding comes directly from the Chinese government’s treasury. There are now over 350 Confucius Institutes in the world, and two of these are in the state of Kentucky.

Knowledge of dominant predators is necessary to identify predation patterns and mitigate losses to nest predation, especially for endangered songbirds. We monitored songbird nests with time lapse infrared video cameras at Fort Hood Military Reservation, Texas, from 1997 to 2002 and 2005, and in Austin, Texas, during 2005, 2006, 2008, and 2009. Predation was the most common source of nest failure. We identified 13 species of predators during 126 predation events. Snakes were the most frequent nest predator group (n = 48), followed by birds (n = 25), fire ants (n = 22), cowbirds (n = 15), …

This article explores the relevance of the concept of human security in ASEAN within the context of the development of the ASEAN Charter. Human security is a relatively new norm in ASEAN. It entered dialogue at the ASEAN level only recently, and has been discussed ever since. However, the ASEAN Charter does not mention human security despite its explicit codification of human rights, another human-centric norm. The character of state interaction matters. This dissertation quantifies this interaction from 1960-2001 and then forecasts it from 2010-2050. I contribute to the field of International Relations by improving traditional measures of Realism and Liberalism, quantifying new perspectives sensitive to cultural interaction, and statistically evaluating these indices relative to the occurrence of conflict. It is the first step in an academic research agenda that desires to expand the scope of possibility regarding the modeling of International Relations theory for the purpose of theory evaluation and policy analysis.

An increase in the number of multinational enterprises (MNEs) has increased the attention on cross-border challenges, such as transfer price manipulation (TPM). TPM is a development issue - it undermines institutions as well as siphons money from government revenues that could be directed towards programs for human development. Pervasive corruption in the natural resource sector supports an environment where TPM can flourish. This paper develops a strategy for combating TPM within the countries of the Southern African Customs Union. This paper examines the question, "How can the US best engage authoritarian governments in Africa militarily, in order to facilitate more positive outcomes for that country's citizens?" In order to answer this, it is necessary to examine the presumption that authoritarian governments do not promote positive outcomes for their constituents. If this is not the case, then it may be possible to use different, non-traditional means in order to identify positive performance indicators. This dissertation evaluates the construction, negotiation, and contestation of masculine Subjectivity within articulations of Russia's post-Soviet national Idea. As Russia endeavors to define itself after years of turmoil and strife, gender identities have become deeply enmeshed in understandings of quintessential Russianness. From discourses of the state under Vladimir Putin to those of the Russian Orthodox Church, actors with significant social and political power have constructed particular understandings of what it means to be Russian, and in so doing, have delineated the parameters of normal, or natural gender identities and sexualities for men.
