I would like to commend Human Rights & Human Welfare for their recent roundtable on the Iraqi refugee crisis. The Roundtable rightly draws attention to the United States government’s woefully inadequate efforts thus far to address a major humanitarian crisis of its own making.

However, I do not agree with Professor Daniel Whelan’s assessment of “why Congress won’t act” on Iraqi resettlement. I am grateful to Joseph Huff-Hannon for drawing our attention vividly and movingly to the plight of Iraqi refugees, its magnitude and cruelty. There are more than two million Iraqi refugees, with an estimated 50,000 per month added to the total. Many are languishing in terrible conditions in such neighboring countries as Syria and Jordan. These states, neither of which are notable as places of refuge, lack the capabilities for humane treatment even if their governments were altruistically inclined. Despite the fact that both learning styles and cross-cultural differences have been important research topics for decades, surprisingly little work has been done on comparisons of learning behaviour across cultures and its impact for teachers working in culturally mixed settings. This chapter is based on a research project funded by the European Union seeking to provide fresh knowledge on cross-national differences in attitudes towards learning of students from selected countries. It reports on the results from Austria, Germany, Singapore and Thailand and outlines some of the implications for teaching in higher education.

Accompanying Singapore’s phenomenal economic growth over the past four decades has been a rapid increase in educational attainment over the years. In 1960, the mean years of schooling for residents aged 25 and over was 3.14 years; in 2006, it was 9.3 years. This dramatic increase in the supply of skilled labour in all sectors of the economy helped to power Singapore’s high growth rates over the past few decades of economic development, which also saw declining wage inequality and high upward intergenerational mobility in education. In this essay, I demonstrate that morality is culture-specific and contextual. To illustrate this point, I focus on Vodou, a religion that has been almost entirely misrepresented in the West, foremost because of its African origins, and that is perceived as having no legitimate basis for morality. I attempt to interpret morality in Vodou by presenting a model of ethics construction based on the true meaning of the religion rather than on the exotica of its myths and ritualizing. Grazing and burning are commonly applied practices that can impact the diversity and biomass of wetland plant communities. We evaluated the vegetative response of wetlands and adjacent upland grasslands to four treatment regimes (continuous idle, fall prescribed burning followed by idle, annual fall cattle grazing, and rotation of summer grazing and idle) commonly used by the U.S. Fish and Wildlife Service. Our study area was Grays Lake, a large, montane wetland in southeastern Idaho that is bordered by extensive wet meadows. Through interviews with some of those soldiers, the article portrays the everyday tragedy of the Iraq war and demonstrates how the very policies used to “secure” the country are creating greater insecurity and sparking Iraqi resentment of the occupation. This paper investigates the use of the Markov Regime Switching Model (MRSM) as a means to track changes in the levels of investor confidence. It also assesses the probabilities of a country switching between different regimes using the transition probability matrix. A maximum of three possible levels or regimes of risk – low, intermediate and high volatility regimes, is considered. From the smoothed probabilities calculated for different regimes, this paper makes inferences about timings of debt crisis. Comparing Brazil, Mexico, the Philippines and Indonesia in particular, we date the onset and subsequent dissolution of crisis-induced panic. We give interpretations of …

Environmental deterioration has frequently been viewed as a problem that inevitably accompanies economic development and industrialization. However, different economic backgrounds might experience different kinds and levels of environmental deterioration. This study investigated environmental deterioration in two groups of countries with comparable income levels but different economic backgrounds-transitional Central and Eastern Europe (CEE) and non-transitional South and East Asian (SEA) countries.

This research utilized the environmental Kuznets curve (EKC) hypothesis to explain the relationships among macroeconomic indicators, country categories, and atmospheric concentrations in the CEE and SEA regions. The debate over humanitarian intervention has tended to focus on the conditions under which the resort to armed intervention is permissible while paying less attention to which actors are best suited to engage in such a complicated and demanding undertaking. The purpose of this paper is to explore characteristics that affect the ability of potential agents of humanitarian intervention to effectively undertake this operationally and politically demanding task.
