The Cuba-Venezuela Alliance: “Emancipatory Neo-Bolivarismo” Or Totalitarian Expansion?, Hernán Yánez

Institute for Cuban & Cuban-American Studies Occasional Papers

This study examines the background as well as the ideological foundations underpinning the Cuba-Venezuela alliance. Castro and Chavez are now trying to consolidate a new political axis in Latin America, funded by Chavez’ oil diplomacy. Similarities with the Cuban experiment are highlighted, as well as Castro’s collaboration with the leadership of the Movimiento Revolucionario Bolivariano-MBR 200. The various dimensions of the cooperation between Venezuela and Cuba are explored, with emphasis on its political objectives and impact on each country. In Totalitarian Science and Technology Paul Josephson considers how physicists, biologists, and engineers have fared in totalitarian regimes. Adolph Hitler and Joseph Stalin relied on scientists and engineers to build the infrastructure of their states. The military power of their regimes was largely based on the discovery of physicists and biologists. They sought to use biology to transform nature, including their citizens, with murderous effect in Nazi Germany. They expected scientists to devote themselves entirely to the goals of the state, and were intolerant of deviation from state-sponsored programs and ideology. ABSTRACT. Little is known about the breeding biology of the Le Conte's Sparrow (Ammodramus leconteil), probably because of its secretive nature. We provide new information on several aspects of Le Conte's Sparrow breeding biology, including rates of nest parasitism by Brown-headed Cowbirds (Molothrus ater) and potential factors affecting breeding densities and nesting success of the species. Our study was conducted in the tallgrass prairie of northwestern Minnesota and southeastern North Dakota during 1998-2002. Breeding densities varied among years, but this variation was not clearly linked to climatic patterns. Vegetation had some influence on densities of Le …

We studied habitat preferences of northern harriers (Circus cyaneus) in 4 counties of the Southern High Plains of northwestern Texas from October 1989 to May 1995. Harriers generally arrived in late July and departed in April. They hunted over a variety of habitats in the study area but mainly in Conservation Reserve Program (CRP) grasslands and vegetated playa basins. CRP grasslands, playa basins, and shortgrass prairie were used disproportionately to their availability, whereas winter wheat was used less than its availability. The development of the Tumen River area, located where the borders of China, Russia, and the DPRK meet, has been conducted in a multilateral framework since the collapse of the Cold War structure around 1990. However development has been obstructed by differences of opinion, a dearth of experience of international cooperation on the part of the participating countries, lack of an institutional base, absence of a country that can provide leadership, limits on the supply of development finance, and lack of information exchange between participating countries. Asian Review

The transnational flows of persons has become an important topic in ASEAN integration following the ASEAN initiative to liberalize trade in services, and with the new vision to achieve an ASEAN Economic Community by 2015. But the ASEAN Framework Agreement on Services is vague, inconsistent, and lacking in implementation mechanisms. I argue that a freer flow of persons can contribute to the interests of both states and the region, but requires many changes in the commitment of ASEAN member states, working practices, and institutions within ASEAN.

Accurate maps of species distributions are essential tools for wildlife research and conservation. Unfortunately, biologists often are forced to rely on maps derived from observed occurrences recorded opportunistically during observation periods of variable length. Spurious inferences are likely to result because such maps are profoundly affected by the duration and intensity of observation and by methods used to delineate distributions, especially when detection is uncertain. We conducted a systematic survey of swift fox (Vulpes velox) distribution in western Kansas, USA, and used Markov chain Monte Carlo (MCMC) image restoration to rectify these problems. Previous studies of migratory sandhill cranes (Grus Canadensis) have made significant progress explaining evolution of this group at the species scale, but have been unsuccessful in explaining the geographically partitioned variation in morphology seen on the population scale. The objectives of this study were to assess the population structure and gene flow patterns among migratory sandhill cranes using microsatellite DNA genotypes and mitochondrial DNA haplotypes of a large sample of individuals across three populations. First Record Of Graphoderus Liberus (Coleoptera: Dytiscidae) In North Dakota, Bruce A. Hanson, Ned H. Euliss Jr., David M. Mushet

Graphoderus liberus is a moderate sized (11 to 12 mm) predaceous diving beetle (Coleoptera: Dytiscidae). Two species of Graphoderus have been recorded in North Dakota, G. perplexus, and G. occidentalis (Gordon and Post 1965, Hanson and Swanson 1989). Graphoderus liberus is transcontinental from New York to British Columbia, but it is more common along the coasts (Larson 1975). In Canada, G. liberus is uncommon; in Alberta only two specimens have been reported from woodland pools (Larson 1975). There have been no records of G. liberus occurring in North Dakota. Graphoderus liberus is easily distinguished from G. perplexus and G. …

Excavations in 1990 in North-West Iceland documented a stratified series of small turf structures and associated midden deposits at the eroding beach at Akurvík which date from the 11th–13th to the 15th–16th centuries AD. The site reflects a long series of small discontinuous occupations, probably associated with seasonal fishing. The shell sand matrix had allowed excellent organic preservation, and an archaeofauna of more than 100,000 identifiable fragments was recovered. The collections are dominated by fish, mainly Atlantic cod, but substantial amounts of whale bone suggest extensive exploitation of strandings or active whaling. South Africa is in the middle of a well-documented HIV/AIDS epidemic. Infection rates were calculated to be 22% of the adult population in 2003. A number of different reasons have been advanced to explain the HIV/AIDS epidemic in South Africa. They include poverty and economic marginalization; differing strains of HIV; and high rates of sexually transmitted diseases. However, migration patterns in Southern Africa have also been identified as one of the keys to understanding the high rates of infection in the region.
