A Spoonful Of Sugar: Privatization And Popular Support For Reform In The Czech Republic, John S. Earle, Scott G. Gehlbach

Upjohn Institute Working Papers

We analyze the role of privatization in creating a constituency for economic reform, markets, and democratic institutions, focusing on the Czech Republic. Drawing on a 1996 survey, we examine the 1459 respondents' opinions on reforms, economic policies and systems, the legitimacy of transition, and democratic values. Using ordered probit estimation, we find that receiving property through restitution is strongly associated with support for reform and markets. Concerning voucher privatization, we find positive effects for participants retaining shares, but little impact of participation alone. Our simulations suggest that policy designs have substantial consequences for citizens' support of reforms, markets, and democracy.

Official corruption, unfortunately, is endemic in the developing world. One factor in the spread of this illegal activity has been the propensity of developing-country governments to intervene heavily in their economies, often in the attempt to guide, direct, and control economic activity in order to promote the desired pace and style of economic development. Such regulatory efforts, though now on the wane in much of the developing world, continue to generate opportunities in many countries for bureaucrats in control of scarce resources to allocate them on a non-market basis, to further their own economic, political, and social prospects.

White-tailed deer (Odocoileus virginianus) populations have in the past, and continue today, to increase in the Great Plains and North America. However, their impact on native plant species and endangered ecosystems such as the tallgrass prairie is poorly documented. To better understand the consequences of increasing deer numbers for native shrubs in grasslands, we assessed the extent of their summer browsing activity on six shrub species (wild plum, rough-leaved dogwood, smooth sumac, fragrant sumac, and coralberry) along transects that spanned riparian margins to upland tallgrass prairie. Through the years, nothing has marked agrarian political discourse on the Great Plains quite as much as the charge of monopoly. Farmers' demands for protection from the firms that purchased their product animated the Populist and Progressive movements in the region and contributed to the regulation of business practices in the grain trades and packing industry. Farmers' search for greater control over their own prices culminated in policies promoting agricultural producer cooperatives during Normalcy and regulating agricultural production during the New Deal.

A book of quotations is always suspect, and one on Leopold doubly so. The form suggests hagiography, which Leopold scholarship does not need, or the desire to make accessible an important but obscure body of thought, which is not the case with Leopold. Even more alarming, the editors have arranged Leopold's ideas into categories, although one of his great strengths was his willingness to think across intellectual boundaries. Dipping into the collection, however, allays all fears. This volume gives the general reader a good, well-organized look at Leopold's ideas. The topic of culture is relevant when focusing on Latinos on the Great Plains. It is evident that Latinos, both as individuals and as group members, exhibit various dimensions of culture in their day-to-day lives. What becomes problematic is how culture is defined and/or operationalized in assessing the Latino experience.

Several definitions of culture serve to demonstrate that culture is one of the most difficult terms to describe. One of the earliest definitions comes from E. B. The eastern woodrat is a characteristic, charismatic rodent in the prairie region. We assessed the distribution of eastern woodrats (Neotoma floridana) within the mosaic of interspersed grasslands and woodlands on the Konza Prairie Biological Station. In summer 1996 we recorded the placement of eastern woodrat nests in 10 areas that differed in prescribed fire regimes. Although most vegetation in our study sites (>90% of the area) was native tallgrass prairie, all of the nests (n = 122) were associated with woody-shrubby vegetation. Nests of the eastern woodrat were more common along limestone outcrops that had trees and …

Although rangeland grasshopper populations have been studied for more than 120 years, little is known of the spatial patterns in grasshopper numbers between outbreak cycles. This information is necessary to understand how grasshopper outbreaks develop and to correctly design research, monitoring, and modeling projects. We used exploratory data analysis and geostatistics to identify the spatial patterns in grasshopper numbers for 1993 through 1997 in Colorado. The same family of models (spherical) provided the best fit to the sample data for all years, which implies that similar processes influenced grasshopper densities over these years. Land management agencies need to plan and prioritize their activities to best use limited resources. To implement ecosystem management, the US Fish and Wildlife Service has defined watershed-based planning units, such as the Mississippi Headwaters/Tallgrass Prairie Ecosystem. To identify important habitats for migratory birds in this ecosystem, we ranked habitats according to their importance for breeding birds of conservation concern, using rankings of the birds' conservation priority within this ecosystem. Grasslands and wetlands were the highest ranked habitats because 12 (46%) and 9 (25%), respectively, of the species breeding in these habitats had "Partners in Flight" scores greater than 19 …

Biodiversity and Democracy is a well-written book about the challenges of conserving biological diversity within the democratic societies of North America. Paul Woods espouses a novel and innovative viewpoint on the need to conserve biological diversity over the long haul, a concept not generally well-refined in democratic societies. Woods argues that a new paradigm-The Priority of Biodiversity Principle-needs to take precedence in decision-making. In short, Woods recommends that in public land-use decisions, the conservation of biological diversity should take priority over short-term public interest. Migration of young Latinos and Latinas has increased in many towns in the Midwest. These young people will experience the perinatal period in a new cultural environment. We focus on the interface between families of Latino origin and the Midwest health-care system, particularly in the care of the pregnant woman or couple and in the care of the infant. High mortality from invasive cervical cancer among Mexican-descent Latinas living in the Great Plains could be substantially reduced if they would utilize screening procedures regularly. To understand possible influential factors on their screening behaviors, we investigated which variables differentiate women age 50 and older who are most compliant with cervical cancer screening guidelines from those who are less compliant. Of 184 women surveyed, 100 were compliant with a yearly Pap smear while 84 were not compliant. Discriminant function analysis revealed that, apart from the significance of sociodemographic factors and acculturation, women who were most compliant significantly received more health-care provider …

Leafy spurge (Euphorbia esula) is an invasive exotic weed in Great Plains rangelands and pastures. Aphthona nigriscutis, the black dot flea beetle, was released as a biological control agent in nine heavily infested sites in south-central Manitoba (three sites in 1986, three in 1988, and three in 1990). In 1992 we evaluated beetle impact by sampling the vegetation in 25 x 25 cm quadrats. We measured cover, height, density, and biomass of leafy spurge, the cover of litter and bare ground, and the presence of other plant species both at the release point and at randomly-chosen nearby …

Contemporary economic theories, modernization and dependency, have overlooked the fact that the development process depends on the interaction of social factors. Specifically, the theories have ignored the role of leadership in analyzing economic development. This dissertation seeks to incorporate the importance of leadership into the analysis of development. It argues that sub-Saharan African countries have not developed economically because leaders in the region have been less than successful in establishing a culture conducive to industrialization. In this paper, I will summarize several reports about achievements by United Nations organizations and the Kosovo Force [hereafter KFOR] in the Balkans during 2001. My summary will also include, from the same period, other reports about areas of concern in which these organizations have shown scant interest, despite pleas from leaders and representatives of the peoples in the region. The latter resulted in an unusual letter from the head of the Keston Institute in which he reflected on some of the failures, a letter from which I will present extended portions. Drawing on the literatures on democratization, security studies, and small states this dissertation explores the relationship of small states' domestic and international institutionalization and their security. Small states have limited power not only to affect their environment but also to guarantee national security. Small states, it is hypothesized, enhance their security through the consolidation of domestic institutions and the accumulation of capacities provided by their participation in capacity-reach international institutions.

The dissertation tests the hypothesis by applying the comparative method to the post-communist states of Bulgaria, the Czech Republic, and Lithuania. The three case studies analyze the effects of domestic …
