Collecting the Natural World is, in the authors' words, an attempt to "provide a practical guideline to the maze of regulations and possible liabilities which confront the collector" of natural objects in the United States. To achieve this lofty goal would require uncommon knowledge of multiple scientific disciplines, objectivity, and thorough research into myriad laws and regulations. Unfortunately, this work generally fails to meet its goal and suffers from a pervasive lack of objectivity.

Land use decisions that affect wetlands and wetland functions are influenced by a variety of factors, some of which arise from policies that directly or indirectly provide incentives for wetland drainage or conservation. Direct efforts to provide incentives for wetland conservation must be augmented by complementary policy reforms. This paper reviews the policy instruments that have the potential to influence land use on the Canadian Prairies, and suggests some research questions that should be addressed to promote reforms that would conserve wetlands.

Supplementing the major essays are brief case studies (thirty-nine in all) that examine specific topics related to the sections within which they appear. The text is amply supported throughout by excellent black-and-white maps, as well as by illustrations, photographs, tables, and several color plates.

For one thing, the Great Plains per se are rarely discussed in it, and the subject is certainly not a topic of universal interest. I can recommend the book, however, as a highly readable and well-documented study of the change in our perceptions of the wetlands of the Midwest over time. Prairie Conservation will interest anyone concerned about the current condition and preservation of grasslands, wetlands, and associated wildlife species in the Great Plains of North America. The book contains twenty chapters plus a summary by Paul G. Risser. Forty-four authors contributed to the book with over 700 literature citations. The well-written text is accompanied by forty-six figures and tables. A foreword by Nebraska Governor E. Benjamin Nelson discusses a program called the Great Plains Partnership (GPP), an experiment in environmental problem solving that will strive to bring all stakeholders together by working with and through private landowners.

Agricultural applications of fertilizers and pesticides have increased dramatically in the prairie pothole region since the middle 1960s, and agrochemical contamination of surface and groundwater has become a serious environmental concern. There is growing interest in the potential of prairie wetlands as sinks for excess nutrients in this agricultural landscape. As much as 50% of the fertilizer nitrogen applied to cultivated crops may be lost as nitrate in agricultural drainage water, and prairie wetlands may be especially effective as nitrate sinks. The effectiveness of prairie wetlands as sinks for nonpoint source nitrogen loads is likely to depend on the magnitude …

Relatively little is known about the factors which regulate in water biogeochemical processes and food chains in prairie wetlands. Climatic warming, increased UV-radiation and agricultural activities will have interacting effects on these wetlands. We examined the effects of these processes on prairie wetland functioning and productivity with particular emphasis on production and cycling of organic carbon, especially dissolved organic carbon (DOC). Autotrophic and heterotrophic production are temperature dependent and temperature increases or decreases could affect production under more extreme climate change scenarios. DOC concentrations could decrease with increasing bacterial production and photolysis, leading to increases in UV-radiation penetration. This is …

Institutions, Developmental Alliances, And Economic Development In Korea And Brazil (1950-1985), Charles Paul Winebarger

This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …

Non-South African street traders are often portrayed in the South African media as “illegal”, ill-educated, new arrivals who take opportunities from South Africans and money from the country. The findings of this study challenge some of the basic myths about non-South African street traders and their activities.

The study also makes policy recommendations for changes in both immigration and customs policy on informal cross-border trade. The study examines the participation of non-South African street traders in regional cross-border trade and its implications for customs and immigration policy.

In recent years there has been a worldwide resurgence of ethnic nationalism as ethnic minorities have seen in this ethnic differentiation a better way to increase their political power within the states where they reside. Spain is a complex country divided into a number of contrasting regions with widely varying economic and social structures as well as different historical, political, and cultural traditions that includes different languages. This extreme complexity is related to its national diversity and also to the political and social articulation of nationalist claims within the state. This study arrives at five conclusions. A recent issue of Area (1996, Volume 28.2) devoted space to six papers on focus groups, attesting to their increasing importance as a means of obtaining qualitative data. The papers provided interesting insights into the use of focus groups in specific research and cultural contexts, and raised three main issues in my mind. At the start of 1998, rumors - as well as denials - are once again flying of an imminent, historic meeting between the Pope of Rome and the Patriarch of Moscow and All Russia. To put that prospect into perspective, the present article explores the 10 June 1997 decision of the Holy Synod, the powerful interim governing body of the Russian Orthodox Church, to cancel the previously scheduled encounter of the two church leaders later that month. It also examines differing explanations offered for that decision and the background to some of the continuing misunderstandings between the two confessions.
