This study examines the impact of coronavirus disease 2019 (COVID-19) test accuracy (i.e., sensitivity and specificity) on the progression of the pandemic under two scenarios of limited and unlimited test capacity. We extend the classic susceptible–exposed–infectious–recovered model to incorporate test accuracy and compare the progression of the pandemic under various sensitivities and specificities. We find that high-sensitivity tests effectively reduce the total number of infections only with sufficient testing capacity. Nevertheless, with limited test capacity and a relatively high cross-infection rate, the total number of infected cases may increase when sensitivity is above a certain threshold. We conceptualize typical rural communities in China as diversified economic clusters. In normal times, economic actors in these communities rarely cooperate with each other, but are integrated into separate commodity chains. These “diversified clusters”, however, show resilience and flexibility when an external shock—the COVID-19 pandemic—disrupts the spatial connections throughout the existing commodity chains. Declining Discount Rates In Singapore's Market For Privately Developed Apartments, Eric Fesselmeyer, Haoming Liu, Alberto Salvo

Singapore's market for new privately developed apartments exhibits wide quasi-experimental variation in ownership tenure. We develop an empirical model in which prices are decomposed into the utility of housing services and a factor that shifts with asset tenure and the discount rate schedule, which we discipline to vary smoothly over time. We estimate discount rates that decline over time and, to accommodate the observed price differences, fall to 0.5-1.5% p.a. by year 400. The finding that households making sizable transactions do not entirely discount benefits accruing centuries from today is relevant, with the appropriate risk adjustment, for evaluating climate-change investments.

Recent literature on racial capitalism has overwhelmingly focused on the Atlantic settler-slave formation, sidelining the history of European imperialism in Asia. This article addresses this blind spot by recovering the aborted project of British settler colonialism in India through the writings of its most prominent advocate, John Crawfurd. It is argued that Crawfurd’s vision of a liberal empire in India rejected slavery and indigenous dispossession yet remained deeply racialized in its conception of capital, labor, and value. Crawfurd elaborated a “capital theory of race,” which derived racial categories from a civilizational spectrum keyed to the capitalist organization of production. His …

Singapore’s adult guardianship law was derived from the Mental Capacity Act in England and Wales. This article explores the process of how Singapore’s Mental Capacity Act was adapted and fine-tuned to operate in a jurisdiction with different cultural conditions, religions, familial norms, and social institutions. The first part of the article demonstrates that despite its apparent similarities, the policymakers in Singapore have omitted crucial portions of the Mental Capacity Act which deal with the human rights of persons lacking capacity. This paper theorizes the rural restructuring in China today as a transition towards productivism – characterized by both a productivist agricultural regime and productivist rural spaces. The rise of the productivist agricultural regime has spearheaded this transition for two decades; now the residential restructuring programs implemented under various policy schemes are also producing spaces of productivism in the new concentrated settlements. China's regulatory crackdowns have affected U.S. and Chinese companies, but protectionist trade policies implemented by the Trump administration and continued by the Biden administration have severely restricted the ability of the U.S. government to protect U.S. businesses in the Chinese market. Unless the U.S. government changes course, American companies will be increasingly less able to address perceived wrongs in Chinese government policies and will be placed at a significant economic disadvantage in much of Asia.

Short-Term Impact Of Covid-19 On Consumption Spending And Its Underlying Mechanisms: Evidence From Singapore, Seonghoon Kim, Kanghyock Koh, Xuan Zhang

We examine the short-term impact of COVID-19 on consumption spending and labor market outcomes. Using monthly panel data of individuals mainly aged 50–70 in Singapore, we find that COVID-19 reduced consumption spending and labor market outcomes immediately after its outbreak, and its negative impact quickly evolved. At its peak, the pandemic reduced total household consumption spending by 22.8% and labor income by 5.9% in April. Probability of full-time work also went down by 1.2 pp and 6.0 pp in April and May, respectively, but employment and self-employment were only mildly affected. The literature on contract farming (CF) has to date focused on how outside capital uses CF to vertically integrate non-capitalist producers into agro-industrial value chains. We argue that in places where multiple dynamics of capitalist growth co-exist, CF relationships can also emerge between different types of capitalist producers that are already in capitalist production using other organizational forms. Purpose: Previous research on the relationship between a firm’s distress risk and future stock returns produces inconsistent results. This study attempts to explain the conflicting results of earlier studies by showing that systematic distress risk leads to positive rewards, while unsystematic distress risk leads to low stock returns. In addition, this study intends to elucidate the factors of systematic distress risk and unsystematic distress risk, respectively. When Diaspora Politics Meet Global Ambitions: Diaspora Institutions Amid China's Geopolitical Transformations, Jiaqi M. Liu

Through a case study of China, one of the largest emigration states and a rising global power, this article probes how a homeland state envisions diaspora politics amid geopolitical transformations. Drawing on historical, policy, and interview data, I argue that China's changing positioning toward Chinese emigrants, triggered by the state's geopolitical vicissitudes, has reshaped and repurposed diaspora institutions. I find that since the 2010s, China's diaspora policies have shifted away from soliciting diasporic support for domestic economic growth and national unification and toward liaising externally with migrants to expand Chinese soft power abroad.
