There is a need for Singapore bloggers to be aware of legal issues arising from their online diaries, particularly in the light of the recent cases involving seditious remarks made online by bloggers that resulted in jail terms and fines; and earlier in the year, a dispute arose over allegedly defamatory speeches made by a blogger about A*STAR’s Chairman, Philip Yeo, which was resolved amicably, but not without an apology. The threats of legal repercussions in the form of civil lawsuits and criminal charges serve as reminders of the potential legal problems that can arise from blogging, and indeed from …

This paper examines Singapore's innovations in electoral and spatial integration. In examining the Group Representation Constituency and the Ethnic Integration Policy, a critique is made of the official discourse that multiracialism is internalized and entrenched in Singapore's political psyche and electoral process. While the electoral and spatial integration policies are driven by the objective of enhancing multiracialism, their actual workings do not adequately advance the development of norms and values that would be truly supportive of the need for a multiracial legislature and an abiding commitment to multiracialism. There is tremendous momentum for economic and financial integration in East Asia today. Partly inspired by the formation of the European Union and partly as a response to the 1997/98 Asia financial crisis, many East Asian countries are showing greater commitment to regional economic cooperation. A number of bilateral free trade agreements (FTAs) have either been concluded or are being negotiated.1 At a less formal level, the ASEAN+3 grouping has brought the whole region together in regular consultations over trade, investment, as well as monetary and exchange rate policy matters.

The People’s Republic of China is often cited as an unprecedented success story as far as rural poverty is concerned. Despite recent reports of sometimes violent protests in rural areas over illicit land seizures and pollution, since implementing reforms in 1978, China has seen rural poverty rates fall from xxx to yyy, as economic growth increased zzz on average each year, according to World Bank estimates. In a unanimous decision delivered in September 2004, the Court of Appeal of Singapore has ruled against McDonald's Corporation in its attempts to stop a small Singapore company, Future Enterprises Pty Ltd, from registering its marks "MacNoodles", "MacTea" and "MacChocolate". This case has international significance as the Singapore court ruled, confirming the position taken by courts in a number of other jurisdictions, that McDonald's did not have an exclusive right over the prefix "Mc" in relation to food and beverages in the absence of deception or confusion. Purpose: To discuss the effectiveness of a sustainable entrepreneurship training program in several countries in Asia, used by global firms to identify junior management talent, by applying the PETE model of creating an engaging action-learning program. Design/Methodology/Approach: Current literature is reviewed to make a case for the applicability of action-learning based entrepreneurship training. The results of interviews with more than 20 senior level managers of multi-national corporations in 5 Asian countries are compared to self-evaluations of more than 300 student participants and more than 30 faculty evaluations of the program. The Convention on the Future of Europe that led to the eventual drafting of an EU Constitution involved numerous political actors from many countries. Their negotiations over the constitution generated a huge volume of texts containing substantive information about their preferences for EU institutional and political outcomes. In this paper, we attempt to measure these preferences at the national party level by analysing the Convention texts using the computerized ‘word-scoring’ method for text analysis (Laver et al., 2003). There has been a sudden surge in the enactment of anti-spam laws globally within the last couple of years. On 25 May 2004, the Infocomm Development Authority of Singapore and the Attorney-General’s Chambers of Singapore jointly released a Consultation Paper on a Proposed Legislative Framework for the Control of E-mail Spam in Singapore. In this paper I draw attention to the study of 'unofficially sacred' sites in geographies of religion, which provide significant insights into the construction of religious identity and community, and the intersections of sacred and secular. I show that such sites deserve as much attention as places of worship (the more conventional focus in the geographical study of religion) in our understanding of the place of religion in contemporary urban society. This paper examines the roles that museums play as 'unofficially sacred' places, underscoring or challenging the religious life of a people and 'nation'. It focuses on three key questions: (1) Do sub-national and transnational religious formations pose a challenge to or present opportunities for nation-building strategies, and what part do museums play in this struggle? (2) In what ways do re-presentations of religion in museums contest or reinforce religious community and identity? and (3) What challenges do museum displays pose to the understanding of religious meanings? This paper first reviews a number of epistemological and methodological issues relating to the estimation of party policy positions, particularly in a comparative context, with special reference to the methodology of ‘expert surveys’. It is argued that expert surveys, as systematic summaries of the views of country specialists, have a particular role in assessing the content validity of other types of estimates of party policy positions. The paper moves on to analyze the positions of Japanese political parties in a comparative context, using results from a new 47-country expert survey. Adopting a qualitative methodology, this exploratory study examined the construct of trust and its factors of trustworthiness as perceived in a Confucian-influenced society. The findings of our study indicated that there are emic differences in the meaning of trust as perceived in a Confucian-influenced setting. Specifically, we found a heavy reliance on affective factors of trustworthiness in the decision to trust. In addition, we found a number of factors unique to the context that facilitates the development of trust: diligence, perseverance, filial piety, thriftiness, respect for authority, a shared value of collective effort, harmonious relationship in the office, humbleness and …

Despite the much publicized benefits of e-government, many countries are experiencing difficulty in yielding success in their e-government initiatives. Studies which adopt the national e-government initiatives as the unit of analysis remain largely rare. The dynamics of globalization have prompted governments to re-examine accustomed policies, and search for alternative strategies, in order to re-position their economies for the future. This paper explores the spatial context of state involvement in the new economics of competition, with the focus on Singapore’s much publicized, and controversial, orchestration of its state enterprise network to encapsulate economic space for Singapore-based firms to expand into the Asian region. One of the major limitations in addressing child malnutrition is lack of information that could be used to target resources. By combining demographic and health survey (DHS) and population census data, the author disaggregates the estimates of the prevalence of child malnutrition in Cambodia from currently available 17 DHS strata into 1,594 communes. The methodology is built on the small-area estimation technique developed by Elbers, Lanjouw, and Lanjouw. The author extends it to jointly estimate multiple indicators and to allow for a richer structure of error terms. Average standard errors for the commune-level estimates in this study were about 4 …

The apparent success of Singapore-styled industrial parks in attracting foreign investments into the emerging Asian economies to capitalize on cheap and abundant resources has led, pari passu, to a mushrooming of similarly-patterned competitor parks in close proximity to the flagship projects. Many of the competitor parks offer either similar or comparable facilities, lower rates, or, in some cases, both. The ensuing dynamic competitive interactions between the competitor parks and the Singapore-styled parks have forced a re-examination of the viability of the Singapore advantage in navigating the economics of competition, and in sustaining competitive advantage. A very prominent feature of the Korean language is its extensive honorifics system, where the speaker is obliged to adopt a level of speech (deferential vs. informal) befitting the status of the target audience. As the context for using deferential (informal) speech parallels the setting for prevention (promotion) focus, we set out to examine whether the Korean honorifics system itself functions as a natural prime for regulatory orientation. In Study 1, we find that deferential (informal) speech style activates prevention (promotion) focus in the addressee. This paper describes G-Portal, a geospatial digital library of geographical assets, providing an interactive platform to engage students in active manipulation and analysis of information resources and collaborative learning activities. Using a G-Portal application in which students conducted a field study of an environmental problem of beach erosion and sea level rise, we describe a pilot study to evaluate usefulness and usability issues to support the learning of geographical concepts, and in turn teaching.

Infrastructure can be unreliable and administration subject to corruption in Asia’s rapidly emerging economies. This context presented Singapore with unique opportunities to export its expertise to locations where these attributes are less certain, through the provision of superior infrastructure, the ability to negotiate investment concessions and, where existing, through the links to influential business groups in the investment location. This strategic initiative is further premised on the perception that Singapore’s positive reputation with multinationals, as well as ‘guanxi’, or connections, with Asian business networks, will give the industrial-township projects a marketing advantage. Trade, Capital Accumulation And Structural Unemployment: An Empirical Study Of The Singapore Economy, Hiau Looi Kee, Hian Teck Hoon

This paper studies the factors responsible for the secular decline of Singapore's unemployment rate over the period 1966-2000 in an environment of low and stable inflation rates. We introduce wage bargaining and unions into a specific-factors, two-sector economy with an export sector and a non-tradable sector to obtain an endogenous natural unemployment rate. Increases in the relative export price and capital stock in the export sector are predicted to reduce structural unemployment. These hypotheses could not be rejected based on structural estimations and co-integration regressions. Empirically, capital accumulation in the export sector explains most of the decline in Singapore's unemployment …

Against the background of a rapidly changing business environment, the article examines the organisational change management behavior of the owner-managers of small and medium-sized enterprises in Singapore. The analysis of survey data is aimed at ascertain whether there are any differences between Chinese and English-educated small (Chinese) businessmen in terms of Change Management (CM), a dichotomy which is of great historical and politico-cultural significance in Singapore. The Impact Of Ownership Structure On Wage Intensity In Japanese Corporations, Toru Yoshikawa, Phillip H. Phan, Parthiban David

The authors studied the effect of ownership structure on human capital investments as indicated by wage intensity, defined as the ratio of expenditure on employee wages to sales, in a sample of 996 Japanese manufacturing firms during their economic recession of 1998-2002. They found that domestic shareholders, with interests beyond financial considerations, enhance wage intensity, especially when performance is low, and thereby safeguard human capital investments. Foreign shareholders with sole interest in financial returns have an opposite effect; they reduce wage intensity when firm performance is low.

Political reform movements have grown up as part of democratic transition in many societies. Liberal political reformers typically seek to change legal and institutional mechanisms in order to "clean up" the irrationality and corruption of the regime. This essay uses the Thai case to critically examine these issues by interrogating the central role that the discourse of vote buying plays not just in Thai politics, but in the project of political reform itself.
