The Global Impact Of Changes In Us Trade Policy, Jagdish Sheth

Asian Management Insights

Heralded as the next big economic partnership, the Trans-Pacifi c Partnership (TPP) received a setback when U.S. President Donald Trump withdrew from the pact on his very fi rst day of assuming offi ce. The withdrawal indicated an underlying current of changing global trends, and the American agenda of shifting focus from building trade relations to creating a gateway for foreign investments.

A Domestic Solution For Transboundary Harm: Singapore's Haze Pollution Law, Mahdev Mohan May 2017

A Domestic Solution For Transboundary Harm: Singapore's Haze Pollution Law, Mahdev Mohan

Research Collection Yong Pung How School Of Law

Toxic ‘haze’ from fires, often burning over dry peatland in Indonesia, has affected millions across Indonesia, Singapore and Malaysia, as well as parts of the Philippines and Thailand. For Singapore in particular, this slash-and-burn method of clearing land in Indonesia to cultivate crops such as oil palm has been an annual problem since 1972. However, 2015 stands out as the year Singapore experienced one of its worst episodes of haze pollution. Air quality based on the Pollutant Standards Index (PSI) plummeted to the ‘very unhealthy’ and ‘hazardous ranges’ for close to 50 days. Singapore suffered an estimated SGD $700 million …

Using Student-Generated Videos To Learn Internal Control In Accounting Information Systems Courses, Poh Sun Seow, Gary Pan

Research Collection School Of Accountancy

Educators consider the video learning approach an effective method to deliver educational content as compared to the traditional method of books and written materials. This paper presents a project that involves student-generated videos to learn internal control in an undergraduate accounting information systems course. We believe that this video learning approach is an engaging way for students to be self-directed learners in learning internal control and complements the written materials in the textbook. The survey results show that most of the respondents viewed the learning experience of the video project positively. The results also indicate that the video project was …

Why Do Publicly Listed Firms Evade Taxes: Evidence From China, Travis Chow, Bin Ke, Hongqi Yuan, Yao Zhang May 2017

Why Do Publicly Listed Firms Evade Taxes: Evidence From China, Travis Chow, Bin Ke, Hongqi Yuan, Yao Zhang

Research Collection School Of Accountancy

Taking advantage of the mandatory disclosure of detected corporate tax evasions in China, we examine why publicly listed firms evade taxes. Different from most prior studies that focus on corporate income tax avoidance, we consider tax evasions related to both income taxes and non-income taxes. We also use a bivariate probit model to account for the partial observability of corporate tax evasion. Many of our regression results using the bivariate probit model are different from the results using the reduced form probit model that ignores the partial observability of tax evasion. Many of our results are also different from those …

South Africa And Sexual Orientation Rights At The United Nations: Batting For Both Sides, Eduard Jordaan May 2017

South Africa And Sexual Orientation Rights At The United Nations: Batting For Both Sides, Eduard Jordaan

Research Collection School of Social Sciences

In 2011 South Africa led the UN Human Rights Council to adopt the first-ever UN resolution on sexual orientation. In 2014, South Africa was the only African state to support the follow-up to the 2011 resolution. These actions create the impression that South Africa is strongly committed to the international advancement of sexual orientation rights. However, this article scrutinises South Africa’s actions on sexual orientation rights at the UN for the period 1995–2015 and will demonstrate South Africa’s inconsistency, its frequent failures to support sexual orientation rights internationally, and its various actions against the advancement of these rights. The article …

Sector-Specific Development And Policy Vulnerability In The Philippines, Jacob I. Ricks May 2017

Sector-Specific Development And Policy Vulnerability In The Philippines, Jacob I. Ricks

Research Collection School of Social Sciences

Why does a state build institutional capacity in certain sectors rather than others? Despite having gained leverage explaining the emergence of institutions in the developmental states of East Asia, we have comparatively weak accounts for sub‐national variation in institutional strength, a much more common phenomenon. Investigating the surprising achievements of the Philippines’ National Irrigation Administration, this article advances a theory of sectoral success in the face of a generally poor developmental record. The author demonstrates that executives will only construct institutional capacity when facing strong political pressure combined with resource scarcity. Such vulnerability permits politicians to exercise discretion in choosing …

Policy Learning And Policy Networks In Theory And Practice: The Role Of Policy Brokers In The Indonesian Biodiesel Policy Network, Michael Howlett, Ishani Mukherjee, Joop Koppenjan

Research Collection School of Social Sciences

This paper examines how learning has been treated, generally, in policy network theories and what questions have been posed, and answered, about this phenomenon to date. We examine to what extent network characteristics and especially the presence of various types of brokers impede or facilitate policy learning. Next, a case study of the policy network surrounding the sustainability of palm oil biodiesel in Indonesia over the past two decades is presented using social network analysis. This case study focuses on sustainability-oriented policy learning in the Indonesian biodiesel governance network and illustrates how network features and especially forms of brokerage influence …

Passing The Baton: Getting The 4g Leadership Ready, Tan K. B. Eugene May 2017

Passing The Baton: Getting The 4g Leadership Ready, Tan K. B. Eugene

Research Collection Yong Pung How School Of Law

In a commentary, SMU Associate Professor of Law Eugene Tan discussed the latest Cabinet changes and what it means for the fourth-generation (4G) leadership. He noted that given the demands and vagaries of politics and public office, it is advantageous for the 4G leadership to be adequately staffed, and to possess sufficient depth and breadth in their ranks. As it stands, the 4G leadership has a predominantly public sector or military background prior to entering politics. He also added that next year’s reshuffle is likely to see most, if not all, of the 4G leadership being reassigned ministerial portfolios, to …

Managing The Inter-Cultural Dimensions Of A Mediation Effectively: A Proposed Pre-Mediation Intake Instrument, Dorcas Quek Anderson, Diana Knight May 2017

Managing The Inter-Cultural Dimensions Of A Mediation Effectively: A Proposed Pre-Mediation Intake Instrument, Dorcas Quek Anderson, Diana Knight

Research Collection Yong Pung How School Of Law

Being a culturally responsive mediator has become increasingly challenging amidst the growing cultural complexity within many societies. Drawing on the existing research on culture and the authors’ experiences of mediating disputes amongst diverse disputants in Australia and Singapore, this paper proposes an emic-constructivist approach for the mediator to understand the individual disputant’s unique cultural preferences. It also recommends bringing forward the exercise of understanding cultural preferences through conducting pre-mediation intake interviews. It is argued that this approach enables the mediator to embrace the parties’ cultural complexity and to design the mediation process based on their rich milieu of preferences. Finally, …

The Asian Perspective On Smes In International Economic Law: Opportunities And Challenges Arising From The Tpp, Heng Wang May 2017

The Asian Perspective On Smes In International Economic Law: Opportunities And Challenges Arising From The Tpp, Heng Wang

Research Collection Yong Pung How School Of Law

The Trans-Pacific Partnership (TPP) is likely to have profound implications for small and medium-sized enterprises (SMEs) within and beyond the free trade area. The key question will be analysed: what are the challenges and opportunities that the TPP hold for SMEs? It is argued that, first, the key benefits the TPP can be expected to bring for SMEs are enhanced market liberalization and a more predictable regulatory environment. Second, the TPP poses serious challenges for SMEs (eg insufficiency of the opportunities to SMEs, the complexity of rules, difficulties in rule interpretation and implementation, and remaining regulatory differences), but different types …

Navigating The New Terrain Of A Reserved Election, Tan K. B. Eugene

Research Collection Yong Pung How School Of Law

In a commentary, SMU Associate Professor of Law Eugene Tan discussed the workings of the upcoming Singapore presidential election. He noted that as the next election is a reserved one, all the more voters should specially consider a candidate’s commitment and contributions to multiracialism. On the reserved election mechanism, Associate Prof Tan noted that it helps ensure that the presidency is not only accessible, but is seen to be accessible to all the major racial communities in Singapore.“It functions as an inter-generational safeguard for minority representation, while not going as far as mechanically rotating the presidency among the major races, …

A Tale Of Two Chinese Cultural Centres, Tan K. B. Eugene May 2017

A Tale Of Two Chinese Cultural Centres, Tan K. B. Eugene

Research Collection Yong Pung How School Of Law

In a commentary, SMU Associate Professor of Law Eugene Tan shared his views on the opening of the Singapore Chinese Cultural Centre (SCCC), located in the financial district. He noted that the opening of the SCCC, established by the Singapore Federation of Chinese Clan Associations, marks another milestone in Singapore’s multiracialism, adding that Chinese Singaporeans can also manifest their identity and culture without being perceived to be exclusive or domineering.Comparing the SCCC to the Chinese Cultural Centre (CCC), established by China’s government during China’s President Xi Jinping’s state visit to Singapore in November 2015, Associate Prof Tan said although Singapore …

Research Collection School Of Economics

The Central Provident Fund (CPF) is a defined-contribution savings plan forming the key pillar of the pension system in Singapore. The CPF Lifelong Income For the Elderly (LIFE) program, which provides lifetime income for retirees, is a mandatory pension scheme for all Singapore residents. In this paper we construct an actuarial framework to analyze the LIFE program. We use this framework to study the plan payout outcomes with respect to changes in mortality and annuity fund return assumptions. We also examine the effects of some possible changes in the program on the payouts and bequests.

Do Faculty And Librarians See Information Literacy In The Same Way? A Study Of Alignment, Melody Chin, Daniel Walker Apr 2017

Do Faculty And Librarians See Information Literacy In The Same Way? A Study Of Alignment, Melody Chin, Daniel Walker

Research Collection Library

Faculty and Librarians are two distinct professional groups each with their own subcultures, values and experiences. Hardesty (1995) noted the existence of a "faculty culture" amongst faculty members, which quite likely shapes and influences the way these individuals perceive a highly subjective concept such as Information Literacy (IL). Faculty and Librarians in higher education institutions often work together in the development of IL Programs. However, despite this collaborative relationship, it is not clear as to whether the two professional groups perceive the concept of IL similarly, or whether there exists a divide. Understanding how both professions perceive IL should be …

Fostering Parasocial Relationships With Celebrities On Social Media: Implications For Celebrity Endorsement, Siyoung Chung, Hichang Cho Apr 2017

Fostering Parasocial Relationships With Celebrities On Social Media: Implications For Celebrity Endorsement, Siyoung Chung, Hichang Cho

Research Collection Lee Kong Chian School of Business

The purpose of this study was to explore the underlying mechanisms through which the use of social media affects endorser effectiveness. Based on theories related to parasocial relationships,self-disclosure, and celebrity endorsement, this study proposed a theoretical research model and empirically tested the model using online survey data collected from 400 Korean Wave fans in Singapore. The results showed that consumers’ parasocial interactions with celebrities though social media have a positive impact on celebrity endorsement. Specifically, we found that: (1) parasocial relationships mediated the relationships between social media interactions and source trustworthiness, (2) social media interactions influenced parasocial relationships via self-disclosure;and …

Grooming The Future Disruptive Accounting Professionals, Gary Pan, Gan Hup Tan, Poh Sun Seow

Research Collection School Of Accountancy

In this chapter, we will discuss how SMU brought about innovation changes in the university’s learning environment. In 2011, a steering committee was set up by SMU President, Professor Arnoud De Meyer to develop strategies that focused on innovation in learning pedagogy at the university. Subsequent brainstorming sessions led to the evolution of the SMU-X programme, which aimed to broaden the scope of university education by encompassing real life problems and problem-solving skills in the curriculum. The concept encompassed three key elements: mindset, pedagogy, and physical space. The challenge was to offer more applied learning with close coordination between classroom …

Enhancing Singapore’S Pension Scheme: A Blueprint For Further Flexibility, Koon Shing Kwong, Yiu Kuen Tse, Wai Sum Chan

Research Collection School of Economics

Building a social security system to ensure Singapore residents have peace of mind in funding for retirement has been at the top of Singapore government’s policy agenda over the last decade. Implementation of the Lifelong Income For the Elderly (LIFE) scheme in 2009 clearly shows that the government spares no effort in improving its pension scheme to boost its residents’ income after retirement. Despite the recent modifications to the LIFE scheme, Singapore residents must still choose between two plans: the Standard and Basic plans. To enhance the flexibility of the LIFE scheme with further streamlining of its fund management, we …

Late-Life Widowhood In Developing Southeast Asia: Comparative Perspectives From Myanmar, Thailand, And Vietnam, Bussarawan Puk Teerawichitchainan, John Knodel Apr 2017

Late-Life Widowhood In Developing Southeast Asia: Comparative Perspectives From Myanmar, Thailand, And Vietnam, Bussarawan Puk Teerawichitchainan, John Knodel

Research Collection School of Social Sciences

We analyze recent aging surveys to examine the prevalence and correlates of widowhood among elderly in Myanmar, Thailand, and Vietnam and investigate how widowhood is associated with intergenerational support and old-age wellbeing. Widowhood is often associated with depressive symptoms, elevated mortality risk, and social-relationship changes. How one fares after spousal loss is nevertheless contingent on individual-level attributes, dyadic characteristics, and macro-social conditions. Thus, consequences likely vary across contexts. Most studies are conducted in western developed countries. Few existing Asia-focused research is primarily based on developed East Asia or China. Little is empirically known about the situation in non-western developing countries. …

International Organizations As Mobilizing Structures: World Csr Associations And Their Disparate Impacts On Members’ Csr Practices, 2000-2016, Shawn Pope, Alwyn Lim

Research Collection School of Social Sciences

International organizations are key players in globalization, but not all international organizations influence global processes in the same ways. In this paper, we argue that differences in international organizations’ mobilizing structures can shape the extent to which these organizations can positively impact the practices of their members. We present the first comparative and quantitative assessment of world corporate social responsibility (CSR) associations that comprise business participants that act collectively to address pressing social and environmental concerns. We conduct time-series panel regression analyses of a unique dataset of business participation in three core world CSR associations and test their effects on …

Dreaming As A Critical Discourse Of National Belonging: China Dream, American Dream And World Dream, William A. Callahan

Research Collection School of Social Sciences

This article explores the normative politics of national belonging through an analysis of the ‘China Dream’ and the ‘American Dream’. It traces how politicians and public intellectuals employ such slogans to highlight how national dreams emerge in times of crisis and involve a combination of aspirations and anxieties. It compares parallel rhetorical strategies – ‘patriotic worrying’ in China and the American Jeremiad in the US – to examine how belonging to these two nations involves a nostalgic longing for the past as a model for the future. Debates about the meaning of these national dreams highlight the tension between freedom …
