Asia is one of the world's most flood-prone regions by many metrics: high flood magnitudes, frequency, severity; the number countries affected, the area of inundation; the number of people at risk; and importantly, flood-related fatalities (AIR, 2014; Luo, Maddoks, Iceland, Ward, & Winsemius, 2015; Table 1). We explore the idea that flood-related mortality from river over-bank flows in the SE Asian region could be reduced by incorporating evidence from the past to foster a better understanding of the realm of plausible flood regimes, and hopefully guide improved flood hazard management practices in the future (Lebel, Manuta, & Garden, 2011).

This paper uses conservation of marine living resources in the Arctic and Antarctica as case-studies to examine the implications of a rising China to the future governance of the polar regions. It first discusses China's positions regarding international fisheries law in the polar waters, more specifically in negotiations of 2018 Agreement to Prevent Unregulated High Seas Fisheries in the Central Arctic Ocean (CAO Agreement), and CCAMLR's process of establishing the Southern Ocean marine protected areas (MPAs). Increasingly, technology-enabled strategies of eldercare are being developed and deployed to minimize the socio-economic costs of ageing. As part of this shift, home-based ‘smart’ technologies have been embraced as a way of enabling ageing-in-place. Smart technologies flatten space and time, and can increase the reach of caregivers. In this sense, they foreground the emergence of new cultures of care. International migration profoundly reshapes the urban landscape in sending and receiving countries. Compared to ethnic enclaves in migrant-receiving metropolises and remittance houses in sending communities, we know little about systematic urban changes led by emigration states. In this article, based on three months of fieldwork in a migrant hometown in China, I argue that the dispersion of emigrants per se does not make its urban space inherently ‘diasporic’. Rather, a ‘diasporic place’ can be strategically constructed by local sociopolitical actors, a process I conceptualise as ‘diasporic placemaking’. Industry 4.0 encompasses adopting opportunities from end-to-end digitalisation with connected computers and increasingly autonomous automation systems equipped with intelligent machine learning algorithms that control the robotics without much input from humans. Smart manufacturing technologies (a part of the smart industry, an extension of Industry 4.0 initiatives and implementation) involve automating various processes. This article considers the enforcement mechanism for international mediated settlement agreements proposed by the Singapore Convention on Mediation and critically examines this mode of enforcement as against enforcement as an arbitral award in Asia, including through a hybrid process like Arb-Med-Arb. Similarities and differences between the New York Convention and the Singapore Convention on Mediation will be discussed and used to consider how Asian jurisdictions may respond to the Singapore Convention on Mediation and what lessons may be learnt from the arbitration context.

This special issue of History of Meteorology explores processes of making, communicating, and embedding modern meteorological knowledge in late nineteenth and early twentieth century imperial Asia. Its focus is on the institutionalisation of meteorology in key nation-building activities such as developing agricultural services, synoptic mapping to predict storms, and participation in scientific organisations and initiatives. Collectively, the essays explore the intersection of local, regional, and international scales and processes in generating new forms of state-sponsored meteorological practices and institutions, though complex multi-layered networks involving different actors and modes of information flow across multiple scales. Mandarins Make Markets: Leadership Rotations And Inter-Provincial Trade In China, Junyan Jiang, Yuan Mei

The careers of many public officials span multiple localities, yet the economic effects of their inter-regional movements are not well understood. This paper focuses on the rotation of provincial leaders in China and studies its impact on regional economic integration. Estimation results using the gravity framework indicate that when a provincial leader is appointed as the party secretary of a new province, the trade volume from the new province to the old province increases, but not vice versa. Additional analyses using two novel datasets that capture the intensity of inter-provincial socioeconomic activities in China corroborate this finding. We then construct …

Housing affordability for elderly homeowners involves an entirely different set of issues as compared to housing affordability for first-time homeowners. To afford to ‘age-in-place’ may require homeowners to access channels that enable them to withdraw their housing equity to finance consumption in retirement. We utilize data from the Singapore Life Panel© survey to empirically investigate the impact of housing equity on the consumption of elderly households. Based on panel analysis, we find housing equity value has no significant impact on non-durable consumption for elderly people. The conclusion holds for a battery of robustness checks. Major sources of social archives for paleoclimatology in East and Southeast Asia include ancient annals and chronicles, instrumental records from government, military or missionary bodies, and private records such as diaries. Records are rich but scattered and of inconsistent quality, often requiring different forms of cross-validation and homogenization from those in the Western world. By Asian digital economy, we refer to high-tech developments, business and social transformations, and information-driven changes in the region's growth. We discuss its background and foundations, significance in Asia and contribution to removal of historical barriers in traditional business. We assess how new value chains are transforming country-level involvement in worldwide manufacturing and note "smiling curve theory" predictions about the global value chain in Asia for high-tech firms and their economies. This paper explores methods to capitalise on retail companies’ transactional databases, to mine meaningful product associations, and to design product placement strategies as a means to drive sales. We implemented three in-store initiatives based on our hypotheses – placing products with high associations together will induce an increase in sales of consequent; introducing an antecedent that is new to store will bring about a similar impact on sales of consequent based on established product association rules uncovered from other stores. Sales tracking over twelve weeks revealed that there were improvements in sales of consequents across all three initiatives performed in-store.

After World War II, states established World Health Organization (WHO), recognizing that “the health of all peoples is fundamental to the attainment of peace and security.” This aspiration, embedded in GlobalHealth governance, introduces a paradox vis-à-vis the WHO’s state-centric institutional design. Tax considerations play a major role in the decisions of fund managers of where to base their funds. The highly mobile nature of capital has resulted in tax competition, leading to several host jurisdictions for funds in Asia (Hong Kong, Singapore, Labuan, and the BVI) having very similar tax characteristics in terms of low effective corporate income tax rates; no capital gains taxes; no exit taxes; a single tier of taxation; and generally no withholding taxes. This is the sixth annual review of Singapore’s performance in notable international moot competitions. This season will of course be known as a highly disrupted one, beginning with the Hong Kong unrest that barred some teams from participating in LAWASIA (for which Singapore has been to the last four championship) and COVID-19 that led to the outright cancellation of various Grand Slam moots including the Jessup, International Criminal Court, and Frankfurt (for which Singapore has regularly featured in the championship). This article critically examines the recent Court of Appeal decision in I-Admin (Singapore) Pte Ltd v Hong Ying Ting [2020] 1 SLR 1130 and its implications for the law of confidence. The article begins by setting out the decision at first instance, and then on appeal. It argues that the Court of Appeal’s “modified approach” fails to meaningfully engage the plaintiff ’s wrongful gain interest and places the law’s emphasis primarily, if not wholly, on the plaintiff ’s wrongful loss interest. While scholars often portray Chinese political thought and tradition as standing in opposition to Western notions of political liberalism, little consideration has been given to compatibility between liberalism and Daoism, a prominent religion and long-standing alternative school of thought among Chinese peoples. Addressing this gap in the literature, this study in comparative political thought compares Laozi’s Dao De Jing with John Stuart Mill’s On Liberty to illustrate certain core political ideas in the Dao De Jing and their treatment in Mill’s landmark text on political liberalism. A foreign judgment is generally not to be reviewed on the merits at the recognition and enforcement stage. Yet, an exception has always been carved out for fraud under the common law rules on the basis that ‘fraud unravels everything’ (Lazarus Estates Ltd v Beasley [1956] 1 QB 702, 712 per Lord Denning). Thus, English courts allow a judgment debtor to raise fraud at the recognition and enforcement stage even if no new evidence is adduced and fraud had been considered and dismissed by the court of origin (Abouloff v Oppenheimer & Co (1882) 10 QBD 295). We examine the health impacts of early access to public pension wealth by exploiting a unique policy in Singapore allowing individuals to withdraw a proportion of their pension savings after their 55th birthday. For the identification, we employ a regression discontinuity design by comparing individuals before and after their 55th birthday. To address anticipated and lagged health impacts, we adopt the donut regression discontinuity approach. Using nationally representative monthly panel data, we find that early access to pension wealth improves self‐reported overall health.
