Sources Of Inter-State Alignments: Internal Threats And Economic Dependence In The Former Soviet Union, Eric A. Miller

This dissertation develops a framework for understanding the alignment patterns of states of the former Soviet Union (FSU) vis-à-vis Russia. The framework challenges traditional alignment theories, such as balance of power and balance of threat theories, and suggests that these theories provide less accurate predictions of alignment behavior in the FSU than the present framework because of a variety of situational and contextual factors. In particular, the present framework highlights the impact of two variables on alignment patterns, (1) the internal political threats to leaders, and (2) the economic dependence on Russia. This research identifies and examines two distinct political cultures in post-communist Ukraine, characterized by the presence of Soviet and non-Soviet influences. Soviet political culture is associated with East Ukrainian regions where Soviet policies of Russification, collectivization and urbanization were deeply entrenched. Using the concept of representation, this study advances a comparative interpretive analysis which makes use of hard statistical data and soft data to assess the direction of democratization in Eastern Europe between 1990 and 1998. Specifically, the study looks at how governments in Eastern Europe chose to heed constituencies' calls for the institution of a market economy, and analyzes the degree of government responsiveness towards constituencies. The study finds that the region is moving towards a more responsible and responsive type of governance, but at different paces and degrees. Poland leads with respect to government responsiveness. As early as 1959, the white South African novelist, essayist, and short story writer Nadine Gordimer wrote an essay, "Where Do Whites Fit In?" As the black struggle for power intensified and finally achieved its primary goal of black majority rule in 1994, Gordimer continued to reflect upon this question. Her eighth novel, July's People (1981), is a psychological and political fable. It celebrates a white woman's readiness to reject the relationships and privileges that bind her to the white world and her readiness to embrace the new South Africa of an emancipated black majority. Which ethnic groups are more likely to secede is a debated question among scholars. One view, as proposed by Immanuel Wallerstein, holds that ethnic groups living in economically advanced regions are more likely to secede. In contrast, other scholars like Donald Horowitz claim that backward groups in backward regions are more likely to secede. This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …

The problem addressed in this study is the issue of ethnicity in post-communist Czechoslovakia. Specifically, the roots of the Czechoslovaks' "Velvet Divorce," or dissolution into two independent states, are explored and an explanation is offered as to the cause of this ethnic separatism. The methods used include archival, sociological, and statistical research so as to provide a firm multidisciplinary basis for the. conclusions reached. This study analyzes Iranian foreign policy since 1979 to determine if Iran is a pariah state in the international community. To determine Iran's isolation in the international community, various factors were examined, including diplomatic relations, political leverage, relations with the United Nations, and the ability to acquire military hardware. Iran's status was compared with three generally accepted pariah states, Taiwan, Israel, and South Africa to determine the degree of isolation faced by the Islamic Republic. This thesis examines the motivations of Central American Unionists and the failure of their movement in the early years of the twentieth century. The existing literature attributes the failure of Central American unification during this era to U.S. policies meant to maintain a divided isthmus in order to economically and politically exploit the region. A closer analysis of the primary sources, however, reveals that union failed because of internal factors, and that Washington's actions generally favored efforts to rejoin the nations to reduce isthmian tensions. The Soviet Union used its navy as an instrument to support its political agenda, particularly after 1967. This thesis examines 1785 Soviet port visits in the Mediterranean Sea to identify characteristics of the Soviet naval port visit program, particularly the significance of the country visited, the length of the visit, and the ships selected for the visit. The results indicate that certain Mediterranean countries were visited more than others, that the length of the visit can be associated with various Soviet political intentions, and that certain warships made significantly more visits than others.

In the late 1980s the former Soviet Union witnessed an increase in Russian nationalist extremist activity. Russian nationalist extremism was a backlash against a perceived decline in Russian status and a re-evaluation of such basic concepts as what it means to be Russian. Two manifestations of this backlash were russophobia and judophobia.

This thesis considers the reasons the Department of Defense (DOD) developed its recommendation concerning the U.S. involvement in the Korean War. The United states initially committed its forces to restore the status quo antebellum. However, by 31 July 1950, the DOD recommended that a free, unified, and representative Korea should be the policy object of the war and that the occupation of all of Korea and the defeat of the North Korean armed forces north and south of the 38th Parallel should be the military objectives.

A study of the weak state was conducted using the Honduras-U.S. relationship as a case study. Most existing literature, with the exception of Annette Baker Fox's The Power of Small States, does not analyze in detail a specific country's relationship with a powerful nation. This research examined the factors that helped a weak country maintain maneuverability in its domestic and foreign policies when under the influence of a strong power. This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment.
