The Politics Of Mental Health: A Comparative Study Of Policy Adoption And Implementation In Germany And Japan, Luis Diego Campos

In the aftermath of World War II, the Liberal Democratic Party of Japan followed Germany’s blueprint in fashioning a universal health coverage system. Comparisons to Germany’s welfare state during this same time period reveal markedly different social and mental health policy practices, as Germany’s Christian Democratic Union and Social Democratic Party cooperated toward progressive policies while the Liberal Democratic Party largely neglected social welfare expansion. The effect of these practices is reflected in budgetary provisions, institutionalization practices, and mental health epidemiology. This research finds that a favorable economic climate allowed the Liberal Democratic Party to politically isolate the Social Democratic …

Trafficking Smuggled Migrants: An Issue Of Vulnerability, Rachel A. Hews

This paper analyzes why the UN’s efforts against the sex trafficking of smuggled migrants, specifically regarding the Palermo and Smuggling Protocols, have been inadequate in preventing migrant smuggling. It concludes that the crime-based focus on prosecution overshadows prevention of the crime and protection of the victims, and that a human rights approach addressing the vulnerability of smuggled migrants would be more effective in reducing migrant smuggling long-term. Proposed solutions include decreasing both the “push” and “pull” factors of migration by ratifying existing legislation regarding basic human rights, implementing national policies that increase migrant rights in destination countries, and shifting further …

This paper examines the state of women’s rights in Afghanistan, recommending economic empowerment as the most effective and culturally sensitive tool in achieving gender equality. Women’s rights in Afghanistan came to the forefront of the international community’s attention following the entry of the United States armed forces in 2001. Media outlets highlighted the Taliban’s egregious treatment of women and government agencies and international NGOs poured into the country with aims of liberating women from oppressive circumstances. This special report in partnership with CNN en Espanol examined changes in the Latino electorate, registered voters, and voters in the U.S. and key swing states between 1992 and 2016. Methods: Data were obtained from the U.S. Census Bureau, Voting and Registration, as a part of the Current Population Survey data from the November Voter Supplements. The 2016 estimates were derived by using the yearly percentage rate of increase between 2004 and 2012. Results: The absolute number of Latinos eligible to vote, registered, and who voted grew dramatically. Yet the rates of Latino voter registration were almost exactly the same …

Debates over the Fukushima Daiichi Nuclear Disaster pointed to a set of institutional and organizational failures in Japan’s nuclear regulation as a primary cause of the disaster. While the Japanese government has implemented reforms to strengthen nuclear regulation, I argue that these reforms have largely left out the education system as a key institution that produces and distributes expertise necessary for nuclear regulation. First, the Japanese education system has traditionally produced only a small number of experts in the fields related to nuclear regulation, aligned top-ranked experts with the pro-nuclear government, and weakened the civil society’s capacity to mobilize counter-experts. …

This paper maps a cartography of struggle to document the dynamic, living legacy of Menominee leader Ingrid Washinawatok El-Issa and her contribution to the decolonial possibilities of transnational Indigenous feminism. In 1973, Uruguay’s president authored a coup d’état with the military and changed the history and fabric of Uruguay. Once democracy returned to Uruguay in 1985, it was a chance to see if an evolution of the law, politics and society would occur. This paper explores the contrast of China’s spectacular economic development and the low scores of trust for the Chinese Communist Party’s (CCP) legitimacy among the Chinese people. The sharp contrast may reflect flaws in the shaping of de facto authority of the Chinese government. The de facto authority is examined in connection to the notion of the Mandate of Heaven from the Confucian tradition. Human beings to a great extent are what community stories narrate about them. This paper is informed by an ethnological field research carried in one of the remotest villages of Mucwini Sub-county in Kitgum district, northern Uganda, scrutinizes people’s stories as they echo concerns about justice from different perspectives of victimhood in the aftermath of a Lord’s Resistance Army-commanded massacre which claimed the lives of 56 people in a night, the majority of whom (21) were from the Pajong clan. Joseph Nye concentrates on the positive attractive aspects of soft power as a foreign policy tool. This article will argue that the Chinese discussion of soft power is interesting because it does the opposite: soft power is negative rather than positive, and is employed as a tool in domestic policy more than in foreign affairs. Xishuangbanna, in Yunnan,China, contains the country’s highest concentration of biodiversity. Since the 1980s,rubber plantations have replaced a significant portion of the prefecture’s lowland Seasonal Tropical Rainforest, leading to wildlife habitat loss and other environmental issues.Monoculture farming practices also leave farmers economically vulnerable to market fluctuations. To learn the best solutions for increasing ecosystem services and income stability in rubber-dominated areas, the World Agroforestry Center (ICRAF) project Green Rubber engages smallholders directly in establishing and maintaining scientifically rigorous intercropping experiments in their villages.
