In 2022, the U.S. Space Command (USSPACECOM) and the National Guard's State Partnership Program (SPP) began pursuing security cooperation objectives while integrating the space domain into greater deterrence efforts. As the newest combatant command (CCMD) with space as its Area of Responsibility (AOR), USSPACECOM has global strategic partnership interests and recognizes the value of the enduring relationships inherent in SPP. This cooperation allows the National Guard to offer its strong relationships, space expertise, and industry knowledge to USSPACECOM. In its unjust war, Russia rakes at Ukrainian civilian targets using dual-capable missiles. China meanwhile tightens the screws on Taiwan as it cements its friendship with Russia and continues its buildup of strategic nuclear warheads.1 Conventional wisdom and U.S. policy under such tense conditions unduly discount expectations for arms control.2 Arms control, in the popular mind, centers on bans in testing or deployment, and is therefore terminally associated with disarmament. Trepidation about disarmament fuels assumptions in polarized democracy, and the United States in particular, about the narrow political conditions under which arms control can succeed during great power competition. North Korea currently has an adversarial relationship with the United States and has successfully tested both nuclear weapons and intercontinental-range ballistic missiles (ICBMs) capable of striking the continental United States.1 There are several ways the United States could attempt to address the threat posed by North Korea’s nuclear-armed ICBMs. Historically, the United States has relied on a policy of projecting military strength, fostering strong alliances, and maintaining a credible threat of retaliation to deter adversaries, including those with nuclear weapons, from initiating hostilities. As the United States (US) continues to shift its weight of effort towards great power competition, some scholars and practitioners have questioned the relevance of conventional forces and their ability to deter. Chief among them is Sean McFate, who asserts that “conventional war is unicorn hunting” and that “no one fights that way anymore.”1 Jim Sciutto echoes McFate’s claims in his book The Shadow War and states that the US is losing to Russia and China in a new way of warfare that is conducted below the threshold of conventional warfare.2 Leading Russian General Valery Gerasimov furthered this claim when …

The modern nuclear operations practitioner is facing a more complex future than at any point since the height of the Cold War. Understanding the past, present, and possible future of nuclear force structure and doctrine offers the policy maker a useful way to make sense of unfolding events and place them within a broader context. With China, Russia, and North Korea all posing a growing nuclear risk to the United States, a strong grasp on the available options for countering these threats is certainly important.

As climate change furthers weather events and unprecedented hot and wet seasons, European farmers are amongst those challenged by these threats. Balancing sustainable and traditional practices while maintaining socio-economic stability can be difficult, especially under European Union (EU) agricultural regulations. A key area of concern for some agro-regulations is viticulture, or grape growing, which is amongst the most climate-sensitive agricultural sectors. These agro-regulations address multiple goals, including sustainability, exports, and cultural heritage protection. Where is China going? What does its alternative global order look like? We hear a lot about China’s grand projects like the Belt and Road Initiative, but how are they experienced on the ground in Africa, South America, and Asia?The Chinese Global Orders project brings together twenty-two scholars from five continents to explore these questions. (Un)Worlding With Karipuna’S Shadowy Alliances: The Mirangã And The Isolados, Hanmin Kin
Tipití: Journal of the Society for the Anthropology of Lowland South America
This ethnographically inspired article investigates the ways in which the Karipuna Indigenous people in Rondônia defend their land in the Western Brazilian Amazon against forces of deforestation and dispossession. I focus on the Karipuna’s plurivalent and collective forest spirits called the mirangã, through life experience accounts of two survivors from the “pre-contact” era who embody the Karipuna-mirangã connection. Through an analysis of the onto-epistemological entanglements in which the mirangã and my interlocutors are situated, I articulate another front of the Karipuna’s multi-faceted resistance: the struggle of worlding vis-à-vis the non-indigenous world. Euphemism In Ai Discourse As Colonial Harm & Effect: Learnings From Subaltern Puerto Rico, Jacqueline Oquendo

Through three integrated studies, this dissertation explores complex human-AI interactions by comparing the perceptions of two groups of U.S. citizens: subaltern Puerto Ricans and stateside Americans’ interactions with ChatGPT. This corpus-assisted Critical Discourse Analysis or CLCDA, triangulated with 1:1 semi-structured interviews, validates scholars’ concerns about the biases inherent in generative AI. Contributing to those concerns, this dissertation reveals that ChatGPT deploys discourse strategies that, when executed, facilitate digital colonialism. Euphemistic language is prominent among its discourse strategies, replacing controversial words, phrases, and topics with more palatable ones. When prompted on events of historical significance, I find that ChatGPT’s discourse obscures …

This paper argues that the mode and historical context in which piracy ascended in the Caribbean after the War of the Spanish Succession, as well as the historical interrelation between maritime technology and pirate tactics, coalesced into a diachronic Damocles Sword that resulted in the downfall of piracy in the Golden Age. Sanctioning piratical enterprises as a subconventional maritime strategy displayed a geopolitical reliance on piracy by great powers. However, the depraved treatment conventional sailors received across all major European navies generated a social stratum that eventually bore the Golden Age of Piracy, while simultaneously contributing significantly to British naval …

This article briefly explains the correlation between Ethiopia’s ambitious GERD project and the potential shift in power distribution in the region known as the Horn of Africa. The GERD (Grand Ethiopian Renaissance Dam) is a hydroelectric dam designed to drive economic growth by harnessing the Nile River as its core. Germany’s Climate Foreign Policy Strategy, released in December 2023, is the first of its kind anywhere. The document elevates a set of climate objectives to the highest level of Germany’s foreign policy. This paper examines Germany as a case study of how a consistently ambitious climate actor may shift its policy preferences over time. Party policy shifts are traced within government documents, campaign manifestos, and coalition contracts to consider the viability of three potential explanations: the demands of a “green” political constituency, a structural reaction to reduce energy dependencies, and feedback effects from international institutions.
