By conceptualizing civilization and state as integrated systems consisting of interacting subsystems, their similarities and differences can be analyzed. The central hypothesis is that civilization consists of three material subsystems — economy, government, and knowledge — and one non-material subsystem, transcendence. When the transcendent subsystem is diminished or destroyed by decree or overwhelming rational and scientific evidence, the emergence of the state occurs as in the cases of the Mongol Empire, the Soviet Union, and communist China.

The management of the herdsmen-farmers conflict-induced internal displacement in Benue State, Nigeria was characterized by the conflictual approach of the Benue State government and disagreement over displacement data by humanitarian agencies. The study explored the inter-connected relationship among stakeholders within the humanitarian eco-system and its effects on protection measures and durable solutions for the conflict-induced displacement crisis. Since the beginning of war, soldier desertion has been an issue for military leaders and the politicians supporting them. Desertion from the United States Military is defined in Title 10 of the U.S. Code Article 85 as a member of the armed forces who goes or remains absent from his or her unit or place of duty with the intent to remain away permanently (“10 U.S. Code § 885”).
