This dissertation develops a framework for understanding the alignment patterns of states of the former Soviet Union (FSU) vis-à-vis Russia. The framework challenges traditional alignment theories, such as balance of power and balance of threat theories, and suggests that these theories provide less accurate predictions of alignment behavior in the FSU than the present framework because of a variety of situational and contextual factors. In particular, the present framework highlights the impact of two variables on alignment patterns, (1) the internal political threats to leaders, and (2) the economic dependence on Russia. The Europeans were the first ones to establish Consuls at Jerusalem. They used their consular offices to establish permanence and extend their influence in the region. Under the guise of citizen and religious protection they extended their power and influence in the Ottoman territory. The United States established its consulate in Jerusalem in 1853. In comparison with the European consuls the American Service was-new, inexperienced, and lacking professionalism. This American outpost was plagued with complexities that were distinct to the office at Jerusalem. The consul reports from 1856-1896 reflect the mission and difficulties faced at this seemingly remote outpost.

Institutions shape political outcomes, yet institutions themselves are endogenously shaped outcomes of political choices. Such choices are especially significant during transitions to democracy, when initial institutional designs fundamentally structure the path of democratic development. Most theories of institutional emergence, however, focus on stable contexts rather than on the conditions of acute uncertainty identified in the standard transitions literature. Our article attempts to bridge the two subfields by outlining and applying a model of institutional choice as the outcome of a struggle between fledgling opposition parties and the authoritarian regime wherein each side struggles to gain the greatest distributive payoff.
