Both individually and collectively, European countries have vast experience with international and domestic terrorism. Because the point of terrorist attacks is primarily within a particular country (United Kingdom, Turkey and Spain), terrorism has come to be viewed by these states as a domestic problem. At the same time European countries have recognized the value of inter-governmental cooperation, which has been codified in various bilateral and multilateral agreements and conventions dating back to the 1950’s.

Israel and Palestine have been in an “interim period” between full scale occupation and a negotiated end to the conflict for a long time. This supposedly intermediate period in the conflict has seen no respite from violations of Palestinians’ human rights or the suicide bombings affecting Israelis. This section will provide resources spanning the issues regarding Israel, Palestine and how the human rights dimensions of this conflict interact with the war on terror. The issue of how both sides will arrive at peace remains a mystery.

Remembering The Future: Utopia, Empire And Harmony In 21st Century International Theory, William A. Callahan

Using a comparative approach to international relations theory, this article examines how ancient ideas are being recycled to describe world order in the 21st century. In particular, it provides a thick description of three models of utopia in global politics - Great Harmony and Harmony-with-difference from China, and Empire from Hardt and Negri. Using an unexplored set of Chinese-language texts, the article first excavates how Communist Party intellectuals in China have been writing about the ancient Confucian ideal of Great Harmony as a way of promoting the Peoples Republic of Chinas role as a Great Power in the 21st century. …

This article is a short report drawn from a research on the issue of the Afghan refugees in Australia (1992-2002). Using the infamous “boat people” case as illustration, the research was intended to provide careful observation on the concept “human security,” a term increasingly linked to forced migration issues. Although human security is often portrayed as a benign concept with strong moral stance, its vastness and loose definition limit its adequacy as a useful tool of analysis. This thesis investigates the differences in the propaganda tactics employed by Western and Chinese cultures, as informed by ancient Chinese philosophies and Western propaganda research. Specifically, this thesis focuses on developing 14 Chinese strategic propaganda tactics by using creative transformation approach. Thereafter, using textual criticism, these tactics are applied to the pre-war rhetoric of the immediate former President of the U.S., George H. W. Bush and the current President of the U.S., George W. Bush in order to test the validity of the rhetorical taxonomy. The results of this thesis demonstrate that George H. W. Only a few years ago, the idea that the European Union (EU) could become a significant actor in the nuclear nonproliferation regime would have met with great scepticism. An organisation comprising nuclear weapon states (NWS) along with non-nuclear weapons states (NNWS) - some of who are disarmament-minded - would have been considered incapable of framing any common response to nuclear proliferation. This dissertation focuses on the following empirical puzzle: do the attitudes of ordinary educated Muslims stand as an obstacle toward the adoption of democracy? This research question calls for empirical/behavioral methodological tools that bring into focus contemporary Muslims' attitudes rather than ancient jurists' contributions. In other words, the dissertation shifts attention from ancient Islamic texts to contemporary Muslims' mindsets through written and web-bases surveys in 32 Muslim societies.
At the aggregate level, Muslim societies perplex with two types of sub-cultures: the culture of "dictator, but..." and the culture of "democracy-as-a-must." The former is the sub-couture of two groups of Muslims: …

Democratic consolidation in newly transitioned democracies has traditionally been attributed to widely accepted political and legal mechanisms, like elections and constitutions. Existing literature on democratization in sub-Saharan Africa is preoccupied with these mechanisms as prime indicators for democratic takeoff in specific countries. Hardly any attention has been paid to other less openly political mechanisms, such as the response to external shocks, as potential sources of institutional development that could advance democratic practices.

Electoral systems are uniquely distributive political institutions that shape political outcomes, yet are themselves endogenously shaped outcomes of political choices. In Poland, party system development has involved not only parties adapting to electoral institutions in each election, but also parties modifying these institutions prior to every election. We model electoral system change as driven by partisan self-interest in maximizing seat share and test it in five episodes of electoral system change in Poland from 1989 to 2001, comparing parties’ support for electoral law alternatives to their expectations of seat shares from those alternatives. The rule of law is one of the most important components of any explanation of cross-national differences in economic well-being. But what leads to better rule of law in a country? Using an institutional approach this paper probes the effect of legal systems in influencing the rule of law. There has long been speculation that the countries adopting English common law are better at providing legal dispute resolution than those adopting the continental forms of civil law. That speculative assessment is found to be true only in those countries that have been colonized, further analysis demonstrates that it is the …

After decades of cycling violence between Hutu and Tutsi groups in Rwanda and Burundi, violence peaked in 1994 with a genocide of Tutsis in Rwanda, during which the Hutu majority slaughtered 800,000 Tutsi and moderate Hutus, leaving the country with 120,000 accused génocidaires awaiting trial. Rwanda's gacaca courts were established as a response to the backlog of untried genocide cases. These courts disturbingly distinguish between genocide and war crimes committed during the same era, trying only those accused of genocide. This article argues that the gacaca process will contribute to the insecurity of all Rwandan citizens in the future, since …

After the collapse of the Soviet Union, the United States came to Eastern Europe spreading the gospel of democracy and the American Rule of Law. In addition to encouraging Western ideology, the United States was there to forge new economic relationships and, following the terrorist attacks of September 11, 2001, to accelerate the creation of military alliances through membership in the North Atlantic Treaty Organization (NATO) and the newly-formed "coalition of the willing." Written over fifteen years ago by Ivan Leigh Head, a highly distinguished Canadian international lawyer, foreign policy expert, and international development thinker, the words contained in the above quotation point firmly at this great man's analytic incisiveness and hint at the sheer depth of his fairness of mind. For although the net transfer of resources from the much poorer geopolitical "South" to a far richer "North" remains to this day one of the most important obstacles to international development, rarely have the dominant accounts of international development given this phenomenon the pride of place that it surely deserves.

The concept of human security as a new paradigm presents a particular challenge for East Asia. While the region experienced dramatic political, economic and social transformations in the last few decades, much of the region’s key security concerns are state-focused.
