Since the establishment of formal diplomatic relations between China and the ASEAN states following the end of the Cold War, Sino-ASEAN relations have widened and deepened considerably. This is surprising, considering that most ASEAN states viewed China as a revisionist power and threat to regional security during the Cold War and Vietnam and the Philippines have a history of armed conflict with China over as-of-yet unresolved territorial disputes in the South China Sea. Hong Kong has survived turbulent economic, social and political changes in the past ten years since the former crown colony’s reversion to Chinese sovereignty. Following setbacks in the wake of the Asian financial crisis and the avian flu outbreak in 1997, the outbreak of severe acute respiratory syndrome (SARS) in 2003, and several massive political demonstrations in recent years, Hong Kong’s economy has had a robust and steady rebound. Political Dialogue And Human Rights In The Framework Of The Cotonou Agreement, Clara Portela

The present study analyses the use of the political instruments for the protection of Human Rights, democracy and the rule of law under the Partnership Agreement between the European Union (EU) and the African-Caribbean–Pacific (ACP) countries embedded in the Cotonou Agreement: the consultations under article 96, intensified and regular political dialogue. It briefly outlines the legal provisions of the revised treaty, reviews recent practice, and looks into the involvement of civil society and parliamentary bodies in the political dialogue.

Even though Boudjedra’s famous labyrinthine and vertiginous technique was at first based on the literary, on a pleasure of writing that would in turn trigger political thought – at least until the publication of the political pamphlet FIS de la haine –, his more recent technique reflects an urgency and a writing focused on political thought, both of which give birth to a literary process. The Bush administration’s active support for the Israeli government is counterproductive in its refusal to recognize a Palestinian unity government which includes Hamas. A great majority of American Jews have called for Israel to withdraw from the territories occupied in 1967 and support the creation of a Palestinian state. A hard-line minority of politicians in the United States, along with their affiliated media networks and think-tanks, have continued to dominate the main Jewish lobbying group, the American-Israel Public Affairs Committee (AIPAC).

George Soros’ article, “On Israel, America and AIPAC” serves as a sobering reminder that the human rights revolution is constantly being scuttled by geopolitics that not only sideline human rights, but more devastatingly undermine their premises. I happen to agree with him that the American Israel Public Affairs Committee (AIPAC) is a major obstacle to the U.S. normalizing relations with any country in the Middle East, including and especially Israel. It does not encourage Israel to make concessions, but rather recommends that Israel ignore the reformists within and outside of it. The folly of such counsel becomes apparent when one recognizes that Israel’s current strategy cannot be sustained.

What is at stake in labeling a particular incidence of large-scale violence “genocide”? Mahmood Mamdani rightly argues that “genocide” is an insufficient description of the conflict in Darfur. I would suggest that the problematic nature of that terminology goes back to its inception after World War II. Activists have inherited the concept of “genocide” from a particular historical moment. Now, “ genocide” carries unique moral weight in the discourse of international politics. Historians and non-scholars alike have long regarded the work of President Reagan and Pope John Paul II to be a tremendous force in helping to end the Cold War. In 1992, Time Magazine cited the relationship as a “Holy Alliance”, a political partnering of two men who, after surviving separate assassination attempts merely six weeks apart, saw their role in global politics as a divine signal to promote the free world and take down communism internationally. Although there has been a thorough cataloguing of China’s soft power assets in terms of the effectiveness and limitations of the PRC’s public diplomacy, much less attention has been paid to how the normative aspect of China’s growing soft power will set the world agenda. “What would happen if we thought of Darfur as we do of Iraq, as a place with a history and politics—a messy politics of insurgency and counterinsurgency?” (§4). Mahmood Mamdani is right to complain that the American—and international—public is unaware of the political complexity of the Darfur conflict. He is also right to point out that selective or inconsistent uses of the terms “genocide,” “civil war,” and “insurgency” can mask covert, or even overt, political agendas. Democracy On Stilts: Bolivia’S Democracy From Stability To Crisis, Miguel Centellas

Bolivia’s recent political crisis starkly contrasts to the preceding two decades of relative democratic stability. Though a unique system of “parliamentarized” presidentialism together with lingering consensus on the national project inherited from the 1952 Revolution supported democratic stability, using qualitative and quantitative methods, this study shows that seemingly benign changes in institutional design made in the 1990s contributed to the acceleration of already existing tendencies towards divisive sectoral, regional, and ethnic politics. A key observation is that successful long-term democratization requires institutions for adequately channeling and representing social demands as well as a shared vision of a political “imagined community” …

As the new director of a unique graduate program in Global Health Affairs, coming from the world of basic research, I have been faced with the need to reconcile a central paradox of American power and hegemony: I conduct my work as an American citizen and often with U.S. government funding in the hope that it will make a positive or at least neutral impact on my world. Does the middle class in China think and act democratically and hence serve as the harbinger of democratic development in that country? Little empirical work has been done to systematically address this crucial question. The primary goals of this dissertation are to explore the level of attitudinal support for democracy among Chinese middle class individuals, examine their behavioral orientations toward politics, and provide a comprehensive assessment of the role of the Chinese middle class in the evolution of the Chinese political system.
